Permit No. 14-02 was issued to the Town of Holden Beach on February 1, 2002, for the nourishment of approximately 5.7 miles of oceanfront shoreline utilizing upland sand sources from Oyster Harbour Subdivision and Seascape Subdivision, which at that time were development projects under construction in the area. The fill placed on the ocean beach was to supplement and extend the Federal Section 933 project. On February 27, 2002, Permit No. 14-02 was amended to add a section in condition (4) concerning the requirement for the delineation of the first line of stable natural vegetation prior to any beach nourishment activity. On February 6, 2003, Permit No. 14-02 was modified to authorize an additional borrow site as a source for obtaining beach quality material for the project. This site is located within the Lakes at Lockwood development. The applicant is currently requesting a modification to Permit No. 14-02 to include the following: (1) increasing the original volume of material from 735,000 cy to 800,000 cy. (2) extending the eastern permit boundary an additional 850 linear feet (3) extending the permit expiration date to December 31, 2008 (4) increasing the design berm height to +8 ft. NGVD29, and disposal cross-sectional width to approximately 300 ft., and (5) to allow the use of a new borrow site known as the "Kirby Walter Borrow Site" Currently the Town proposes to place an additional 500,000 cy of material along Holden Beach between stations 38+00 and 96+00 and between stations 245+00 and 319+00. The additional 500,000 cy would exceed the current permitted volume of 735,000 cy by approximately 65,000 cy. The material placed between station 46+50 and 38+00 would represent an extension of the existing permitted project by 850 linear feet. The applicant is also requesting an expansion of the vertical limits of the fill template from between -4.8 ft. and +7.0 ft., NGVD29 to a maximum vertical limit of +8 ft. NGVD29 in order to place the maximutn amount of sediment and to extend the life of the project. In order to provide enough suitable material for the proposed project, the Town is also proposing to utilize a new borrow site. This site is a 38-acre site located near the intersection of Turkey Trap Road an Stanbury Road, 127 Cardinal Drive Extension, Wilmington, N.C. 28405-3845 • Telephone 910-796-7215 • Fax 910-350-2004 An Equal Opportunity Affirmative Action Employer Town of Holden Beach Modification Request August 17, 2005 Page Two approximately 3.6 miles from Holden Beach. The site is being purchased by the Town and an application for a mining permit is being submitted to the Division of Land Resources. The applicant estimates that the site contains over 800,000cy of beach compatible material. A Summary of Borrow Site Material Characteristics and Beach Compatibility for the "Kirby Walter Borrow Site is attached to the applicant's request. Additionally, Jeff Warren will be meeting the Town and consultant at the site today to review the test results. It is my understanding that the Section 933 project placed up to 50 cy per linear foot of shoreline. The combination of the 933 project and the "gap fill" project by the Town in the 933 project area may have exceeded the 50 cy per linear foot threshold for that particular area. It is unclear what the total deposition rate was for the entire beach for both projects combined. I am not aware that the Town conducted a pre-project vegetation line determination as per condition (4) of the original permit. This Office has no objection to the project proposal provided that the compatibility of the borrow site material is adequate. I will try to obtain additional information from the Corps of Engineers on the 933 project in the next few days. The applicant submitted a check (check No. 015685) in the amount of $100.00 for the modification request. I contacted ATM today concerning the additional fee for the permit renewal and anticipate a check shortly. cc: Wilmington Files Ted Tyndall Henry Wicker (COE) 127 Cardinal Drive Extension, Wilmington, N.C. 28405-3845 • Telephone 910-796-7215 • Fax 910-350-2004 An Equal Opportunity Affirmative Action Employer I 1 1 POST OFFICE BOX 20336 CHARLESTON, SOUTH CAROLINA 29413-0336 (843) 884-8750 FAX (843) 884-8935 www.appliedtm.com August 10, 2005 I, ,vG Mr. Jim Gregson NC Department of Environmental and Natural Resource Division of Coastal Management 127 Cardinal Drive Ext. FEB 1 0 2006 WEn I D8 AID SANER QUALITY aRMNti17ER BRANCH RE: Holden Beach Nourishment Project, Brunswick County NCDCM Permit No. 14-02 (USACE Permit No. 200101101) Dear Mr. Gregson: ATM has been requested by the Town of Holden Beach to process five modifications to their current beach nourishment project permit (NCDCM Permit No. 14-02, issued on February 1, 2002). Under the existing permit, the town is permitted to place up to 735,000 cubic yards (cy) of sand along 30,300 feet (ft) of shoreline between 238 Ocean Blvd East and 1099 Ocean Blvd West, or between stations 46+50 and 317+00. Dimensions of the disposal area are 30,300 ft in the long shore direction and 250 ft in the cross-shore direction. Approximate elevation of the tract is between -4.8 ft and +7.0 ft referenced to the National Geodetic Vertical Datum of 1929 (NGVD29). The requested modifications to the current NCDCM permit include: (1) increasing the original total placed volume from 735,000 cy to 800,000 cy, (2) extending the eastern permit boundary an additional 850 ft, (3) extending the permit expiration date to December 31, 2008, (4) increasing the design berm height to +8 ft NGVD29, and disposal cross-sectional width to approximately 300 ft, (5) and to allow the use of the proposed Kirby Walter Borrow Site. The USACE Phase I Permit (No. 200101101), issued on February 28, 2002, allowed for placement of beach compatible sediment between stations 46+50 and 247+00. The Town of Holden Beach and ATM have decided to pursue a new federal permit to include the Holden Beach shore line between stations 38+00 and 96+00 and between stations 245+00 and 