This email is in regards to the two applications received November 28, 2017 requesting
a 401 Water Quality Certification to install 2 driveways in jurisdictional areas within the
GTP to provide access for a transload facility used by the rail division (WBS #
32276). The Corps, in a memo dated December 19, 2017, references this activity as part
of the Area B permit process for the North Carolina Global TransPark (NCGTP) for which
a Department of the Army Section 404 permit was issued for construction on October
21, 1998 (Action I.D. 199202851). The North Carolina Division of Water Quality issued
corresponding Certification No. 3184 to the Global TransPark Authority on April 7,
1998. Additional Water Quality Certifications are not required for this activity. Please
