Area B Permit Process
Dear Mr. Johnson:
This letter acknowledges receipt of a Pre-Construction Notification (PCN) application requesting
approval for construction activities utilizing the Area B permit process for the North Carolina
Global TransPark (NCGTP). This request includes the installation of 2 pairs of 100' x 42"
culverts approximately 300' apart within an existing tributary to facilitate loading and unloading
of railway cars within the GTP/Spirit rail complex, approximately 400 feet west of the
intersection of John Mewborn Road and Aerosystems Blvd. The proposed work will result in
impacts to 0.02 acres of jurisdictional waters and will not require compensatory mitigation. The
Area B process reflects the steps of avoidance and minimization and other procedures required
by the U. S. Army Corps of Engineers for the NCGTP to obtain authorization for activities
proposed within Area B, an area that the Authority had not developed specific plans for at the
time of permit issuance. The initial Department of the Army (DA) Section 404 permit for
construction was issued on October 21, 1998 (Action I. D. 199202851) and expires October 21,
2018.
