Project Description: NCDOT's Division 7 proposes to replace Pipe# 40 2144 carrying an unnamed
tributary of Big Alamance Creek under Old Julian Road (SR 3093) in Guilford County. Pipe# 40 2144 is
located about 0.5 mile east of the intersection of Old Julian Road (SR 3093) and Mt. Hope Church Road
(SR 3045) and consists of two (2) 96" corrugated metal pipes, 74' in length with concrete headwalls. The
Study Area far the project will be centered on the pipe location and measure about 60 feet wide (i.e. 30
feet from centerline) and about 264 feet from either side of the culvert. A Permanent Drainage Easement
(PDE), measuring between 30-40 feet beyond the existing ROW and about 35 feet to either side of the
drainage, will be necessary on both sides of the road. Overall, the Study Area will encompass about
35,734 square feet (0.82 acre), inclusive of the existing roadway and structure to be replaced.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
This project was accepted on Friday, October 20, 2017. A map review and site file search was conducted
at the Office of State Archaeology (OSA) on Wednesday, October 25, 2017. An archaeological survey
has never been conducted at this particular location, and only one (1) archaeological site has been
recorded within one (1) mile of the project area. Digital copies of HPO's maps (Gibsonville Quadrangle)
as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Thursday,
October 26, 2017. There are no known historic architectural resources located within or adjacent to the
Study Area; for which intact archaeological deposits would be anticipated within the footprint of the
proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey
maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have
contributed to historic or prehistoric settlement within the project limits, and to assess the level of
modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the
archaeological APE.
Brief Explanation of why the available information provides a reliable basis for reasonablypredicting
that there are no unidentified historic properties in the APE:
Although this is a State-funded project, a Federal permit will be required. A permanent drainage
easement (PDE) will be necessary; however, additional ROW will not be needed. The size and shape of
the Study Area have been drawn in a way to capture any possible impacts beyond the NCDOT's existing
60-foot ROW. At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e.
National Register-listed) archaeological resources located within the project's Study Area that would
require our attention. Based on the description of the proposed project, activities will take place beyond

the NCDOT's existing 60-foot ROW along Old Julian Road (SR 3093) within the area of the PDE. From
an environmental perspective, the Study Area falls within a rural, overgrown wooded section along Old
Julian Road (SR 3093) on either side of an unnamed drainage, in the Piedmont physiographic region of
North Carolina. The portions of the Study Area that fall beyond the existing ROW are composed of one
(1) soil type: Madison sandy loam, 15-35% slopes (MaE). Although well-drained, these areas are located
along long, narrow side slopes adjacent to streams. Preservation of intact archaeological resources would
not be anticipated under such environmental and topographical conditions. Unfortunately, the Office of
State Archaeology (OSA) has not reviewed any projects within the vicinity of Pipe# 40 2144 for
environmental compliance. Within five (5) miles of the Study Area, NCDOT's Archaeology Group has
reviewed over twenty (20) transportation-related projects for environmental compliance under the
Programmatic Agreement (PA) with the State Historic Preservation Office (NC-HPO), two of which are
located within one (1) mile of the proposed project (PA 15-12-0008 and 13-08-0004). Neither project
required an archaeological survey, based on the limited nature of what was being proposed (i.e. not to
extend beyond existing ROW) and the overall topography (i.e. side slopes). Given the limited nature of
the Study Area beyond the existing ROW and the suspect soil conditions and topography/slope along the
drainage, there is a low probability for significant prehistoric and/or historic archaeological materials to
be present. Therefore, it is believed that the current Study Area, as depicted, is unlikely to contain intact
and signiiicant archaeological resources. No archaeological survey is required for this project. If design
plans change or are made available prior to construction, then additional consultation regarding
archaeology will be required. At this time, no further archaeological work is recommended. If
archaeological materials are uncovered during project activities, then such resources will be dealt with
according to the procedures set forth for "unanticipated discoveries," to include notiiication of NCDOT's
Archaeology Group.