319+00. Environmental & Coastal Engineers, Scientists & Management Consultants Summarv of Construction Completed To supplement the USACE Section 933 project conducted between December 8, 2001 and February 20, 2002, the Town placed 141,800 cy of sediment between Stations 66+00 and 217+00 during March 7 and April 30, 2002. This effort extended the USACE 933 fill by 2,200 ft in both the east and west directions and placed material in the "gap" area landward of the USACE Section 933 design. Approximately 30,000 cy of additional fill material was placed during the winter of 2002 - 2003 between stations 90+00 and 175+00. Between December 2003 and April 2004, the Town also placed 69,175 cy of sediment between stations 46+00 and 68+00, and 53,490 cy between stations 215+00 and 238+00. Modification Request 1: Additional Placement Volume The Town plans to place an additional 500,000 cy of material between stations 38+00 and 96+00 on the eastern side of the island and between stations 245+00 and 319+00 on the western side of the island. With the additional 500,000 cy of sediment, the total volume placed by the Town since February 1, 2002 will be approximately 800,000 cy, exceeding the volume limit specified by the original permit by 65,000 cy. Therefore, the Town requests to increase the permitted volume by 65,000 cy to allow for a total of 800,000 cy under the NCDCM permit. Modification Request 2: Extend the Eastern Permit Boundary The current permit allows for placement of beach compatible fill material along Holden Beach between 238 Ocean Blvd East and 1099 Ocean Blvd West (corresponding to stations 46+50 and 317+00). The Town plans to nourish the shoreline between stations 38+00 and 96+00 on the eastern side and between 245+00 and 319+00 on the western side. This plan exceeds the eastern permitted boundary by 850 ft. The Town requests an extension of the permitted boundary east to station 38+00. Modification Request 3: Permit Expiration Date The current NCDCM permit is set to expire on December 31, 2005. This does not allow sufficient time for the Town to obtain the required Federal permits and construct the proposed nourishment. The Town requests that the current permit expiration date be modified to allow work to be conducted until December 31, 2008. Modification Request 4: Fill Design The current NCDCM permit identifies the approximate vertical limits of fill to be between -4.8 ft and +7.0 ft, NGVD29, and the disposal area width to be approximately 250 ft (cross-shore direction). In order to place the maximum amount of sediment and extend the life of the project, the current design requires a berm elevation of +8 ft NGVD29. Our constructed placement width (from landward edge of berm to toe of fill) ranges between 245 ft and 300 ft. The Town would like to request that elevation of fill be modified to specify a maximum vertical limit of approximately +8 ft referenced to NGVD29 and the permitted disposal width be increased from 250 ft to 300 ft. Modification Reauest 5: Alternative Borrow Site Previous Town efforts under the current permit have utilized three different upland borrow sources for beach sediment: Oyster Harbor, the Boyd Street stock pile site and the Smith Borrow site. In order to provide enough suitable material for the proposed project, a new potential upland borrow source has been identified by the Town. This 38-acre site is located near the intersection of Turkey Trap Road and Stanbury Road, approximately 3.6 miles from the beach. The site has been purchased by the Town and a mining permit for excavation of the site is currently being pursued from the NC Division of Land Management. A copy of the permit will be forwarded to your office upon our receipt. It is estimated that this borrow site contains over 800,000 cy of beach compatible sediment. The Town has obtained borings and completed grain size analysis of sediments from the proposed borrow site, as described in the enclosed Summary of Borrow Site Material Characteristics and Beach Compatibility - Kirby Walter Borrow Site. A USACE certified jurisdictional wetland boundary survey has been conducted on the borrow site, from which a wetland plat will been created. There are approximately 6.6 acres of wetlands on the Kirby Walter Borrow Site, all of which will be protected from impact during excavation. In summary, the requested modifications to the current NCDCM permit include: (1) increasing the original total placed volume from 735,000 cy to 800,000 cy, (2) extending the eastern permit boundary an additional 850 ft, (3) extending the permit expiration date to December 31, 2008, (4) increasing the design berm height to +8 ft, NGVD29, and disposal cross-sectional width to 300 ft, (5) and finally to allow the use of the proposed Kirby Walter Borrow Site. Thank you for your consideration of these permit modification requests. If you need supplemental information or clarification pertaining to this request, please contact Mr. Paul Carroll or myself at 843-884-8750. Sincerely, Chris Mack Senior Coastal Engineer, PE Applied Technology and Management Enclosures (1) Borrow Site Analytical Results and Summary Permit Drawings cc: Steve Wheeler, Town of Holden Beach Henry Wicker, USACE Summary of Borrow Site Material Characteristics and Beach Compatibility -Kirby Walter Borrow Site The proposed borrow site for this project is a sediment source located near the intersection of Turkey Trap Road and Stanbury Road (referred to as the Kirby Walter Borrow Site), approximately 3.6 miles from the beach. The majority of the 38 acre site is medium to densely covered with trees and other vegetation. There are no surface water features and no jurisdictional stream channels present within the property boundaries. The property is mapped as Leon fine sand (Lo), Mandarin fine sand (Ma), Muckalee loam (Mk), and Kureb fine sandy loam 0-2% slopes (KrB) based on the Soil Survey of Brunswick county, North Carolina. On May 20 and 23, 2005, Environmental Services, Inc., (ESI) conducted a jurisdictional wetland delineation for the