Subject: RE: Request for DMF Shellfish Sanitation's Approval for NPDES Mine General Permit
Discharge COC
Attachments: E4TidesAndSalinities.pdf, North River Club Mine Discharge.docx
Hi Bethany,
Thank you for giving us the opportunity to review this project. I have attached a brief memo summarizing what we
talked about over the phone regarding recent water quality problems in the area, as well as some requested permit
requirements in the event that this permit is issued. I have also attached a summary sheet of the last few years of
salinity data (in parts per thousand) from throughout the Newport River area, as well as a map showing our nearby
sampling station locations, permitted shellfish lease areas (the blue, green, and gray polygons), and our nearby shellfish
classifications (light blue = open to harvest, pink and red = closed to harvest).
At first glance, it doesn't appear that there have been any major differences in salinity around the creek versus the rest
of the area, but you can feel free to make use of this data as you see fit, and if you would like additional data outside of
the date range shown, just let me know and I'll get it together for you. Thanks, and have a good rest of the week

Subject: Request for DMF Shellfish Sanitation's Approval for NPDES Mine General Permit Discharge COC
Andy,
We received an application for the proposed North River Club mine to dewater/discharge stormwater and wastewater
in Carteret County. The receiving waters are Wading Creek, which is classified SA-HQW. However, the original
application notes "no discharge" because they plan to dewater into an adjacent property's old mine pit. The NPDES
permit is still required because they will need a pumping plan to ensure nearby wetlands are protected, and in the rare
event that there is an event large enough to prompt overflow, it is considered a potential discharge and requires a
permit.
Here is a map of the proposed project site.
The link to the rest of the application materials is here:
https://edocs.deg.nc.gov/Stormwater/Browse.aspx?dbid=0&startid=605375
Please let me know if these links don't work — they should get you straight into Laserfiche Weblink to view them.
Because the receiving waters for any discharge would be ultimately be class SA, our rules require approval from DMF's
Shellfish Sanitation before issuing the site coverage under the NPDES NCG020000 General Permit. Here is a link to our
NCG020000 Permit. Note that fecal coliform monitoring is required for wastewater discharges to SA waters (Part IV, Sec
D) — unless there's no discharge in event smaller than the 10 -year, 24-hour storm (which may well be the case here).
The applicant has provided an initial pumping plan, but it is incomplete in how it addresses nearby wetlands. In the
meantime, I wanted to go ahead and send the review request to you.
Thanks,
Bethany Georgoulias
