Attached is STIP Project R-5709's Revised CP 1 Form for your review. (Also attached for reference is the original CP 1 Form.) The Screening Criteria listed in the Word document (first attachment) addresses the request from the US Army Corps of Engineers to add specific parameters (measures of effectiveness) to the CP 1 Form. The Study Area Boundary has not changed since the June 2017 CP 1 meeting. We would like to request review comments by Monday, January 29, 2018 so that we may address feedback and proceed to the Document Signing Request. If that date is not possible, please identify a date for providing your feedback. Subject: NCDOT R-5709 CP1 and 2 NC 211 from US 15/501 in Aberdeen to East of SR 1244 in Raeford Moore and Hoke Counties I apologize for not making the CP1 and CP2 meeting for this project, which was held on June 15, 2017. I reached out to NCDOT via email in July 2017 with some comments regarding the purpose and need statement and asking them if they could make some changes to it. Essentially, we (The Corps) have decided that the current purpose and need statement is too general and may result in some difficulty in reaching CP 3 at a future date. We have asked NCDOT to add some specific parameters to the statement, such as the desired Level of Services (LOS). I am sending this email to see if any of you would object to NCDOT adding the specific parameters to the purpose and need statement. Potentially, they could send the revised purpose and need statement out via email for signatures, and avoid an additional meeting. Please let me know as soon as possible whether or not you have any objections to a revised purpose and need statement for this project. If you have any questions or concerns, please let me know.
