PROJECT SUMMARY: The applicant is proposing to construct a private pier, gazebo, floating dock, install two (2) boatlifts and provide mooring for a total of 4 vessels. Kerry Avant Pullen Place Townhomes COA Page 2 9. PROJECT DESCRIPTION: The project is located at 122 South Waynick Boulevard in Wrightsville Beach, adjacent to Banks Channel, in New Hanover County. To locate the project site, travel east from Military Cut-Off Road approximately 1 mile towards Wrightsville Beach. From the drawbridge, continue after the stop light heading east on Causeway Drive (NC Highway 76 East). After crossing the Banks Channel Bridge, turn right onto Waynick Boulevard. The project site will be located approximately 0.2 mile on the right hand side. The 0.07 acre tract is 50 feet wide and approximately 40 feet deep. The property averages 7 feet above normal high water (NHW) and the shoreline has been stabilized with bulkhead. Vegetation landward of the bulkhead consists of lawn grasses and ornamental landscaping. Waterward of the existing bulkhead is a fringe of Salt Meadow Hay (Spartina patens). The fringe ranges from 12 feet wide at the northern property boundary to 2 feet at the southern property boundary. Located on the project site is an existing non-conforming pier structure, extending west into Banks Channel, and includes a gazebo with second story use, and a horseshoe shaped floating dock system that provides docking for approximately 7 vessels. The adjacent properties to the north and south have private piers. Normal High Water (NHW) is located approximately 30 feet waterward of the existing bulkhead. The Wrightsville Beach Land Use Plan classifies the adjacent waters as Conservation and high ground portion of the project site as Developed. The waters of Banks Channel are classified as SB by the NC Division of Water Quality. The waterbody is approximately 1,130 feet in width and the Wrightsville Beach pier head line in this area is approximately190 feet. These waters are NOT designated as PNA by the NC Division of Marine Fisheries and are closed to the harvest of shellfish. 10. PROPOSED PROJECT: The applicant proposes to construct a new private pier system into Banks Channel. The pier structure would consist of a 6 feet wide by 95 feet long fixed pier which would terminate at a 15 feet x 19 feet covered gazebo. Extending from the platform via an access ramp, the applicant is proposing a 6 feet wide by 60 feet long floating dock. Two 13 feet wide by 13 feet long boat lifts would be located on the south side of the proposed floating dock. The proposed floating dock will be in alignment with the fixed pier and gazebo and the entire pier structure will measure 180 feet in total length. The proposed structure would provide docking space for up to (4) vessels. Water depths range from -3 feet mean low water at MLW at the gazebo to -7.5 feet at MLW at the waterward end of the proposed floating dock. The proposed pier would be located a minimum of 15 feet from the adjacent riparian property owners to the north and south. The applicant is proposing to provide docking for four vessels with a typical boat length of 24 feet. As designed the location of the boatlift, shown in slip # 3, does not appear to provide adequate clearance or access for a 24 feet vessel. 11. ANTICIPATED IMPACTS: The proposed pier system construction would incorporate 1355 sq. ft. of Estuarine Waters and Pubic Trust Area. Minor increases in turbidity should be expected during construction. The proposed pier, platform and floating dock would extend 180 feet into a waterbody which measures approximately 1,130 feet across. This distance would conform to the %width rule and the established pier head line for Wrightsville Beach. Submitted by: H. The gazebo will connect a 6'x60' floating dock by a 3'x16' aluminum ramp. There will also be two 13,000 pound boat lifts that will sit on the southern side of the dock. The dock will allow the applicant to have boating access from his property. No adverse impact on the AEC. Currently there are non-conforming structures in use but the new proposed structure is a conforming one and will have less on an impact. The new structure will not have a two story gazebo because of the current regulations will not allow for it. We have proposed four slips with two of them being boat lifts.
