This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Collection System Permit No. WQCS00122. Based on the on-site visit, records review and discussions with collection system staff, the facility was determined to be in-compliance. This inspection was conducted to determine whether the Town's CS is being operated and maintained in compliance with Permit No.WQCS00122. ORC Mike Mehaffey, BORC Mike Corbin and Operator Seth Boyd were present and assisted in the inspection. Overall the system is being well maintained and operated. The Towns collection system was installed in the late 80's. Collection system staff are able to utilize their sewer camera and jetter to routinely inspect, clean and repair problems as they arise. There has not been a reportable SSO since 2013 and all records are adequate and up-to-date. The Town has taken steps to enforce the SUO as needed to prevent issues within the system. Manholes are being installed along existing 6" lines to make them easily accessible for inspection and cleaning. What educational tools are used? FOGs educational material is sent with bills twice a year. It is also available in the town newsletter and on the town website. CS system staff report little trouble from flushable wipes. Is Sewer Use Ordinance/Legal Authority available? Does it appear that the Sewer Use Ordinance is enforced? Mr. Mehaffey, CS ORC reports no current plans for expansion of the system. Lines are repaired during routine inspections. CS staff report few issues from I&I. Describe: Roots are removed during routine maintenance and line inspections. This system was installed in the late 80's. Few major root intrusion issues. CS staff can inspect approximately 90% of the system annually through daily rounds. High priority lines 2, 4, 7 & 8 are inspected on a weekly basis due to their proximity to the creek. Remote areas are maintained/checked three to four times a year. The Town cleaned approximately 7,300 feet of line in-house and Hydrostructures cleaned 23,698 feet in 2017. The system has 1200 manholes and 1900 users.
