On November 1, 2017, the North Carolina Division of Water Resources (Division) received the
final minimum flow plan dated November 1, 2017. The Division also received the final wetland
and water quality plans, dated December 29, 2017, on December 29, 2017. These plans satisfy
condition numbers 3-5 of Certification No. 4066 issued to Mr. John W. Ellis and the Town of
Hope Mills on August 22, 2016. The Division was notified of completion of construction on the
project on November 7, 2017, but understand from conversations with your consultants that you
have not yet begun filling the lake.
Please provide an email notification to Chonticha McDaniel at chonticha.mcdaniel@ncdenr.gov
when the gates are closed and filling of the lake commences. Also, send monitoring reports as
indicated in each plan to this Office at 1617 Mail Service Center, Raleigh, NC 27699-1617.
