RE: Preliminary Jurisdictional Determination Requestfor U-3431,SR 1763 (Miller
Boulevard) and NC 101 (Fontana Boulevard) from SR 1756 (Lake Road) to Outer
Banks Drive, Havelock, North Carolina
Dear Mr. Steffens,
The North Carolina Division of Transportation is proposing improvements to
approximately 3 miles of SR 1763 (Miller Boulevard) and NC 101 (Fontana Boulevard)
from SR 1756 (Lake Road) to Outer Banks Drive in the City of Havelock, North
Carolina. A wetland and stream delineation was conducted for this study area on August
10 and 16, 2017 by Environmental Services, Inc. on our behalf. We are requesting a
Preliminary Jurisdictional Determination(PJD)for this project.
A portion of the project study area includes Marine Corps Air StationCherry Point
(MCAS/CP) property. Approved Jurisdictional Determinations (AJD) were issued to
Cherry Point for these areas on December 13, 2013 and expire onDecember 13, 2018.
Since this project shares the MCAS/CP boundary, this PJD request includesthe AJD
polygons held by the MCAS/CP. Jurisdictional features on MCAS/CP have not been
altered since the 2013 AJDs were issued. These features include WA and WB. None of
the wetlands within thestudy area would be consideredcoastal wetlands.
This project is located in theNeuse River Basin and will be subject to the Neuse River
Riparian Buffer Rules. A Neuse River Riparian Buffer determination was conducted
concurrently with the delineation. It was determined that East Prong Slocum Creek and
an unnamed tributary to Slocum Creek (Feature SA on the attached figures) will be
subject to the Neuse River Riparian Buffer Rules. Features SB, SE, and SF are not
depicted on the most recent USGS and/or NRCS mapping and, therefore, are not subject
to the Neuse River Riparian Buffer Rules. East Prong Slocum Creek, SA, SB, and SF

intermittent stream.