site during which five jurisdictional wetland areas were delineated. Four of the five areas are relatively small and are not a significant concern. The remaining wetland area includes a significant portion of the northern and central part of the borrow site. The wetland areas located on the property include several small isolated depressions and a headwater slough that drains to the north off the property. The upland areas located on the property are best described as xeric sandhill scrub. In order to determine the compatibility of the Kirby Walter Borrow Site material, ATM contracted with Engineering Consulting Services, Inc. (ECS) to collect 10 soil borings from within the Kirby Walter Borrow Site. The borings began at the natural ground surface and were driven to a depth of approximately 35 ft to 40 ft below grade. Continuous split spoon sampling was conducted at 2 ft intervals. From these 10 borings, 40 composite samples were created and analyzed by ECS according to standard grain size analysis methods. The soil borings revealed clay lenses throughout the borrow site, varying in thickness between 2 ft and 8 ft. Greater thicknesses were found toward the southwest end of the site. Towards the northeast end, clay lenses were less substantial and mean sediment grain sizes generally increased. The sediment is described as light grey, fine to medium sand toward the northeast portion of the borrow site and brownish grey, fine to medium sand and clayey sand toward the southwest. Each composite soil sample selected for grain size analysis was tested in accordance with ASTM D-422 "Standard Test Method for Particle Size Analysis of Soils", ASTM D-1140 "Standard Test Method for Amount of Material in Soils Finer than the No. 200 Sieve". Graduation analysis included the following sieve sizes: 3/4, 3/8, #4, #10, #20, #40, #60, #100, #200. Geotechnical Summary Table 1 shows the USCS soils classification, mean grain size, median grain size, percent fines, and volume of material represented for each composite sample. Percent fines are reflective of the material that passes the #200 sieve. Sediments suitable for the beach nourishment typically are expected to contain less than 10% fines. The median and mean sediment diameters for the Kirby Walter Borrow Site are 0.23 mm and 0.28 mm respectively and the percent fines (percent of material passing the #200 sieve) is 9.4%. The native beach sediment was investigated by the USACE in October 1998 in Preparation of the Environmental Assessment and General Design Memorandum for the Section 933 project. The USACE collected sediment samples along four beach profiles within the boundaries of their proposed project. These sediment profiles were collected at 6,000 to 8,000 foot intervals and included 17 samples per profile at specified elevations. The median grain size for the native beach was determined to be 0.27 mm based on analysis of this data. The data indicated that approximately 43% of the material is medium grained sand ranging from 0.13 mm to 0.30 mm in diameter and classified as SP under the unified Soils Classification System (USCS). Figure 1 shows the grain size distribution for the Kirby Walter Borrow Site and the native beach sediment as measured by the USACE. Attachments - Table 1. Geotechnical Summary Figure 1. Ross Jr., Secretary MEMORANDUM TO: Doug Huggett FROM: Jim Gregson " CIVE District Mana r, Wilmington F?g Q Zb?? DATE: May-2-3, 2005 SUBJECT: Modification Request CAMA Major / Dredge and Fill Permit No. 14-02 Town of Holden Beach Brunswick County Applied Technology & Management, on behalf of the Town of Holden Beach has requested a modification to State Permit No. 14-02. (2) extending the eastern permit boundary an additional 850 linear feet (3) extending the permit expiration date to December 31, 2008 (4), increasing the design berm height to +8 ft. NGVD29, and disposal cross-sectional width to approximately 300 ft., and (5) to allow the use of a new borrow site known as the "Kirby Walter Borrow Site". Currently the Town proposes to place an additional 500,000 cy of material along Holden Beach between stations 38+00 and 96+00 and between stations 245+00 and 319+00. NGVD29 in order to place the maximum amount of sediment and to extend the life of the project. In order to provide enough suitable material for the proposed project, the Town is also proposing to utilize a new borrow site. This site is a 38-acre site located near the intersection of Turkey Trap Road an Stanbury Road, 127 Cardinal Drive Extension, Wilmington, N.C. 28405-3845 • Telephone 910-796-7215 • Fax 910-350-2004 An Equal Opportunity Affirmative Action Employer j@Aoldw3 uoiloy anilewJi?IV Aliunliodd0 lenb3 uV b00Z-09£-OL6 xe3 • SLZL-96L-OL6 euogdalal • 9t8£-S0t,8Z '0'N'uol6ulwllM'u0isualx3 9nu4 IeulpJe0 LZL (ROD) 10PIM iJuaH IIuPUA,L Pa.L sZ)p,4 u012uTurITM :aa .Xll.togs ?oogo u aludiouuu puu Iumouoi liLuiod atp io3 aa3 Iuuo?lippu oql 2uiuioouoo Cupol INLV polouluoo I -lsonbaa uoiluotPpow oql lo3 00001$.fo lunowu all ut (S89Si0 'ON )loago) xoago u palliuigns luuoilddu oqL sXup m;)3 Ixou all ut loofold £f6 0111 uo s.iaau12ug to sclioD all woi3 uopeuuopt luuoil?ppu uiulgo of Xil Ipm I •alunbapu si Iuualuw alis moiloq ag13o Xiiltgpudwoo all 1ug1 papinold lusodold loofo.id oql o1 uotloofgo ou suq ooyjo stg,i, .ITw.iad imigilo oql 3o (t,) uopipuoo lod SP uotluuTwIalap auij uoTlula50n loafo.id-aid u palonpuoo umol aql 1ug1 oiumu lou wu I -poutgwoo sloafo.id Lpoq .ioj gouaq a_i?1uo oql lo3 sum a1u.i uoilisodop lulol arp lulm au0loun si 1l -ua.re lulnop.iud lull io3 plorlsazll loQl noul .tad X-) 0S aql papaaoxa anuq Xuw ua.iu loafo.id H6 aql ut umo.L aql Cq loafoid «IIT3 dui„ aill puu loafoid ££6 all jo Liopuucgwoo all -auila.togs 3o loo3 .iuauq nd Xo OS of do poould loofo.id ££6 uOT100S aql Iull 5utpuulslopun Xw si ll -sllns;)l Isal aql mOlnal of Xupol alts aql Iu luullnsuoo puu umoj, a p 2unaaw aq Ipm uojiuM33af `XIluuoijtppV 'Isonbol sjuuoilddu aql of pagoullu si aIIS mollog .IalluM XgliX,, oql ioj ,?iilTgTludwoj gouag puu sorlsTiolou.regD IuT.ialuW aliS