Enclosed is a copy of the Compliance Evaluation Inspection (CEI) report for the compliance
inspection conducted on January 11, 2018 at your facility located at 2408 Forbes Road, Gastonia,
North Carolina. This inspection was conducted by Holliday Keen.
This inspection was conducted due to a complaint to evaluate the discharge of stormwater
from this facility into waters of the state. As a result of the inspection we found that this facility is
operating a metal manufacturing facility without coverage under the NPDES general permit
NCG030000.
G.S. 143-215.1 requires that certain industrial facilities must obtain and operate under an NPDES
permit for stormwater discharges. NPDES general permit NCG030000 has been established
pursuant to G. S. 143-215.1(b) for discharges of stormwater to surface waters. This general permit
is applicable to owners or operators of stormwater point source discharges associated with activities
classified as establishments primarily engaged in fabricating of metal products, manufacturing of

industrial and commercial machinery, and manufacturing of transportation equipment. These and
similar activities and materials were observed on site during the inspection.
These isolations and any future violations are subject to civil penalty assessments. The
violations of operating a facility without a stormwater permit are subject to civil penalties up
to $25,000.00 per day for each violation as per G.S. 143-215.6A(a)(2).
The enclosed report should be self-explanatory. Please review the notes in the inspection
summary portion of the report.

described above be properly resolved. Unresolved violations may lead to the issuance of a Notice
of Violation and/or assessments of civil penalties. Enclosed is an application form, also called a
