GENERAL CONSTRUCTION NOTES:
1. PRIOR TO BEGINNING ANY CONSTRUCTION, IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR
UTILIZE A LOCATOR SERVICE TO HELP IDENTIFY POTENTIAL UNDERGROUND CABLES, WIRES AND UTILITIES
THAT MIGHT EXIST ON THE SITE. SHOULD ANY OBSTRUCTIONS BE ENCOUNTERED, THE CONTRACTOR
SHALL CONTACT THE OWNER/ENGINEER IMMEDIATELY.
2. THE CONTRACTOR SHALL VERIFY FIELD CONDITIONS PRIOR TO COMMENCEMENT OF WORK AND DURING
CONSTRUCTION, AND NOTIFY THE ENGINEER IMMEDIATELY IF ANY DISCREPANCIES EXIST BETWEEN THE
CONSTRUCTION PLANS AND ACTUAL FIELD CONDITIONS.
3. IN GENERAL, MAXIMUM SLOPES SHALL BE 2:1 FOR CUT SLOPES AND 3:1 FOR FILL SLOPES, UNLESS
OTHERWISE NOTED.
4. THE CONTRACTOR SHALL CLEAR/GRUB ALL VEGETATION, TOPSOIL, ORGANIC MATERIALS, ROCKS, AND
OTHER UNSUITABLE MATERIALS FROM THE SITE PRIOR TO BEGINNING SITE GRADING ACTIVITIES TO A
DEPTH OF 6" BELOW NATURAL GRADE, OR AS NEEDED TO PROVIDE A SOUND BASE FOR GRADING
ACTIVITIES. THE REMOVAL AND DISPOSAL OF ALL CLEARED DEBRIS AND UNDERCUT MATERIAL SHALL BE
THE RESPONSIBILITY OF THE CONTRACTOR. ALL SPOIL/WASTE MATERIALS SHALL BE DISPOSED OF IN A
MANNER AS TO MEET ALL MUNICIPAL/COUNTY/STATE/FEDERAL REGULATIONS.
5. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL SURVEYING SUPPORT FOR
CONSTRUCTION/PLACEMENT OF FILL MATERIAL. HE SHALL PROTECT BENCHMARKS AND SURVEY CONTROL
POINTS FROM EXCAVATING AND VEHICULAR TRAFFIC, AND DAMAGE.
6. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE INSTALLATION OF ALL INDICATED SEDIMENT AND
EROSION CONTROL MEASURES, AND THE MAINTENANCE OF SUCH UNTIL SITE STABILIZATION HAS BEEN
ACHIEVED. DURING GRADING OPERATIONS, THE CONTRACTOR SHALL CONTINUALLY DO ALL THAT IS
POSSIBLE TO LIMIT OFF-SITE SEDIMENT RUNOFF. ANY/ALL PROBLEMS SHALL BE BROUGHT TO THE
ATTENTION OF THE ENGINEER.
7. THE CONTRACTOR SHALL GRADE THE SUBSTATION LOT PER THE PROVIDED GRADING PLANS AND
CONTOURS, HOWEVER, WORK SHALL BE PERFORMED VIA A "BALANCED" CUT/FILL SCENARIO TO PREVENT
HAUL -OFF OF EXCESS MATERIAL OR THE NEED OF IMPORT FILL. THE CONTRACTOR SHALL PERFORM HIS
OWN CALCULATIONS TO DETERMINE ACTUAL CUT/FILL VOLUMES FOR CONSTRUCTION ESTIMATING.
8. ANY OFF-SITE BORROW AND WASTE REQUIRED FOR THIS PROJECT MUST COME FROM A SITE WITH AN
APPROVED EROSION CONTROL PLAN, A SITE REGULATED UNDER THE MINING ACT OF 1971, OR A LANDFILL
REGULATED BY THE DIVISION OF SOLID WASTE MANAGEMENT. TRASH/DEBRIS FROM DEMOLITION
ACTIVITIES OR GENERATED BY ANY ACTIVITIES ON SITE MUST BE DISPOSED OF AT A FACILITY REGULATED
BY THE DIVISION OF SOLID WASTE MANAGEMENT OR PER DIVISION OF SOLID WASTE MANAGEMENT OR
DIVISION OF WATER RESOURCES RULES AND REGULATIONS. [15A NCAC 4B.01 101
9. ALL GRADING SHALL BE PERFORMED AS TO MAINTAIN POSITIVE DRAINAGE OVER THE SITE AT ALL TIMES,
BLENDING/SMOOTHING CUT/FILLS TO EXISTING CONTOURS. THE CONTRACTOR SHALL AVOID ANY
STRIPPING/CLEARING OUTSIDE THE INDICATED LIMITS, AS CLEARING OF EXISTING VEGETATION IS
