This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Collection System Permit No. WQCS00307. Based on the on-site visit, records review and discussions with collection system staff, the facility was determined to be in-compliance. The following additional items were noted during the inspection:  Staffing: Recommend additional staff to help maintain system operations and compliance. Currently five staff operate and maintain the distribution and collection system.  Grease Trap Ordinance: Recommend updating the Town’s Grease Trap Ordinance to reflect current practice. Richard Hodge, ORC, was present and assisted in the inspection. Overall the system is being well maintained. ORC maintains detailed and organized records of the collection system. The Town is currently working on an asset management plan to implement GIS mapping for the collection and distribution system. CES conducted annual cleaning for the Town of Canton in 2017. The Town recently purchased a VAC Truck and CS staff plan to take over system cleaning in 2018. Additional Inspection Items: Staffing: Recommend hiring additional personnel for the operation and maintenance of the Town of Canton's collection and distribution system. Currently five staff are responsible for the operation and maintenance of an aging distribution and collection system. What educational tools are used? Educational material is available at town hall and posted on the Town's website. Recommend adding flushable wipes to the educational program during the next update. The Town of Canton's Grease Trap Ordinance needs to be updated. Grease trap inspections were under the authority of the Town plumbing inspector; however, this position no longer exists. Inspections are going to be under the authority of the Haywood County Environmental Health Department in the future. The Town is currently working with the health department when new commercial establishments connect to the town sewer. ORC reports no major grease issues or enforcements. Has an acceptable Capital Improvement Plan (CIP) been implemented? Does CIP address short term needs and long term \"master plan\" concepts? Does CIP cover three to five year period? CIP includes implementation of an asset management plan that will incorporate GIS mapping of the collection and distribution system. Several lift stations are also slated to be upgraded as funding becomes available. The town is also exploring the feasibility of expanding water and sewer service to areas with accessibility. The 13th pump station was installed for anticipated expansion; however, no flow currently comes through the pump station. All stations are equipped with auto-dialers. The town previously contracted annual line cleaning through CES; however, with the acquisition of a VAC truck, the town plans to begin line cleaning in-house. There is no fence around the lift station; however, all access panels and equipment are locked. Staff use degreaser in pump station due to commercial establishments. Generator automatically self-tests under load every Monday at 10am. Cummings Atlantic services all generators every six months.