mollog 3o XiuwwnS d •ILilz))uw algcludwoo gouaq 3o Xo000`008 Iano snlElnoo alas all lull solmow luuoilddu oqj •sao.inoso?j puuZ Jo uoTsTniQ oql of powwgns 2uioq si mund Fuiuiw u lo3 uopuo?lddu uu puu umol oip Cq posugoind gouaq sT alts all 'gouag uoploil wOIJ salTw TE XlaluwTxo.iddu oml aSud SOOZ `Li isnOnd lsonbo-d uoTluoT3TPOW gouag uaploH 3o UMOI A rM if Tqff POST OFFICE BOX 20336 CHARLESTON, SOUTH CAROLINA 29413-0336 (843) 884-8750 FAX(843)884-8935 www.appliedtm.com August 10, 2005 Mr. Jim Gregson NC Department of Environmental and Natural Resource Division of Coastal Management 127 Cardinal Drive Ext. Wilmington, NC 28405-3845 RE: Holden Beach Nourishment Project, Brunswick County NCDCM Permit No. Approximate elevation of the tract is between -4.8 ft and +7.0 ft referenced to the National Geodetic Vertical Daturn of 1929 (NGVD29). DG!t Environmental & Coastal Engineers, Scientists & Management Consultants Summarv of Construction Completed To supplement the USACE Section 933 project conducted between December 8, 2001 and February 20, 2002, the Town placed 141,800 cy of sediment between Stations 66+00 and 217+00 during March 7 and April 30, 2002. Between December 2003 and April 2004, the Town also placed -69,175 cy of sediment between stations 46+00 and 68+00, and 53,490 cy between stations 215+00 and 238+00. Modification Request 5: Alternative Borrow Site Previous Town efforts under the current permit have utilized three different upland borrow sources for beach sediment: Oyster Harbor, the Boyd Street stock pile site and the Smith Borrow site. In summary, the requested modifications to the current NCDCM pen-nit include: (1) increasing the original total placed volume from 735,000 ey to 800,000 cy, (2) extending the eastern permit boundary an additional 850 ft, (3) extending the permit expiration date to December 31, 2008, (4) increasing the design berm height to +8 ft, NGVD29, and disposal cross-sectional width to 300 ft, (5) and finally to allow the use of the proposed Kirby Walter Borrow Site. Thank you for your consideration of these permit modification requests. If you need supplemental information or clarification pertaining to this request, please contact Mr. Paul Carroll or myself at 843-884-8750. I O_ N r n U v - ,r n 0 C 2 9 0 Summary of Borrow Site Material Characteristics and Beach Compatibility -Kirby Walter Borrow Site The proposed borrow site for this project is a sediment source located near the intersection of Turkey Trap Road and Stanbury Road (referred to as the Kirby Walter Borrow Site), approximately 3.6 miles from the beach. NCDENR North Carolina Department of Environment and Natural Resources Division of Coastal Management Michael F. Easley, Governor Charles S. Jones, Director William G. Ross Jr., Secretary MEMORANDUM TO: Doug Huggett FROM: Jim Gregson District Mana r, Wilmington r` A/ 61 DATE: MayL23, 2005 SUBJECT: Modification Request CAMA Major / Dredge and Fill Permit No. 14-02 Town of Holden Beach Brunswick County Applied Technology & Management, on behalf of the Town of Holden Beach has requested a modification to State .Permit No. 14-02. 28405-3845 • Telephone 910-796-7215 • Fax 910-350-2004 An Equal Opportunity Affirmative Action Employer Re: Holden Beach nourishment permit and NCDWQ Certification, Al... It's the only Town of Holden Beach project from 2001 (or since 2000 for that matter) with a similar description (beach nourishment). Joanne Steenhuis had determined at that time that no 401 was required and that message was conveyed to DCM with regards to the CAMA Permit. If this is indeed a renewal/mod of the same project, with no new impacts that would involve areas under our jurisdiction, then CAMA may have decided simply not to send it to us (and that's fine with me unless Joanne knows of something I'm missing). otherwise, we have not received an application matching this description in the past year. If this is not the same project, we have no application on file and somebody needs to get one to us before we can act on it. I'm copying Doug, Joanne and Laurie in case you guys know more of what's going on here. PROJECT DESCRIPTION An Environmental Assessment Document entitled `71olden Beach, North Carolina Beach Nourishment Project... '; dated July 2001 is currently being circulated in the State Clearing House. A copy of that document is available for review. Holden Beach is a barrier island located in Brunswick County near the town of Supply. It is flanked on one end by the Lockwood Folly River with the Shallotte River on the other end. Holden Beach is on the Atlantic Ocean with the Atlantic Intracoastal Waterway separating the island from the mainland. The island is heavily developed with mostly residential development. The Town of Holden Beach is applying for authorization to haul in beach quality sand from the mainland to be placed on 5.7 miles of oceanfront to add protection for oceanfront properties and provide a widened beach area for recreational use. The Corps of Engineers has a separate renourishment project underway on the island using sand dredged from the Wilmington Harbor Deepening Project. The proposed Town project would enhance and expand upon the Corps project. The Town's consultant discusses the Corps of Engineers project in the narrative entitled "Project Purpose and Description". See the application package. The upland sand source locations are development projects under construction, Oyster Harbour Subdivision and Seascape Marina and Subdivision on the mainland side of the Atlantic Intracoastal Waterway in Brunswick County. The Seascape Marina site appears to be an old disposal area, possibly from when the AIWW was constructed. The Oyster Harbour project is located off of Windy Point Road and is bordered by the Shallotte River. Oyster Harbour, LLC has received a mining permit from the Division of Land Resources for the operation of a sand mine. The Oyster Harbour development does not have a CAMA permit since none of the development to date is located within an Area of Environmental Concern. The