McGuire Nuclear Station submits this correspondence as a revision to your records of the
Responsible Official under McGuire Nuclear Station's NPDES permit referenced above. Thomas
D. Ray is now the Site Vice President and designated Responsible Official for McGuire, replacing
Steven Capps.
In accordance with North Carolina Administrative Code 15A NCAC 02B .0506 and 40 CFR
122.22, I hereby re -authorize the position of plant manager to sign and certify as applicable all
NPDES reports and other information related to the station's NPDES permit(s). Additionally, I am
re -authorizing the position of plant manager to sign and certify, where applicable, all other local,
state or federal water -related regulatory program submittals where a signatory authority by the site
Vice President is required.

Discharge Monitoring Report system If the Organization is not currently registered for eDMR, then the
Owner or designated Responsible Official will need to complete the required eDMR Registration Form

its organization, including Submitter permissions.
The Submitter is eautvalent to the indtvtdual who stens the certification statement on the back of the
Discharge Monitoring Report. The Submitter must be an individual with delegated signatory authority
for the Owner/Organization If individuals other than the Responsible Official for the Owner have been
delegated signatory authority, the Division of Water Resources must be notified in writing of such
delegations A delegation of authority form is available from the eDMR website
