This submittal is intended to address questions posed by Mr. Sullivan during the initial review of
the January 22, 2018 permit application. The attached revised PCN form reflects revisions made
in an effort to respond to these questions. The stormwater pond discharge with associated
impacts labeled "62" has been redesigned so as to avoid any stream impacts (previously
proposed temporary stream impacts of 12 LF). This redesign eliminates the need for requesting
the use of NWP 18 and the corresponding GC. The remaining changes to the PCN just include
additional description detail and explanation. Please replace the previously submitted PCN and
impact maps with those attached to this submittal.

3, Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application: The property is wooded but has an existing sewer easement that runs along the southern and western
property lines. Immediately adjacent properties are wooded.
3b. List the total estimated acreage of all existing wetlands on the property: +/- 0.1 acres
3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: +/- 3,900 LF
3d. Explain the purpose of the proposed project:
The purpose of the proposed project is to construct single-family housing and associated utilities to meet the demand in
this part of Durham County.
3e. Describe the overall project in detail, including the type of equipment to be used:
The project will be a, single-family residential subdivision with residential streets and utilities that will connect to existing
adjacent roads and utilities in the area. The proposed impacts result from utility construction. The utility installation
within -proposed impacts to streams will require temporary open cuts. The material removed from the excavated trench
will be temporarily placed in adjacent upland areas and fenced off so as to avoid potential runoff into the jurisdictional
areas down slope. Once the pipe has been installed, the native soil material will be used to backfill the trenches over.the
pipe., Excess.spoil will be removed to suitable upland areas, and stabilized. The plan does not propose the use of riprap
for bank stabilization. Heavy equipment typically used for utility installation projects (e.g. back hoes, bull -dozers, etc) will
be utilized.
The sewer line will connect to an existing sewer line located along the western property line and west of Lick Creek. A
sewer line will also extend from the property located to the north (proposed Sagewood subdivision) which will provide
connection to a proposed pump station that will be temporarily used until Durham installs a larger lift station (not on the
subject property) within the overall sewer basin.
Proposed stormwater BMP discharge locations will not result in stream impacts. Proposed riprap used for ground
stabilization will not be placed in the stream.

Proposed subdivision roads were aligned' to avoid impacts to streams and wetlands. No impacts to wetlands are proposed.
Proposed impacts result from the ,installation of a sewer line and a stormwater BMP discharge. The project was designed as a
low impact development with an impervious surface cover-of 17.2%. As part of this planning process, permanent impacts
resulting from roads and. lot fill were avoided, wetland, streams, and .riparian buffers were not 'platted in lots and most of the
forest vegetation was documented and preserved.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Construction fencing will be used to define the construction corridor and ,prevent any accidental additional impacts. Silt
fencing and;temporary basins will also be used to prevent sediment runoff into the streams'and wetlands. The jack and
bore construction technique was considered for the proposed sewer crossings of streams however was determined to not
be a feasible option due to topographic, lack of ease ^of access, and economical constraints.
