Yes No Permit Type: NWP 3 Project Description: The North Carolina Department of Transportation (NCDOT) intends to replace Bridge No. 124 on SR 1340, Okeewemee-Star Road, over the Little River, west of Star. According to preliminary designs received on September 12, 2017, the proposed project is 500 feet (152.4 meters) long and is largely (but not entirely) contained within existing right-of-way (ROW). An area of potential effects (APE) was drawn based on the footprint of the project as depicted on preliminary designs. This area is estimated to encompass .8 acre (more than .32 hectare). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A review of the site maps and files archived at the North Carolina Office of State Archaeology (OSA) was conducted on April 40, 2017. No previously identified archaeological resources are recorded in the location of the proposed project, nor are any previously recorded sites within a .5-mile radius of the proposed project. While no archaeological investigations have previously been undertaken in the immediate vicinity of the present APE, an archaeological reconnaissance survey for the Troy City Lake Development was undertaken by Alan May of the Schiele Museum in 1993. Five archaeological sites (31MG1021, 31MG1022, 31MG1023, 31MG1024, 31MG1025), all generally attributed to the Archaic period, were identified during that effort. None of these lithic sites were considered to be archaeologically significant, but all were identified in upland settings similar to those found within the proposed APE and hint at the prehistoric land-use of the Little River drainage basin. An examination of the North Carolina Historic Preservation Office HPOWEB GIS Service website (http://gis.ncdcr.gov/hpoweb/) reveals no recorded historic properties within a .5-mile radius. But, one documented cemetery is recorded at the edge of that radius. When archaeological review input was initially requested in March 2017, no preliminary designs were yet available. The proposed project, however, was considered likely to include a temporary on-site detour during the replacement of the bridge. The study area that included space for a temporary on-site detour was estimated to encompass 6.1 acres and included portions of the adjacent ridge slopes that were less severely sloped (triggering the recommendation of a reconnaissance survey to further determine the potential for archaeological resources). The development of preliminary designs as noted above has allowed for the reduction of the proposed APE and a reconsideration of the review call. An examination of Montgomery County soils within the proposed APE (http://websoilsurvey.nrcs.usda.gov/app/WebSoilSurvey.aspx) reveals that the following soil type is recorded: Badin-Tarrus complex, 25 to 45 percent slopes (BdE). “No ARCHAEOLOGY SURVEY REQUIRED” form for the Amended Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 3 Project Tracking No.: 17-03-0021 No further archaeological investigations are required for the project within the area established as the current APE. Should the project change to include a larger footprint than covered by the current APE, further consultation will be necessary. In the unlikely event that archaeological remains are encountered during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group should be notified immediately. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: As noted above, the proposed project footprint remains largely within existing disturbed ROW, but in a few small areas, easements and cut/fill lines extend outside that area. Nevertheless, those portions of the proposed footprint include landscapes that are excessively sloped and unlikely to possess archaeological deposits. The proposed project is very unlikely to impact significant archaeological resources.