Seascape Project has a CAMA Major Permit for Marina and Subdivision development. Their CAMA Major Permit has been modified to allow for sand transport to the Boyd Street disposal area on the island of Holden Beach. The Boyd Street disposal area proposed for sand storage is on the island of Holden Beach on the AIWW side at the end of Boyd Street. It is an existing, 10-acre Corps disposal area with diked walls already in place. See the site plan on sheet 28 of 28. Sand excavated from the Seascape marina basin would be hauled to the island and temporarily stored there within the diked disposal area. If this nourishment is authorized, then the sand would be hauled to the beach for placement. The sand from Oyster Harbor would be hauled from the subdivision directly to the beach. Sand from these sources has been analyzed and found to be beach compatible with the sand currently on Holden Beach. The results of the soil tests have been summarized in the application. See the section entitled "Summary of Sediment Characteristics and Beach Compatibility". The east end of the island of Holden Beach nearest to Lockwood Folly Inlet would receive sand only from the Town's proposed haul nourishment project, not from the Corps project. The Corps project would start at station 80+00 near the end of Ferry Road and go west to Starfish Street. See the plan view of the extent of the Corps proposed project on sheets 6-12 of 28. The Town's proposed project commences at the east end of the island near the inlet and extends west all the way to the 1000 block of Ocean Boulevard West. The Town is planning to construct their project in two phases. While this application contains information on both phases of the- renourishment project, the Division will require that the application be modified to provide more detailed information prior to the Phase II work being authorized. TOWN OF HOLDEN BEACH NOURISHMENT PROJECT Page 3 The proposed renourishment area includes the dry sand beach, the intertidal zone and the upper subtidal zone. Part of the Town project involves the placement of sand on the landward side of the Corps project between the existing frontal dune and the Corps sand deposit. The Town describes this process as filling a "gap" that will likely be created by the Corps project. The typical cross-sections depict both the Corps "COE 933 Project" and the "Holden Beach Nourishment" area. See sheets 18-25 of 28 of the plans. A typical proposed elevation for sand berm is +7 and a typical sloping width is 200'-300' towards the ocean. The hauled sand would be dumped on the beach and then placed using standard heavy equipment such as loaders, pans and bulldozers. The Town also is proposing to place sand in areas both to the east and west of the Corps project. The extent of both the Town's proposed work and Corps project is shown on the plans. Phase I of the sand placement by the Town in the areas not covered by the Corps project would extend 4,200' east of the corps project and up to 5,000' west of the corps project. In these areas the Town proposes to construct a berm with a top elevation of +7.0' NGVD and a width of 100' on a slope of 1:10. The sand material would be used to widen the existing frontal dune structure. The consultant estimates that approximately 40 cubic yards per foot of sand will be used in the berm construction. The waters of the Atlantic Ocean are classified as SB by the Division of Water Quality. The Atlantic Intracoastal Waterway has been classified as SA in this area. The waters surrounding Holden Beach are open to the taking of shellfish. There are no Primary Nursery Areas directly adjacent to Holden Beach. 10. ANTICIPATED EMPACTS A total of 184 acres of high ground and intertidal beach areas could be disturbed as a result of this project. This figure does not include the land disturbance on the individual project sites of Oyster Harbor or Seascape. No wetlands will be impacted as a result of the project. Temporary sediment control measures may be necessary to control sediment at the Boyd Street disposal area and possibly other areas as well. A sediment and erosion control plan may be required. The areas to be disturbed include the Boyd Street disposal area (approximately 10 acres) and the ocean beach area on the island of Holden Beach (approximately 174 acres). Placement of sand on the beach will result in temporary mortality for intertidal macrofauna such as crabs and worms. Placement of material below the high tide line will result in temporary turbidity within the near-shore waters of the Atlantic Ocean, potentially affecting fish in the area at the time. Limiting the work to the winter season should reduce potential adverse impacts to fish communities. There may be some impact to sea turtle nesting as a result of this project. The end result of the project should be a wider beach area with a sloping profile, which will be beneficial to the turtles. The EA- document states that beach compaction will be monitored and tilling will be conducted as required to reduce the likelihood of impacting sea turtle nesting and hatching activities. Erosion escarpments forming after project completion would also be leveled to reduce turtle nesting impacts. Seabeach amaranth could be negatively impacted, at least initially. The project would serve to renourishment the public beach on 5.7 miles of Holden Beach. Public use of the beach during the renourishment process will be limited to some degree. This project will not directly result in additional impervious surfaces. Potential impacts to Lockwood Folly Inlet are unknown. Janet M. The rules of the Coastal Resources Commission require that you receive an AEC Hazard Notice and acknowledge that notice in writing before a permit for development can be issued. The Commission's rules on building standards, oceanfront setbacks and dune alteration are designed to minimize, bu t not eliminate, property loss from hazards. By granting permits, the Coastal Resources Commission does not guarantee the safety of the development and assumes no