On behalf of Piedmont Natural Gas, Kleinfelder is requesting issuance of a Nationwide Permit #12 for the
Southfork Road Enhancement project. The purpose of this application is for the construction of a 12in
pipeline within an approximate 0.87 mile long corridor, and a permanent maintained right-of-way width of
20ft. The project is needed to support increased use and power demands in the area.
The project is located near Indian Trail, North Carolina and consists of residential, recreational, agricultural
and commercial lands. The project will cross two wetland areas and overall wetland impacts are limited to
0.63 acres. Following pipeline installation, all areas will be graded to pre -construction grades and no net
loss of wetland acreage is anticipated. The majority of wetland areas associated with the project consist of
herbaceous systems were no long term loss of habitat or wetland function is expected. Permanent wetland
impacts are limited to 0.02 acres of forested to herbaceous wetland conversion impact.

The proposed pipeline route has been shifted south to avoid impacts to wetland W-3. The regulator facility has been sited
outside of wetland areas along the eastern portion of the project. The route has been shifted north along wetland W-1 such that
it is installed within herbaceous areas and no permanent conversion impacts will occur.

Following pipe installation all grades will be returned to pre -construction condition. No mitigation is proposed as the impacts are

Cultural Resources Research
Research conducted by ESI at the North Carolina Office of State Archaeology (OSA) on 20
November 2017 revealed that no previously recorded archaeological sites are located directly
within or immediately adjacent to the proposed project area.
Research conducted by ESI using the North Carolina State Historic Preservation Office HPOWEB
GIS Service on 20 November 2017 revealed that no previously recorded historic properties listed
in, eligible, or potentially eligible for listing in the National Register of Historic Places (National
Register) are located within the proposed project area or immediate vicinity.
In the event that federal funding or permitting for this project is anticipated, formal coordination
with the North Carolina State Historic Preservation Office (SHPO) should be undertaken to
determine if any archaeological investigations or historic structure surveys will be required under
Section 106 of the National Historic Preservation Act (NHPA 1966, as amended). Section 106
requires that the effect of a project on significant cultural resources be taken into account on all
projects involving federal funding and/or permitting. The guidelines for fulfilling the provisions
of Section 106 are contained in the implementing regulations 36 CFR 800.

Dear Mr. Hall and Mr. Moser,
In order to meet the continued demand for natural gas, Piedmont Natural Gas (Piedmont) must install a pipeline in Union
County extending from the end of an existing pipeline near Plyler Road to a location on S Indian -Trail Road near Navajo
Trail.
To begin this project, a land survey and engineering study is needed to determine the exact route for the new pipeline. A
surveyor's "right -of -entry" in order to perform the survey is provided for under North Carolina General Statute 40A. This
letter is to let you know that your property has been identified for inclusion in this survey and to request your permission
for Piedmont's surveying contractor, Professional Property Surveyors, Inc. and other individuals (geologists and
environmental scientists) to have access to your property in order to perform the preliminary survey and land assessment.
Your receipt of this letter does not automatically mean that your property will fall in or along the actual pipeline route.
The survey process itself is typically routine and minimally disruptive to the property owner; it may be necessary in some
cases, however, to take soil core samples during the engineering phase. Should that be the case, Piedmont has contracted
with Professional Property Services, Inc., (PPS) to coordinate with individual property owners prior to the sampling
process. Piedmont is committed to restoring any such area to its original state after the survey and assessment process has
been completed.
As a part of this process, a plat of your property will also be prepared, showing where it is situated in relation to the
proposed right-of-way for the pipeline project. If it is determined your property falls within the proposed pipeline route, a
PPS representative will contact you to negotiate the purchase of the land rights needed to proceed with this project. This
will NOT involve the purchase of homes or large tracts of land.
Our schedule is such that we would ask for your approval by October 19, 2017. If we have not heard from you by that
time, we will assume that we have your permission to access your property for the purposes of this survey and assessment.

County extending from the end of an existing pipeline near Plyler Road to a location on S Indian -Trail Road near Navajo

To begin this project, a land survey and engineering study is needed to determine the exact route for the new pipeline. A
surveyor's "right -of -entry" in order to perform the survey is provided for under North Carolina General Statute 40A. This
letter is to let you know that your property has been identified for inclusion in this survey and to request your permission
for Piedmont's surveying contractor, Professional Property Surveyors, Inc. and other individuals (geologists and
environmental scientists) to have access to your property in order to perform the preliminary survey and land assessment.
Your receipt of this letter does not automatically mean that your property will fall in or along the actual pipeline route.
The survey process itself is typically routine and minimally disruptive to the property owner; it may be necessary in some
cases, however, to take soil core samples during the engineering phase. Should that be the case, Piedmont has contracted
with Professional Property Services, Inc., (PPS) to coordinate with individual property owners prior to the sampling
process. Piedmont is committed to restoring any such area to its original state after the survey and assessment process has
been completed.
As a part of this process, a plat of your property will also be prepared, showing where it is situated in relation to the
proposed right-of-way for the pipeline project. If it is determined your property falls within the proposed pipeline route, a
PPS representative will contact you to negotiate the purchase of the land rights needed to proceed with this project. This
will NOT involve the purchase of homes or large tracts of land.
Our schedule is such that we would ask for your approval by October 19, 2017. If we have not heard from you by that
time, we will assume that we have your permission to access your property for the purposes of this survey and assessment.
