In order to provide access throughout the site, permanent impacts to 0.439 acre of 404 wetlands and 64 LF of intermittent stream are needed. Additionally, temporary impacts to 0.048 acre of 404 wetlands are needed to install a sewer line. The applicant proposes mitigating for the permanent impacts by purchasing credits from the Stone Farm Mitigation Bank. Enclosed are the PCN form, site maps, and site plan. Project Description 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The project area consists of 154 acres of a larger (715 acres) tract. An outparcel exists near Hwy 211 and contains a doctor's office, parking, and a stormwater pond. A paved road (Pine Plantation Pkwy) off of Hwy 211 provides access to the building. The remainder of the project area is undeveloped. Uplands near Hwy 211 and in the center of the site have been cleared. The site was previously used for timber production and forested areas support mostly loblolly pines in various stages of growth. Wetlands support a mix of pines and bay species. There are several dirt logging roads that provide access throughout the site. Adjacent land use is residential, commercial, or undeveloped and forested. 3b. Explain the purpose of the proposed project: The purpose of the proposed project is to construct Phase 1 of a mixed-use development within the tract. Permanent wetland and stream impacts are needed to provide access to uplands throughout site. One temporary wetland impact is needed to provide sewer from a proposed pump station in the single family subdivision to the attached residential node. There is a strong need for residential and commercial development in this area to keep pace with on-going and projected population growth in Brunswick County. 3e. Describe the overall project in detail, including the type of equipment to be used: This project includes the construction of Phase 1 of a mixed use development which will include commercial, medical/office, assisted living, and residential development. Access ways (between 60' and 100' ROW; curb/gutter and sidewalks), parking, and utilities are also proposed. Culverts will be installed to maintain hydrologic flow. The culvert for the stream crossing will be buried per USACE and DWR regulations. Most sewer and water lines will be located within the corridor. A sewer line is also needed from proposed pump station in the single family subdivision to the attached residential node. The installation of this line will temporarily impact wetlands (Impact G). Once the line is installed, the area will be returned to grade and seeded. The sewer line will be also directionally bored under a stream. The roadways will be cleared of vegetation and fill material will be brought to the site to level the area of disturbance. Utilities and stormwater facilities will be installed. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Wetland and/or stream fingers extend across parts of the project area and access to uplands throughout the site cannot be achieved without impacts. Roads have been positioned to cross wetlands at their narrowest points and an existing road will be utilized to minimize wetland impacts. The 100' right-of-way for the main boulevard is needed in accordance with the overall size of the property and ultimate build out. Piling supported bridges for these crossings were considered to be too expensive and would not be economically feasible. The installation of a sewer line will temporarily impact wetlands (Impact G). Once the line is installed, the area will be returned to grade and seeded. The stream in this area will be directionally bored to avoid impacts to this resource. Note that Phase 1 of this development needs to be positioned close to Hwy. 211 since it will contain some commercial development and needs visibility from the main road. Furthermore, it is economically beneficial to keep the footprint of development compact and minimize the linear footage of utilities and roads that need to be constructed. 1 b. The site is part of the Boiling Spring Lakes Wetland Complex Natural Area and several state-listed species have been documented on and within a one-mile radius of the project area. The site has been managed for timber for several decades. Approximately half of the Phase 1 site was cleared in 2014. Forested uplands currently support a canopy of loblolly pine with a dense shrub layer predominately consisting of loblolly pine, water oak, sweetgum, and wax myrtle. Most of the wetlands are densely vegetated with loblolly pine, sweetgum, red maple, and gallberry. No impacts to federal) -listed species are anticipated to occur from this project. 6.
