Dear Permittee:
The North Carolina Division of Water Resources has completed a review of the 2016 Annual
Report and additional information submitted in July 17, 2017. This inspection was conducted
to verify that the facility is operating in compliance with the conditions and limitations specified
in Non-discharge Permit No. WQ0001618. The findings and comments noted during this
inspection are provided in the enclosed copy of the inspection report entitled "Compliance
Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a
response to this inspection report is not required.

Inspection Summary:
The Annual Report Review was conducted by Beverly Price of the Asheville Regional Office.
10.7 dry tons of residuals from the wastewater treatment plant (WWTP) and 18.17 dry tons of residuals from the water
treatment plant (WTP) were land applied in 2016. The Marcus Deal field #’s 17-4, 17-5, 17-6, 17-7, 17-8 were used for land
application.
As a reminder, PAN should be included on the Residuals Analysis Summary Form.
Metals/nutrients/TCLP analyses were conducted per permit requirements. PAN and cumulative metals limits appear to be
compliant with permit limits.
Alternative #2 (Lime Stabilization) is the method used to verify Pathogen and Vector Attraction Reduction (VAR). Time,
temperature and pH data appear to verify compliance.
The soils analysis was conducted in October 2016. Four of the five fields indicate a pH of <6. The report shows that lime
was not added to these fields but that lime will be added when conditions improve. Permit Condition III.11.h. states in
part…Bulk residuals shall not be land applied under the following conditions: If the soil pH is not maintained at 6.0 or
greater, unless sufficient amounts of lime are applied to achieve a final soil pH of at least 6.0, or if an agronomist provides
information indicating that the pH of the soil, residuals and lime mixture is suitable for the specified crop. Any approved
variations to the soil pH (6.0) will be noted in this permit. Please clarify when lime will be added to the fields with pH’s below
6.
Field’s #17-7 and 17-8 indicate that residuals were incorporated. The crop listed is fescue. The original permit application
shows these fields would be used for row crops. Please clarify the method of application and the crop on which the
residuals were land applied.
Our database shows Jared Hepler as the Land Application ORC and Bob Branch as the Backup ORC. If this is incorrect,
please submit an updated ORC Designation Form for the Primary and Backup ORC positions.
Additional Information was received by the Asheville Regional Office:
The Town of Granite Falls has been added as a residuals source to Synagro's permit (WQ0016247). Jared Hepler is no
longer the ORC.
Synagro has indicated that lime stabilized residuals that were land applied in 2016 should be sufficient to raise the pH, and
that pH samples will be collected before and after each land application event to ensure requirements are met.
Synagro indicated that fields 17-7 & 17-8 were incorporated and that fescue would be planted.
