Tomas: I have reviewed the attached map ("Ellis Road Delineation, November 2016), and confirm that it accurately
represents the findings of my field site visit on November 17, 2016 for the subject project.
A formal determination for this project will be substantially delayed, likely for several months, because of my
considerable JD backlog, and the high volume of permit requests, which are a greater priority. In order to expedite the
determination for these sites, you can submit site plans showing the proposed limits of impact on the sites. This would
move the project up considerably in priority, because of the priority for permits, and "No Permit Required" actions,
which are considered permit decisions.
Please reply or call if you have any questions or if I may serve you in any other way.

Also, the nutrient bank will need to furnish us with a copy of their credit ledger showing that
these credits have been deducted from the bank's remaining available credits. The ledger
should provide a breakdown for the nitrogen and phosphorus loadings to be offset for the
project and additional nitrogen and phosphorus loadings (if any) to be assigned to the City of
Durham if the nutrient bank is not within City limits.
You must comply with any other state or federal mitigation requirements for this project. This
letter only deals with the nitrogen and phosphorus credits to be purchased for the above
referenced project (Site plan Case # D1700239) in compliance with the City of Durham's
Stormwater Performance Standards for Development.