liability for future damage to the development. The best available information, as accepted by the Coastal Resources Commission, indicates that the annual ocean erosion rate for the area where your property is located is a a 44 feet per year. The rate was established by careful analysis of aerial photographs of the coastline taken over the past 50 years. Studies also indicate that the shoreline could move as much as 330 feet landward in a major storm. The flood waters in a major storm are predicted to be about &3 feet deep in this area. Preferred oceanfront protection measures are beach nourishment and relocation of threatened structures. Hard erosion control structures such as bulkheads, seawalls, revetments, groins, jetties and breakwaters are prohibited. Temporary devices, including sand bags, may be allowed under certain conditions. This structure shall be relocated or dismantled within two years of becoming imminently threatened. Permits issued for development in this area expire on December 31 of the third year following the year in which the permit was issued. Shortly before work begins on the project site, the Local Permit Officer will determine the vegetation line and setback distance at your site. If the property has seen little change and the proposed development can still meet the setback requirement, the LPO will inform you that you may begin work. It is impor- tant that you check with the LPO before the permit expires for official approval to continue the work after the permit has expired. Generally, if foundation pilings have been placed and substantial progress is continuing, permit renewal may not be necessary. If substantial progress has not been made, the permit must be renewed and a new setback line established. It is unlawful to continue work after permit expiration without this approval. The sand is to be placed seaward of the mean high water line (MHWL) with a berm elevation of +7 ft MSL with a width of 50 ft. The Section 933 Project will primarily benefit 200 properties situated along the central portion of the island. The purpose of the Town's proposed project is to provide protection for additional upland structures situated along the shorefront of Holden Beach from future loss due to long-term shoreline retreat as well as storm related erosion. Specifically, protection will be provided from the western margin of Lockwood Folly Inlet and extending approximately 30,300 ft to the west. The Town of Holden Beach proposes placing 705,000 to 735,000 cubic yards of beach compatible material along 30,300 ft of beachfront along the eastern two thirds of the Island to ameliorate the adverse impacts of chronic erosion. The project's design goals are summarized as follows: • Restore eroded beaches and provide storm protection for properties situated along the eastern and central portions of the island. • Provide a widened dry-sand beach for recreational use. • Extend the life of the USACE Section 933 Nourishment Project. CAHolden BeachTermit ApplicationUiolden Beach Revised Permit Application (1).doc Problem The primary cause of shoreline retreat along Holden Beach is long-term erosion caused by the natural processes of littoral sediment transport, storm related recession, and rise in sea level. Tidal currents, wave focusing, and storage of sand in ebb and flood shoals of surrounding inlets (Shallotte & Lockwood Folly) also considerably affect the shoreline history of Holden Beach. The result has been a starvation of sand along the eastern portion of the island and is now extending in a westward direction. The Town of Holden Beach has implemented several dune restoration projects in order to help nourish the shorefront of the island. Although these projects provided protection to upland structures, they were of insufficient magnitude to enhance the recreational beach. A wide recreational beach is vital to a town with a tourist-based economy. Most importantly, dune restoration, by itself, does not provide a solution to problems of chronic erosion. The objective of the proposed project is to construct the highest performance nourishment project given the financial constraints of the effort and the need to increase the longevity of the USACE Section 933 Project. 2.0 Project Description The proposed project is designed to provide a maximum level of protection and recreational benefit to the greatest number of properties and maximize the long-term benefit of the USACE Section 933 with the quantity of material available. The Island of Holden Beach is experiencing significant shoreline retreat due to chronic erosion and inlet induced erosion at the eastern terminus of the island. USAGE -will-be . placing__ approximately 660,000 CY of material along 10,600 ft within the east central portion of the island between Cole Street and Scotch Bonnet Drive. The USACE Section 933 Project will place all material seaward of the mean high water line. The proposed project will place fill material behind the USACE project to create a more naturally shaped beach berm from the primary dune to the foreshore slope. Additionally material will be placed east and west of the USACE project, providing benefits to properties located within 6,800 ft east of the project and up to 12,500 ft west of the Section 933 Project. Due to the timing and logistics of placing material via truck-haul and mechanical spreading, the project has been designed in two phases. Phase I will provide protection and recreational benefits to the most critically eroded and areas of highest developed property densities. Phase II will provide protection and recreational benefits to the remaining beachfront which is experiencing high rates of shoreline retreat. Phase I is scheduled for construction the winter of 2001-02 (November 15 - April 15) and Phase II is scheduled for construction during the winter of 2002-03. Phase I Phase I of the proposed project will utilize beach compatible sand excavated from permitted upland borrow sources at the Seascape and Oyster Harbor Development sites. Material from the