STRICTLY ENFORCED VIA PERMITTING.
10. ALL SITE DEVELOPMENT GRADING AND CONSTRUCTION SHALL BE PERFORMED IN ACCORDANCE WITH
LOCAL AND STATE REGULATIONS AND STANDARDS.
11. ALL FILL MATERIAL SHALL BE PLACED IN LIFTS NO GREATER THAN 8 INCHES (UNCOMPACTED THICKNESS)
AND CONSTRUCTED TO THE ELEVATIONS INDICATED ON THE CONSTRUCTION PLANS. FILL MATERIAL SHALL
BE COMPACTED TO THE DENSITY OF NATURAL AND UNDISTURBED SOILS TO APPROXIMATELY 95% OF
MAXIMUM DENSITY, IN ACCORDANCE WITH ASTM D698. PROPER CARE SHALL BE GIVEN TO OPTIMUM
MOISTURE CONTENT OF THE FILL MATERIAL AS COMPACTION IS BEING PERFORMED.
12. UPON COMPLETION OF SITE GRADING ACTIVITIES, THE SUBSTATION PAD SHALL BE GRADED SMOOTH,
COMPACTED AND SLOPED TO PREVENT WATER PONDING.
13. THE CONTRACTOR SHALL SUSPEND GRADING OPERATIONS WHEN CLIMATIC CONDITIONS DO NOT ALLOW
FOR WORK TO BE PERFORMED SAFELY, PREVENT ADEQUATE PLACEMENT/COM PLACEMENT OF SOIL, OR IF
CONTINUED WORK CAUSES SITE DAMAGE. ALL WEATHER EXCEPTIONS SHALL BE DOCUMENTED BY THE
CONTRACTOR.
14. THE CONTRACTOR SHALL BE RESPONSIBLE FOR SEEDING, FERTILIZING AND MULCHING ALL DISTURBED
AREAS (NOT RECEIVING STONE) FOR STABILIZATION WITHIN 14 DAYS FOLLOWING THE COMPLETION OF
CONSTRUCTION ACTIVITIES. ALL SLOPES SHALL BE "TRACKED" PRIOR TO SEEDING TO HELP PROVIDE
SEED -BED SUPPORT.
15. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR AT ALL TIMES TO HELP PREVENT EROSIVE
CONDITIONS AND OFF-SITE SEDIMENTATION FROM DEVELOPING ON THE CONSTRUCTION SITE. THE
CONTRACTOR SHALL INSTALL ALL SEDIMENT AND EROSION CONTROL MEASURES PER THE CONSTRUCTION
PLANS AND MAINTAIN THESE MEASURES THROUGHOUT PROJECT CONSTRUCTION AND STABILIZATION.
ADDITIONAL MEASURES COULD BE NEEDED TO HELP PREVENT EROSIVE CONDITIONS. SHOULD THIS
SITUATION DEVELOP, THE CONTRACTOR SHALL CONTACT THE PROJECT ENGINEER FOR ASSISTANCE.
16. WHILE "ON SITE", THE CONTRACTOR SHALL PERFORM ANY/ALL SITE INSPECTIONS FOR THE SITE, PER
LOCAL, STATE AND/OR FEDERAL REGULATIONS.
17. ALL SEDIMENT AND EROSION CONTROL MEASURES SHALL BE INSPECTED AT LEAST ONCE EVERY 7 DAYS
AND WITHIN 24 HOURS AFTER ANY SIGNIFICANT RAINFALL EVENT (1/2" OR GREATER). FAILURE TO INSTALL
OR MAINTAIN EROSION CONTROL MEASURES MAY RESULT IN ALL CONSTRUCTION BEING STOPPED ON THE
JOB UNTIL SUCH MEASURES ARE CORRECTED TO REQUIRED STANDARDS.
18. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO REMOVE ALL SEDIMENT AND EROSION
CONTROL MEASURES AFTER SITE STABILIZATION HAS BEEN ACHIEVED.
19. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE GRAVELING OF THE ACCESS ROAD UP TO THE
FENCED ENTRANCE OF THE SUBSTATION PAD, AND ASPHALT PAVING OF THE DRIVEWAY ENTRANCE PER NC
DOT REGULATIONS.
20. UNLESS OTHERWISE NOTED, FENCING FOR THE SUBSTATION PAD SHALL BE THE RESPONSIBILITY OF THE
OWNER. PERIMETER FENCING AND ASSOCIATED GATING (AT ENTRANCE AND NORTHWEST CORNER OF
PROPERTY) SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR.

