Project Description: NCDOT Division 1 intends to widen a portion of SR 1300, New Hope Road, from
SR 1302, Union Hall Road, to SR 1303, Woodland Church Road, in Old Neck. Existing right-of-way
(ROW) along this portion of SR 1300 is listed as ranging between 40 and 60 feet (very roughly between
12 and 18 meters). The proposed improvements will expand the paved facility from 18 feet to 22 feet
with 4-foot shoulders. This wider travel facility is likely to require an expansion of ROW is some places;
although ROW is not expected to exceed 60 feet in any location. Additionally, the replacement of some
drainage culverts and ditch-line improvements is expected within the area of potential effects (APE). For
the purpose of the archaeological review, and APE that is 60 feet (nearly 183 meters) wiae over the
length of the estimated 1.4-mile (more than 2.25-kilometer) long project will be established. This APE
would encompass approximately 10.18 acres (4.12 hectares).
SUMMARY OF CULTURAL RESOURCE5 REVIEW
Brief descriplion of review activities, results of review, and conclusions:
A review of the site maps and files archived at the North Carolina Office of State Archaeology was
conducted on March 7, 2016. No previously identified archaeological sites are recorded within the
proposed APE; however, a handful of archaeological sites are located in the vicinity, including sites
31Pq54, 31Pq84, 31Pq113 and 31Pq114. New Hope Road lies along the edge of the National Register of
Historic Places-listed Old Neck Historic District (PQ0471) from Union Hall Road to Sutton Creek. An
examination of the North Carolina State Historic Preservation Office HPOWEB GIS Service reveals there
are additional historic resources in the vicinity of the proposed APE that lies outside the Old Neck
Historic District. These include: The Tom Miller House and Store (PQ0138), the Suttons Creek Bridge
(PQ0486), the National Register-listed Sutton-Newby House (PQ0009), the James W. Overton House
(PQ0176, and the Oak Hill AMEZ Church and School (PQ0175). Farther south, within the Old Neck
Historic District, between the banks of Sutton Creek and the Perquimans River, a large number of historic
archaeological resources have been identified.
The Natural Resources Conservation Service Web Soil survey indicates that four soil types are present
within the proposed APE: Chapanoke silt loam (Ch); Chowan silt loam (CO); Perquimans silt loam (Pe)
and Yeopim loam, 2 to 6 percent slopes (YeB).
No further archaeological investigations are required for the project within the corridor established as the
current APE. Should the project change to include a larger footprint than covered by the current APE,
further consultation will be necessary. In the unlikely event that archaeological remains are encountered
during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group
should be notified immediately.

Brief Explanation of why the available inforrraation provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
Despite the relatively large number of historic properties and archaeological resources recorded in the
immediate vicinity of the proposed APE, the proposed improvements to the highway facility are unlikely
to have any impact on significant historic or archaeological resources.
On April 16, 2012, NCDOT archaeologists, Shane Petersen and Brian Overton conducted a
reconnaissance survey of the portion of SR 1300, from its intersection with US 17 to the intersection with
SR 1302 (PA No. 11-12-0019). Much like the current undertaking, that particular project consisted of
widening the highway facility to 22 feet, relocating ditch-lines, and expanding shoulders. The
archaeological reconnaissance survey combined windshield survey with pedestrian walkovers at permit
locations and in the vicinity of historic properties. Much like the current APE, that investigation found
that the area was dominated by agricultural fields with cultivation extending almost to the edge of the
existing ditch-line. Many areas were observed to be excessively wet, and extensive ditching to drain
agricultural fields appeared to be widely used. No further archaeological investigations were undertaken
at that time, due to the belief that impacts to archaeological resources were unlikely, and that any that
might occur would be inconsequential to the significance (or lack thereo fl of any affected sites.
The current undertaking represents a similarly small footprint outside the maintained ROW along SR
1300. The earlier reconnaissance work is considered to be a fairly representative example of the
conditions and potential for the current APE.
