Trustees of Central Carolina Community College are proposing to construct an access road to
allow construction on their approximately 41.4 acre property in Siler City, Chatham County,
North Carolina. The development will require the construction of an access road from Progress
Boulevard across an unnamed tributary to Rocky River.
The attached Pre-Construction Notification (PCN) is being submitted in order to obtain
Nationwide Permit 39. The proposed construction will require impacts to 130 linear feet of
jurisdictional stream channel as a result of culvert installation associated with access road
construction. The proposed construction will have no impacts to riparian buffers.
The proposed construction will have no effect on the four federally protected species known to
have a range extending into Chatham County: bald eagle, Cape Fear shiner, red-cockaded
woodpecker, and harperella. Potential habitat for these species does not exist within the parcel
boundaries. A Natural Heritage Program records review on January 6, 2009 indicated no
occurrences of federally protected species within 3.0 miles of the property.

The parcel is currently characterized by an undisturbed hardwood forest with a small disturbed vegetative community
adjacent to Progress Blvd. The project vicinity east of US 421 is mostly rural and undeveloped, but is within 0.5 mile of
the developed commercial and residential portions of Siler City along US 64. Chatham Hospital is located adjacent to the
east side Progress Blvd, approximately 400 feet south of the parcel.

The purpose of the proposed road crossing is to provide access to the Central Carolina Community College property from
Progress Boulevard. The CCCC is being built to provide continuing education to the residents of Siler City and western
Chatham County. The location of the proposed crossing has been located to utilize an existing intersection.
3e. Describe the overall project in detail, including the type of equipment to be used:
The CCCC campus plans include construction of one classroom and administrative building, a parking lot, and an
entrance road to connect the parking lot to Progress Boulevard. This road will be approximately 15 feet wide, with
clearing limits on the road right-of-way ranging between approximately 30 to 100 feet. A detention basin for stormwater
management will also be constructed. Roadway construction equipment such as backhoes, bulldozers, graders, and
dump trucks will be used for road construction and additional clearing required for construction of the school and parking
lot.

Plans for any additional phases on the western portion of the property have not been completed at this time.

The proposed road is designed as a two lane access road with a left turn lane to provide access to the proposed parking
lot of the CCCC campus. The location of the new road was chosen to line up with the intersection of Progress Blvd. and
Campus Dr. The location of the stream crossing is at a narrow portion of the stream relative to wider portions of the
stream channel upstream and downstream from the crossing. The crossing will be perpendicular to the channel.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The culvert installation at the road crossing will be done "in the dry" by excavating a temporary channel east of the
existing channel to divert water around the culvert site during construction. A permanent velocity dissipater will also by
installed at the downstream end of the culvert to prevent destabilization of the channel north of the road crossing. The
plans for the bypass ditch and the velocity dissipater are shown on the attached Figure C-8.

Cultural Resources
On January 13, 2009, ESI conducted research at the North Carolina Office of State Archaeology
(OSA) and the Survey and Planning Branch (S&P) of the North Carolina State Historic
Preservation Office (SHPO). Research revealed that no previously recorded archaeological sites
are located within proposed project study area. However, research did reveal that there were a
number of archaeological sites within a mile radius of the project area. Only one of these
archaeological sites was with 500 meters of the project area. Site 31CH428 is a small (100 mz)
prehistoric site on a ride top of a high upland knoll, which was discovered during the survey of
US 421 in 1979. A small amount of lithic debitage was found on the surface of this site (N=9).
This site was not recommended eligible for listing in the National Register of Historic Places.
Research also revealed that no properties listed in or eligible for listing in the National Register of
Historic Places were located on or within a 500-meter radius of the project area. There was no
National Register listed or eligible properties within the project area.
