City of Lenoir Lenoir Blends Processing Facility and Distribution Program
Non-discharge Permit No. WQ0010059

Dear Mr. Thomas:
The North Carolina Division of Water Resources has completed a review of the 2016 Annual
Report and additional information received August 7, 2017. This inspection was conducted to
verify that the facility is operating in compliance with the conditions and limitations specified in
Non-discharge Permit No. WQ0010059. The findings and comments noted during this
inspection are provided in the enclosed copy of the inspection report entitled "Compliance
Inspection Report".
Please respond in writing to this office within 30 days of your receipt of this letter regarding
your plans or measures to be taken to address the following issue:
The Town of Blowing Rock is listed as a residuals source in which the residuals are introduced
at the headworks of the WWTP. The permit should be modified to reflect the addition of The
Town of Blowing Rock. This would require a major permit modification including a modification
fess of $395. The permit modification application Form can be found on our website at the
following address:

Management -15A NCAC 02T .1100.

Inspection Summary:
The 2016 Annual Report review was conducted by Beverly Price of the Asheville Regional Office.
13.55 Dry tons of residuals were taken to the Foothills Environmental Landfill in Lenoir, NC in 2016. 727.76 Dry tons of
residuals were distributed in 2016.
Metals/nutrients/TCLP analyses were conducted per permit requirements. Metals results appeared to be within the ceiling
concentration & monthly average concentration permit limits.
Fecal coliform density and Alternative 5 – Process to Further Reduce Pathogens (Pasteurization) was used to verify
pathogen reduction. Alkaline stabilization was the method used to verify vector attraction reduction (VAR). The
time/temperature data as well as the fecal coliform results appear to indicate compliance with permit requirements.
The following additional issues were noted and should be addressed:
1.The Utilization Agreement needs to be updated to include all references in Permit Condition III. 8., 9 & 10.
2.The Town of Blowing Rock was listed as a Residuals Source – this source is not listed in the permit. Please submit a
Residuals Source Certification and permit modification application.
The following additional information is requested:
The Class A Distribution and Marketing Certification and Summary Form should be resubmitted to reflect the total amount of
residuals distributed in 2016. The Form submitted indicated that 13.55 dry tons of residuals were distributed. The total dry
tons of residuals distributed to the public was not listed. The 13.55 dry tons were hauled to the Foothills Environmental
Landfill.
Additional Information was received by the Asheville Office:
The Utilization Agreement was updated.
The Distribution & Marketing Summary Form was corrected and completed.
