By this letter, I hereby provide notice that Ms Nicole Coffee' has been assigned to serve as the Site Director
and to act as the Responsible Official for the CNA Holdings LLC facility located at 2525 Blacksburg Road in
Grover, North Carolina (the "Shelby Plant") for the purposes of fulfilling facility obligations under applicable
environmental permits and regulations As such, Mr. Johnson will be authorized to sign all environmental
related permits, reports, and other information related to the operation of the Shelby Plant as required by
applicable federal, state and local environmental regulations with emphasis on the issued permits as summarized
in the following table.