Seascape site will be stockpile at the US Army Corps of Engineers' dredge disposal site at the corner of Brunswick Ave and Boyd Street, while the Oyster Harbor material will be conveyed directly to the beach. Material will be placed behind the USACE Project, after the completion of each "acceptance section" by the USACE Contractor. This material will be placed on an "as needed" basis to complete a full berm profile from the seaward edge of the dune to the foreshore slope. Based on the beach profile surveys conducted by the USACE in the fall off 1999, the expected quantity will range between 5 and 8 CY/ft of shoreline. The actual volume required will be determined once the USACE certifies each area of the 933 Project complete. Retreat of the mean high water line subsequent to the 1999 survey, combined with the dune project completed during the winter of 2000/2001 may significantly reduce the estimated volume of material required for this area. West of the USACE Section 933 Project, the material will be placed at an average unit placement quantity of 40 CY/ft. Berm elevations in this portion of the project will be +7.0 NGVD, average width will be approximately 100 ft and foreshore slopes will be constructed at 1:15 (V:H). For Phase I, the length of fill placement will extend 5,000 ft west of the Section 933 Project. Material will be placed east of the Section 933 Project from the eastern terminus of the Section 933 eastward, 4,200 ft to the intersection of East Beach Drive and Blockade Runner Drive. Material will be placed in this area to form a berm with a top elevation of +7.0 ft NGVD, a width of approximately 100 ft and foreshore slope of 1:15 (V:H). This placement configuration results in an average placement of 40 CY/ft. Actual unit CAHolden Beach\Pertnit ApplicatioMHolden Beach Revised Permit Application (1).doc - '' - placement and beach width will vary slightly along the project length in order to construct a uniform, contiguous beach width. East of Blockade Runner Drive, the oceanfront homes are in critical need of protection from the ongoing erosive forces. Erosion in this area is driven not only by chronic shoreline retreat, but also inlet-induced erosion. For this reason, placement of a full beach berm may not be cost-effective utilizing the proposed construction methods. Therefore, a dune restoration project placing approximately 7 CY/ft will be implemented in this area to provide protection to these homes until implementation of Phase II in the winter of 2002-03. The total volume of material to be placed during Phase I of the project will be between 377,000 and 407,000 CY along 19,800 ft of shoreline with a dune construction project along approximately 2,000 ft of shoreline. Phase II Phase II of the Project will be constructed during the winter of 2002-03 utilizing the same constructions methods as Phase I. Phase II will place 40 CY of sand per foot of beach from the western terminus of Phase I, approximately 6,000 ft west to the 1000 block of West Beach Drive or approximately 2,000 ft west of the intersection of Sailfish Drive and Beach Drive West. Fill will be placed in a similar manner to Phase I, with the beach berm having an approximate width of 100 ft and a foreshore slope of 1:15 (V:H). Phase II will also place 35 CY of sand per foot between Blockade Runner Drive and Dunescape i' CA}iolden BeachTemtit ApplicationViolden Beach Revised Pcrmit Application (I ).doc Drive on the eastern end of the island. The berm will be constructed to an elevation of +7.0 NGVD, a width of approximately 80 ft, and a foreshore slope of 1:15 (V:H) along this 1,700 ft section of beach. It is anticipated that the dredge spoil associated with the USACE maintenance of Lockwood Folly Inlet will place beach quality material in front of the easternmost 10 homes during the regularly scheduled maintenance in the winter of 2002-03. The USACE currently places approximately 40,000 cubic yards of material on the western shoulder of Lockwood Folly inlet on a semi-annual basis. A formal request is being prepared to require USACE to place material in the more beneficial area located in front of the 10 easternmost homes. The total volume of material to be placed during Phase II of the project will be 340,000 cubic yards along 8,500 ft of shoreline. 3.0 Project Scheduling & Duration The proposed project involves excavation and placement of approximately 660,000 CY of beach compatible material over a two-year period. Phase I of the Project, currently scheduled for the winter of 2001-02 will place 377,000 to 407,000 CY of material along 19,800 ft of shoreline. Unit placement of material will vary between 7 and 40 CY/ft. Material for Phase I will be excavated from the approved Oyster Harbor and Seascape development sites, stockpiled in the USACE Boyd Street "Contained Disposal Facility," and conveyed to the beach via truck. Material will then be graded utilizing conventional land moving equipment. CAHolden Bcach\Permlt Application\Holden Beach Revised Permit Application (1).doc Work on the shorefront will be a continuous operation 24 hours per day, 7 days per week. Based on the haul distance between the stockpile area and the beachfront, it is anticipated that approximately 190 16 yard truck loads of material will be conveyed to the beach daily, or 3,040 CY/day. Given this production rate, Phase I of the project will require 124 to 134 workdays to construct. Construction should begin on, or after November 15 in order to avoid conflicting with the moratorium on Beachfront Construction activities after April 15, or periods of high biological activity occurring after March 30. Phase II will also utilize the truck-haul method of conveying material to the beach. Phase II will place 340,000 CY of material along 8,500 ft of shorefront. The borrow site for Phase II of the project will be either material stockpiled from the existing defined sources (i.e. Oyster Harbor or Seascape) or an upland site. The additional sources of material will be from an upland excavation site and will require analysis and supplemental approval prior to placement. Because the location of the site has not been clearly defined, the transport time for the material cannot be accurately calculated. Assuming the same truck frequency as Phase I, Phase Il will require 112 working days to construct. Again, construction should begin as soon after November 15 as physically possible in order to avoid conflicting with the moratorium on Beachfront Construction activities after April 15, or periods of high biological activity occurring after March 30. 