Salisbury Street Raleigh, NC 27604 On behalf of the Town of Angier, please find attached a complete application and supplemental information requesting written concurrence from the US Army Corps of Engineers (USACE) and North Carolina Division of Water Resources (NCDWR) that the activities associated with the residential development may proceed under Nationwide Permit (NWP) 12 and the associated General Certification (GC) 4133. Project Summary and Purpose The proposed Rawls Church Road Sewer Extension (Project) involves the installation of a sanitary sewer line and its associated easement totaling approximately 4,240 linear feet of a 30 - foot easement bounded on the north by Rawls Church Road and Neills Creek generally to the west. The Project is located immediately south of Rawls Church Road approximately 0.75 mile east of Atkins Road in Harnett County, North Carolina. The Project will install a sewer line that ties into a previously approved municipal sewer line located to the south of the proposed easement and west of Neills Creek within the Southern Acres subdivision (SAW -2013-00672). The project will provide additional sewer service to meet the current demand in this area of Angier and Harnett County. Avoidance and Minimization The proposed sewer line alignment was aligned to minimize and/or avoid impacts to streams and wetlands. A stream and wetland delineation was performed based on an initially proposed alignment. The alignment was shifted to avoid jurisdictional wetlands. The impacts shown on the attached impact maps have been reduced from the initial site plan in an effort to minimize and avoid impacts based upon the stream and wetland delineation. Impacts are only proposed in Rawls Church Road Sewer Outfall Page 1 of 2 areas necessary to cross to maintain the proper sewer line elevation required for the project. Proiect Impacts Proposed impacts will result from sewer line installation. Overall stream impacts total 77 linear feet of perennial stream and 55 linear feet of intermittent stream and result from the installation of sewer lines. Proposed wetland impacts will total 0.2649 acre of which 0.1703 acre will be within maintained easement and 0.0946 acre will be within the construction corridor. Mitigation No mitigation has been proposed due to the lack of permanent impacts to perennial streams and wetlands. If you have any questions, please call me at (919) 559-1537.
