Project Description: County: Jackson Document: Minimum Criteria Funding: � State ❑ Federal � Yes ❑ No Permit Type: USACE The project calls for the paving and widening of SR 1344 (Dillard Road) with the replacement of a culvert in Jackson County. The archaeological Area of Potential Effects (APE) for the project is defined as an approximate 800 foot (243.84 m) long corridor running east along Dillard Road from its intersection with SR 1340 (Old Settlement Road). The corridor is approximately 60 feet (18.29 m) wide extending 30 feet (9.14 m) on either side of the current centerline. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The Dillard Road improvement project is located south of Sylva and north of Cullowhee in Jackson County, North Carolina. The project area is plotted in the northwest portion of the Sylva South USGS 7.5' topographic quadrangle (Figure 1). A map review and site file search was conducted at the Office of State Archaeology (OSA) on November 16, 2017. No previously recorded archaeological sites were identified within the APE, but five sites (31JK27, 31JK28, 31JK30, 31JK130, and 31JK556) are within a mile of the project. According to the North Carolina State Historic Preservation Office online data base (HPOWEB 2017), there are no known historic architectural resources within the APE that may yield intact archaeological deposits. Topographic maps, USDA soil survey maps, aerial photographs (NC One Map), and historic maps (North Carolina maps website) were examined for information on environmental and cultural variables that may have contributed to prehistoric or historic settlement within the project limits and to assess the level of ground disturbance. The APE for Dillard Road covers a limited area. It is situated on a low stream terrace with side slopes to the south and the Tuckasegee River to the north (Figure 2). The road crosses an unnamed tributary to the Tuckasegee at its western end. The culvert at this crossing is to be replaced. These waterways flow to the north and west and are part of the Little Tennessee drainage basin. The terrace and slopes are mostly open with residential properties. Tree cover is found along the tributary. Disturbance consists of a ditch to the south and soil erosion. Erosion is heavy along the narrow space between the road and the river and along the slope at the western end. Parking for river access is also found at the intersection of Dillard Road with Old Settlement Road. The APE minimal extends onto undisturbed soils. The USDA soil survey report shows the terrace composed of Statler loam (SvB) and Saunook gravelly loam (SaB) (Sherrill 1997). These are well drained soils with a slope of 1 to 8 percent. Flooding is rare. "No ARCHAEOLOGY SURVEYREQUIRED "form for the Amended Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 6 Project Tracking No.: 17-10-0026 The side slopes to the south consists of Ellijay silty clay loam (EgC2) and the Evard-Cowee complex (EvF). Although well drained, slope is moderate to steep with slope varying from 8 to 15 percent for the Ellijay series to 50 to 95 percent for the Evard-Cowee complex. However, a review of the contour data suggests slope is gentler than described in the soil report. It should be less than 15 percent within the APE. Archaeological resources could be present along these soils and landforms, but significant resources are not likely to be identified within the current APE due to its minimal extent. OSA's site files recards no known sites within the APE, but a review was carried out along Old Settlement Road possible for a water line or past road improvements. No tracking number could be found for this project to identify the proposed work, but it appears no survey was recommended. Five known sites (31JK27, 31JK28, 31JK30, 31JK130, and 31JK556) have also been reported within a mile of the project. Most of these sites (31JK27, 31JK28, 31JK30, and 31JK130) were identified by the University of North Carolina at Chapel Hill or Western Carolina Universiry during the 1960s and 1970s. These four sites are prehistoric and are located along the Tuckasegee River or its tributaries. No additional investigations have been carried out at these sites. As a result their eligibility for the National Register has yet to be assessed. The last site 31JK556 was reported by archaeologist with NCDOT for the R-5000 corridor in 2011. This site is a prehistoric lithic scatter on a ridge top that was determined ineligible for the National Register. The review suggests unidentified archaeological resources may be near or adjacent to the current project, but they should not extend into the APE due to modern disturbance. The historic map review was also carried out to identify any possible significant historic features. The earliest map in which the project area could accurately be placed is the 1907 USGS Cowee topographic map (Figure 3). This map illustrates Old Settlement Road to the west, but Dillard Road is not shown. However, a structure is plotted to the east suggesting an unmarked path ar trail ran along the current alignment. A second structure is also depicted to the south. Later maps such as the 1938 Highway Map for Jackson County has the same road layout but with an additional structure to the south and none to the east (Figure 4). Although it is possibly for remains of early 20t'' century structures to be present along Dillard Road, it is unlikely for any to be significant. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The defined archaeological APE the proposed Dillard Road improvement project in Jackson County is unlikely to contain significant archaeological resources. This is due to the limited extent of the APE. The current APE consists of disturbance from ditch cut and erosion. Undisturbed soils to the south will not be affected. As long as impacts to the subsurface occur within the APE, no further archaeological work is recommended for the proposed project along Dillard Road. If design plans change to affect subsurface areas beyond the defined APE, further archaeological consultation might be necessary.
