A North Carolina Division of Coastal Management (DCM) Fisheries Resource Specialist has reviewed
the subject permit application for proposed actions that impact fish and fish habitats. The Town of Nags
Head proposes to dredge sand from an offshore borrow site and place that sand on the oceanfront
shoreline of Nags Head from the Bonnett Street access off NC -12 to the southernmost end of the Town of
Nags Head's oceanfront that is adjacent to the Cape Hatteras National Seashore Ramp. The sediments are
to be moved via hydraulic and hoppers dredges to the beach and then spread on the beach with bulldozers.
The project is proposed to begin in late spring and continue through the summer.
DCM fisheries is understanding of the weather conditions that make observation of a fisheries
moratorium impractical due to the winter wave height and recognizing that does not have objections to
the project as proposed. There are however continued concerns with the dredge and fill operations during
the summer months and the cumulative effect of multiple nourishment projects occurring along the
shoreline north of Cape Hatteras on the beach and offshore benthic communities. While this project
continues to utilize an existing borrow source used for other nourishment projects there are also concerns
over the continued loss of offshore high relief areas that provide unique fisheries habitats.
Contact Shane Staples at (252) 948-3950 or shane.staples@ncdem.gov with further questions or
concerns.
