On December 12, 2017, the Division of Water Resources (Division) received your application dated November 7, 2017,
requesting a 401 Water Quality Certification from the Division for the subject project. The Division has determined that
your application is incomplete and cannot be processed. The application is on hold until the following item is addressed:
Please provide a completed stormwater management plan (SMP) for review and approval. Alternatively, you
may provide calculations to document the project will not cause degradation of downstream surface waters. If
submitting calculations to document the project will not cause degradation of downstream surface waters, the
documentation shall include a detailed analysis of the hydrological impacts from stormwater runoff when
considering the volume and velocity of stormwater runoff from the project built upon area and the size and
existing condition of the receiving waterbody(ies). [15A NCAC 02H .0506 (b)(3)&(5)]
Pursuant to Title 15A NCAC 02H .0502(c), the applicant shall furnish all of the above requested information for the
proper consideration of the application. If all of the requested information is not received, the Division will be unable to
approve the application and it will be returned. The return of this project will necessitate reapplication to the Division
for approval, including a complete application package and the appropriate fee.