4.0 Project Maintenance The long-term need for maintenance from the Town's perspective is uncertain. Moneys for the USACE General Reevaluation Report for the Brunswick County Beaches recently CAHolden BeachTrrnut Application\Holden Beach Revised Permit Application (1).doc ?- V ! .... . j passed the House Appropriations and are now in the Senate. Should the Reevaluation Report warrant the implementation of a long-term nourishment program by the Federal Government on Holden Beach, the Town would no longer be directly responsible for nourishment activities. At this time it is anticipated that a Federal nourishment program would not be implemented until the time period of 2006-08. Based on the current annual erosion rates, the characteristics of the nourishment material, and the possibility of Federal help in the near future, it is anticipated that the Town will need to undertake one more nourishment projects of this magnitude prior to implementation of a USACE Nourishment Program. It is expected that the eastern-most 3,000 ft of beach will require nourishment on a semi-annual basis, either from maintenance activities in Lockwood Folly Inlet, or by other means implemented by the Town. SOB F LUNGTON. K: s l Ifoio)7e -Oe FA%(910)7W-62 Attachment C Sediment Characteristics Summary of Sediment Characteristics and Beach Compatibility -? In preparing the Environmental Assessment and General Design Memorandum for the Section 933 project, USACE collected sediment samples along four beach profiles within the boundaries of the proposed project. These sediment profiles were collected at 6,000 to 8,000 foot intervals and include 17 samples per profile at specified elevations. The median grain size for the native beach was determined to be 0.27 mm based on analysis of this data. The data indicates that 43% of the material is medium grained sand ranging from 0.13 mm to 0.30 mm in diameter and classified as SP under the Unified Soils Classification System (USCS). In order to determine the compatibility of borrow site materials, ATM, with its subcontractor Catlin Engineers & Scientists, conducted 10 core borings within the two proposed borrow areas. Seven cores were taken within the Oyster Harbor borrow site along with a series of 6 grab samples from existing stockpile or excavation areas. Three core samples were taken within the Seascape Marina excavation site. The Oyster Harbor borrow site consists of 6 ponds to be excavated to approximately 5.0 ft below the existing water table elevation. Excavation depths vary from 8 to 16 ft of cut within the various ponds. To analyze sediment characteristics, a minimum of 1 core sample per pond was taken, with the largest pond having 3 cores taken within its limits. Sediments contained with the Oyster Harbor borrow site are classified as SP or SM under the USCS and have a mean grain size of 0.27 mm. This material is comprised of 95.9% CAHoldcn Beach\Permit Application\Holden Beach Revised Permit Application (1).doc sand sized sediments ranging between 0.84 mm and 0.074 mm in diameter. With the exception of one surface sample taken along a wetland fringe, all samples taken within the site had less than 6% silt content. The soils were very consistent throughout the site with little variation in grain size or silt content. A determination of compatibility with the native sediments was performed in accordance with the USACE Shore Protection Manual. Analysis indicates that the material within Oyster Harbor has an overfill ratio of Ra of approximately 1.07 and renourishment factor Rj 1.0, indicating thisatenal is suitable for beach nourishment purposes (see Figures 2 and 3). The Seascape Marina borrow site is a former USACE Confined Disposal Facility that is being excavated to form an upland basin marina. Material within the site is stratified due to the various disposal events. As part of the structural design for the facility's docks and bulkheads, borings were performed including compaction testing and visual classification of the soils. No grain size analysis was performed at that time. In May, 2001, ATM performed 3 core borings within the marina to determine grain size and beach compatibility of the material. Visual classification was also performed during the coring procedures. The material stratification found was consistent with that found by the initial work done by the marina developer. The 88% of the material within the excavation template was found to be SP or SM by the USCS and had silt contents less than 7.0%. The remaining material is classified as a CH material consisting of clay and fine silts. Because the material stratification is clearly defined and the fact that land based excavation equipment will be used, the task of separating incompatible material will be relatively easy and economical. For this reason, this material has been eliminated from C:Uiolden Beach\Permit Application\Holden Beach Revised Permit Application (1).doc _j the composite calculations. The mean grain size for the Seascape borrow site is 0.25 mm with 35% of the material being medium grained sand between 0.18 mm and 0.30 mm. Analysis indicates that the material within Oyster Harbor has an overfill ratio of Ra of approximately 1.02 and renourishment factor Rj 0.9, again indicating that this material is suitable for beach nourishment purposes (see Figures 4 and 5). Figures 6 and 7 show the grain size distributions for the Seascape Marina and Oyster Harbor borrow sites respectively as compared to the native grain size distribution.