TOPSOIL PLANTING MIX - MINIMUM REQUIREMENTS:
1. WHERE PAVEMENT CUTOUTS ON RENOVATED SITES ARE REQUIRED AND/OR
WHERE NEW PLANTING STRIPS OR ISLANDS ARE REQUIRED, ALL PAVEMENT,
CONSTRUCTION DEBRIS AND GRAVEL SUB -BASE MUST BE REMOVED
BEFORE PREPARING SOIL AND PLANTING TREES. EXISTING COMPACTED
SOIL MUST BE REMOVED AND REPLACED WITH 24" OF TOPSOIL/PLANTING
MIX -OR- EXISTING SOIL MAY BE UNCOMPACTED TO A DEPTH OF 24" AND
AMENDED TO MEET TOPSOIL STANDARDS.
2. SOIL IN ALL PLANTING STRIPS OR ISLANDS WHETHER EXISTING OR NEW ON

Seeding will be completed immediately following site reclamation and prior to project completion. Temporary or
intermediate seeding, mulching, matting, or other surface stabilization measures will be placed on disturbed areas
following initial soil disturbance. Prior to seeding, all surfaces shall be scarified to a depth of four to six inches to
enhance seed germination and help impede stormwater runoff.

TIME OF CONSTRUCTION.

MAINTENANCE NOTE:
1. INSPECT SLOPE DRAIN AND SUPPORTING DIVERSIONS AFTER EVERY RAINFALL EVENT AND MAKE NECESSARY REPAIRS FOR PROPER
OPERATION OF THE SYSTEM.
2. UPON PROJECT COMPLETION, REMOVE THE SLOPE DRAIN AND PROPERLY STABILIZE ALL DISTURBED AREAS.

Where inspections are required by G.S. 113A -54.1(e), the following apply:
1. The person who performs the inspection shall make a record of the site inspection by documenting the following items:
a. all of the erosion and sedimentation control measures, practices and devices, as called for in a construction sequence consistent with the approved erosion and
sedimentation control plan, including but not limited to sedimentation control basins, sedimentation traps, sedimentation ponds, rock dams, temporary diversions,
temporary slope drains, rock check dams, sediment fence or barriers, all forms of inlet protection, storm drainage facilities, energy dissipaters, and stabilization
methods of open channels, have initially been installed and do not significantly deviate (as defined in Sub -item (1)(e) of this Rule) from the locations, dimensions
and relative elevations shown on the approved erosion and sedimentation plan. Such documentation shall be accomplished by initialing and dating each measure
or practice shown on a copy of the approved erosion and sedimentation control plan or by completing, dating and signing an inspection report that lists each
measure, practice or device shown on the approved erosion and sedimentation control plan. This documentation is required only upon the initial installation of the
erosion and sedimentation control measures, practices and devices as set forth by the approved erosion and sedimentation control plan or if the measures,
practices and devices are modified after initial installation;
b. the completion of any phase of grading for all graded slopes and fills shown on the approved erosion and sedimentation control plan, specifically noting the location
and condition of the graded slopes and fills. Such documentation shall be accomplished by initialing and dating a copy of the approved erosion and sedimentation
control plan or by completing, dating and signing an inspection report;
c. the location of temporary or permanent ground cover, and that the installation of the ground cover does not significantly deviate (as defined in Sub -item (1)(e) of
this Rule) from the approved erosion and sedimentation control plan. Such documentation shall be accomplished by initialing and dating a copy of the approved
erosion and sedimentation control plan or by completing, dating and signing an inspection report;
d. that maintenance and repair requirements for all temporary and permanent erosion and sedimentation control measures, practices and devices have been
performed. Such documentation shall be accomplished by completing, dating and signing an inspection report (the general storm water permit monitoring form may
be used to verify the maintenance and repair requirements); and
e. any significant deviations from the approved erosion and sedimentation control plan, corrective actions required to correct the deviation and completion of the
corrective actions. Such documentation shall be accomplished by initialing and dating a copy of the approved erosion and sedimentation control plan or by
completing, dating and signing an inspection report. A significant deviation means an omission, alteration or relocation of an erosion or sedimentation control
measure that prevents the measure from performing as intended.
2. The documentation, whether on a copy of the approved erosion and sedimentation control plan or an inspection report, shall include the name, address, affiliation,
telephone number, and signature of the person conducting the inspection and the date of the inspection. Any relevant licenses and certifications may also be
included. Any documentation of inspections that occur on a copy of the approved erosion and sedimentation control plan shall occur on a single copy of the plan
and that plan shall be made available on the site. Any inspection reports shall also be made available on the site.
3. The inspection shall be performed during or after each of the following phases of a plan:
a. installation of perimeter erosion and sediment control measures;
b. clearing and grubbing of existing ground cover;
c. completion of any phase of grading of slopes or fills that requires provision of temporary or permanent ground cover pursuant to G.S. 113A-57(2);
d. completion of storm drainage facilities;
e. completion of construction or development; and
f. quarterly until the establishment of permanent ground cover sufficient to restrain erosion or until the financially responsible party has conveyed ownership or control
of the tract of land for which the erosion and sedimentation control plan has been approved and the agency that approved the plan has been notified. If the
financially responsible party has conveyed ownership or control of the tract of land for which the erosion and sedimentation control plan has been approved, the
new owner or person in control shall conduct and document inspections quarterly until the establishment of permanent ground cover sufficient to restrain erosion.
