Please see attached updated Nationwide permit application for Stouts Siding P-5704 in
Union County and response to comments (from Army Corps) document. A stream
mitigation request letter was sent to DMS on 17 December. Let me know if you have
questions or need additional information.
Also, please see the response to your comment from the letter (dated 1 Dec 2017).
"Provide reasoning for use of pump around instead of diversion ditch for working in the
dry because diversion ditches are the preferred work in the dry BMP".
The pump around is required because there we cannot construct a diversion ditch through
the existing track.
