A mining permit (Mine Permit # 16-76) was issued on August 25, 2014. The excavation area is 20.00 acres. The permitted mine depth is 34 feet from natural ground elevation with 3 horizontal to 1 vertical slopes. Natural ground elevation is 10-11 feet above MSL. Wetlands exist on the property approximately 320 feet east of the pit area. DESCRIPTION AND OPERATION OF THE MINE DEWATERING ACTIVITIES: Dewatering activities will consist of pumping pit water from the North River Mine excavation area into the adjacent Simpson Mine pit (NC Mine Permit # 16-78) located to the southwest. The Simpson mine storage pond is approximately 11 acres with 10 feet of freeboard. The total storage capacity available is 35,841,168 gallons. The mining activity will utilize a 650 gallon per minute pump and 4" pipe to dewater the North River Club mine. The maximum pumping rate is anticipated to be approximately 390,000 gallons per day for a period of 10 hours per day. Storm water from disturbed areas around the pit will be directed into the excavation areas. A Staff Gauge will be placed in the Simpson Mine Pit Basin and if it reaches maximum capacity mine dewatering activities shall cease, and the Simpson secondary dewatering/settling basin shall be used to release discharge water. The secondary basin is 68'x120'x4' foot deep, has a maximum pumping capacity permitted at 760 gallons per minute, a coir fiber baffle, and a 12" CMP riser discharging to a 10'x15' rip rap energy dissipator located in the adjacent vegetated ditch. From here discharge will flow towards Wading Creek at approximately 1.69 cubic ft/sec. Monitoring All storm water and waste water discharges within the permitted boundary associated with land disturbing activities shall be monitored, analyzed and reported as required by the NPDES General Permit No. NCG020000. The intent of the permit is to minimize potential negative impacts to water quality. The mine operator shall keep a copy of all records related to inspection. Reports, ect regarding storm water/waste water and provide these records to the Division of Water Quality as required by the General Permit. The BMP controls (silt fence, berm, vegetated swales ect) shall be inspected, at least weekly and within 24 hours following a storm event which produces discharge. The maintenance shall include, but is not limited to good housekeeping, repair of measures, cleaning out and maintaining the dewatering/settling basin. Replacement of any sediment filled rip rap will take place as necessary to prevent downstream impacts. If sediment enters any wetlands or other negative impacts are observed, operations shall cease, the Division of Water Quality shall be notified, and adequate preventative measures shall be promptly implemented to correct the problem, prior to resuming the mine dewatering operation. www.thomassimpsonconstruction.com
