The site consists of a reported 25.52 acre portion of two contiguous parcels. According to the Alamance County Online GIS Database website, the Parcel Identification Numbers (PINs) are 8856228272 and 8856323620. The site consists of wooded land, grass fields, stream, and a 2,343 square foot single-family residence that was reportedly constructed in 1963. The project consists of the construction of a school facility and associated drive lanes, parking areas, sport fields, and a detention pond. Based on the United States Geological Survey (USGS) Topographic Map, an unnamed tributary to Dry Creek is depicted along the western portion of the site. Avoidance and minimization of waters was performed to the greatest extent possible, with respect to the location of the waters of the U.S. on site. Site Reconnaissance ECS conducted the wetland delineation on February 3, 2017. During the reconnaissance, the site was observed for evidence of ponds, streams, and wetlands. Ponds or impounded waters were not observed within the site boundary. Two streams (S1 & S2) and six wetland areas (W1 through W6) are located along the western portions of the site. Stream (S1:1-48) transects the western portion of the site. The stream varied from approximately four to six feet in width and three to four feet in depth. The stream had moderate to strong bed and banks, moderate sinuosity, assorted substrate, and moderate baseflow at the time of the site reconnaissance. Stream (S2:1- 6) is located along the northwestern boundary of the site. The stream varied from approximately six to twelve feet in width and four to five feet in depth. The stream had moderate to strong bed and banks, moderate sinuosity, assorted substrate, and moderate baseflow at the time of the site reconnaissance. Wetland hydrology indicators, hydrophytic vegetation, and hydric soils were observed along the southeastern property boundary (W1:1-21) and along the northeastern property boundary (W2:1-12) of the site. Wetlands and W3 and W6 were identified as groundwater seeps. Wetlands W4 and W5 are confined within the sewer line easement and both connect to stream (S1 and S2). Figure 6 shows the approximate location of the streams, wetland areas, groundwater well, and data points. Figure 6 is based on our field notes and GPS data and should be used for preliminary planning purposes. A copy of the wetland figures and wetland data forms (DP -1 through DP -4) are included as attachments. On March 29, 2017, Mr. David Bailey with the USACE and Ms. Sue Homewood with the NCDWR accompanied ECS to verify the stream and wetland delineation. During the site visit, Mr. Bailey added four wetland areas within the original site boundary. Those areas include wetland (W3, W4, W5, and W6). Mr. Bailey and Ms. Homewood concurred with the remainder of ECS' delineation as depicted on Figure 6. ECS was provided a Preliminary Jurisdictional Letter on November 6, 2017. A copy of this correspondence is attached. On May 8, 2017, Ms. Sue Homewood with the NCDWR sent ECS an On-site Determination for Applicability to the Mitigation Rules (15A NCAC 2H 0500). The letter states the Division acknowledges the areas and boundaries identified as jurisdictional wetlands by the USACE. The letter states all perennial stream channels and jurisdictional wetlands found on the property are subject to the mitigation rule. A copy of this correspondence is attached. Impacts Based on the current site layout, the proposed permanent and temporary impacts to wetlands are 0.026 acres and 63 linear feet (LF) of permanent and temporary stream impacts. Because the site is located within the Jordan Lake watershed, a total of 2,526 square feet of Zone I buffer impacts are proposed and 1,681 LF of temporary zone II buffer impacts are proposed. The above impacts have been minimized for the sewer crossing to the greatest extent possible. Additionally, we are requesting a NWP 12 permit since we have stayed under 0.10 acres of wetland impact and <150 LF of stream impact. Closing ECS looks forward to your attention to this request. Project Information and Prior Project History 3. Project Description 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site currently consists of undeveloped, wooded land. An unnamed tributary to Dry Creek (Si) is located along the western portion of the site. Also located along the western site boundary is an existing sewer line easement. The site slopes gently from the east (-670 ft) to the west (-630 ft). Surrounding properties consists of agricultural land, undeveloped, wooded land and single-family residences. 3d. Explain the purpose of the proposed project: The purpose of the project is to develop the site with an elementary school building. The development will include a proposed parking lot, access roads, and outdoor playground facilities. The proposed utility crossing will connect sewer to the existing sewer line located along the western portion of the site. 3e. Describe the overall project in details, including the type of equipment to be used: The proposed project will cross a perennial stream (S1) and two wetland areas along the western portion of the site for a utility crossing. Grading, earthwork, and typical construction activities will be utilized. Equipment will include excavators, graders, and other heavy machinery. To access both sides of the stream (S1) a temporary culvert crossing is proposed. Two culverts will be approximately 12 inches in diameter and installed approximately 6 inches to 1 foot beneath the bed of the stream. A temporary coffer dam will be utilized during the installation of the culverts. 57 stone will be placed on top of the culverts to match the existing grade of the stream banks. After construction has been completed, the culverts, 57 stone, and coffer dam will be removed. After removal, the temporarily impacted area will be returned to original conditions. During construction of the permanent impacts, heavy machinery will be utilized to grade the areas where the support piers are installed. These areas will then be reinforced with rip -rap for stabilization of the areas and adjacent stream banks. Rip rap will also be placed, as needed, in the stream bed for stream stabilization. 6. Buffer Impacts (for DWR) 6i. Comments The buffer will be cleared with mechanized heavy equipment. We will have both permanent impact and temporary impact within the buffer zones 1 and II. The permanent impact will include removing vegetation for the utility crossing and anchor piers for the sewer pipes. Temporary impacts include the removal of vegetation but later re -vegetation after the piers and pipes have been installed. The utility crossing is a typical crossing that will result in minimal disturbance. A temporary culvert crossing is proposed to cross the stream during construction. References notes above in 3e. D. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. No avoidance possible due to the location of the sewer easement along the western boundary. The location of the sewer interconnection has to be installed at the proposed location due to the sewer manhole locations which are located further north and south of the site. If we moved the utility crossing north or south of the proposed location, the result would mean greater loss of waters. Additionally, we could not move the utility line because of property restrictions. 1b. The installation of the utility crossing has two control piers which are typical designs for utility crossings. Additionally, the connection pipes are aerial and will not impact waters. If the pipes were buried, greater loss would occur which is why it was avoided. To help stabilize the piers, rip -rap will be used to help bank stabilization. The rip -rap will be installed along the stream banks and stream bed, as needed, to help slope protection. Typical maintenance is expected to maintain the vegetative growth along the piers. During the construction process, erosion control measures (bank stabilization) will be installed to minimize soil loss into the stream.
