Teleconference Summary
STIP Project U-6074, SR 1122 (Jonestown Road) in Winston-Salem Upgrade interchange
(over US 421), Forsyth County
January 17, 2018 — 1:00 P.M to 3:00 P.M.
Meeting Purpose: To share and request information on the subject project
Meeting Attendees
The purpose of this meeting was to review the proposed project to determine potential
issues and to introduce the project to the team. Karen Reynolds began the meeting with a
project introduction and then initiated the meeting attendee introductions. Ken Gilland led
discussions of the draft project data sheet materials, including vicinity and environmental
features maps. The discussion is summarized below.
To meet NCDOT guidelines, the anticipated Categorical Exclusion (CE) required for
National Environmental Policy Act (NEPA) compliance is scheduled for completion
within one year from receipt of a notice to proceed (NTP) for project work.
NCDOT Division 9 staff requested that Amy Euliss, who was invited to the meeting, be
involved in the project development as U-6074 moves forward. They noted that the
bridge traffic was very heavy, especially northbound traffic. The Division requested

extending the draft study area on Jonestown Road to Kester Mill Road, as some
improvements to that intersection may be needed if the interchange is upgraded. Al
Blanton noted that there was an existing cemetery behind the Arby's restaurant at 625
Jonestown Road (the cemetery was associated with the Jonestown Baptist Church, which
was demolished in 2006).
Ray Lovinggood noted the presence of a trailer park just south of US 421 and other
potential environmental justice communities in the project vicinity. He also noted the
presence of a sidewallc project on Jonestown Road (SPOT ID B142158).
Diane Wilson noted that, due to the heavily commercial nature of the project area,
outreach to local business groups should be conducted.
Fredrick Hath indicated that the City of Winston-Salem will discuss a potential sidewallc
accommodation request for the project and will inform NCDOT of their decision.
HNTB will provide the following services to NCDOT:
• Planning (including public involvement and community studies)
• Roadway (preliininary designs)
• Hydraulics (drainage designs)
• Traffic (Forecast and Analysis)
NCDOT will determine if they wish HNTB's subconsultants on this project (Axiom or
ESI) to conduct natural systems studies, or if they will be provided through another on-
call.
NCDOT anticipates that Merger Screening will take place in conjunction with the
internaUexternal scoping meeting.
Action Items
HNTB will revise the project data sheet materials to include issues addressed in the
meeting (see enclosed).
HNTB will develop a schedule to meet guidelines for CE submittal and approval and will
submit a scope to NCDOT by February l, 2018.
The City of Winston-Salem will follow up with NCDOT, if they wish to pursue additional
pedestrian accommodations along Jonestown Road. They will also provide information
on any stakeholder groups who may have particular interest in the project.
