Dear Mr. Draovitch:
ROY COOPER
Governor
MICHAEL S. REGAN
Secretary
The North Carolina Department of Environmental Quality (DEQ) has conducted a review
of Duke Energy's proposal to provide water filtration systems to all eligible households at
Belews Creek, Mayo and Roxboro under the replacement water supply provisions in the Coal
Ash Management Act (G.S. 130A-309.21 l(cl)). DEQ has reviewed the following submittals by
Duke Energy: the initial plan dated December 7, 2016, the report on filtration systems dated July
26, 2017, and the supplemental evaluation dated August 31, 2017. DEQ has also reviewed
information provided by interested community members. Based on our review, DEQ has
determined that installing additional infrastructure to provide connections to public water
supplies at these three sites would cause health -related water quality concerns, would result in
wasting of large quantities of clean drinking water, and would be cost -prohibitive. Therefore,
DEQ approves Duke Energy's plan to provide water filtration systems to all eligible households
at Belews Creek, Mayo and Roxboro.
Sincerely,
Sheila Holman
Assistant Secretary for Environment
