Thank you again for your follow up on this important opportunity. I am attaching information that should provide Duke
Energy Progress with the required information for consideration under their Site Readiness Program.
Please note that the proposed business park location is in Duke Energy Progress (DEP) assigned territory and one portion
of the property is bisected by a DEP transmission line. There are two parcels that make up the 155 acre site and the
City's hopes to develop the site as a business pa�k with multiple lots. All utilities are on site or in close proximity and a
great deal of preliminary work with regard to water and sewer has already been done. As you will see in the
attachment, Norfolk Southern has already reviewed the site and determined it is suitable rail service.
With the sites strategic Iocation along US 70 corridor, just outside the praposed Havelock Bypass, and the availability of
rail service and all other major utilities, this site deserves serious consideration for participation in the Site Readiness
Program. Will Craven County be able to provide the $500 application fee required for consideration under this
program?

Duke Energy Carolinas is preparing to launch our 2414 Site Readiness Program. Since this program is
still a new offering in the Duke Progress service territory, I have attached both an averview and a
PowerPoint which will provide you more detail.
This Site Readiness program has threc major components:
• IniNal assessment of industrial sites (existing or potential) from the perspective of a top site-
selection consultant, McCallum Sweeney Consulting. (NOTE: For 2014 this phase will mirror the
first hvo steps of the McCallum Sweeney Site Certification Program for South Carolina; SC sites
that successfully complete this portion will be well on the way to official SC Certification. In NC,
the program is designed to be consistent with the NC Certified Sites Program, so that sites that
fully satisfy the Duke Site Readiness recommendations will be well on the path toward full NC
certification.)
• A more detailed "buildablc area" asscssment and conceptual plan for the sites by expert land-
use and site planners.
• A$10,000 matching grant for the counNes to begin implementing recommendations for the
sites.
This program is NOT a"ccrtification" program, but is intended to help local economic developers
evaluate potential sites and get their sites more "ready". To qualify a site must be suitable for large
industrial projects (or data centers) and Duke / Progress must have the right to serve the site {or compete
for service). Priority is given to sites of 75 acres or greater, but smaller sites may 6e considered.
To submit a site for consideration in this year's program, please send me your expression of interest (a
short email wil! be fine) by FRIDAY. FEBRUARY 21. I need to know the size, name and location of the
site. is it rnil served, is natural �as �vailable, and I must also ��erify that Duke can serve the site location.
If more sites are submitted than can be studied, then Duke reserves the right to screen sites based on size,
number of developable acres, and proximity of electrical infrastructure. If this situation develops we will
promptly notify you.
In early March Duke will notify the communities w6ose sites have been selected and they will be asked to
submit their project fee. The project fee is either $500 or $1,000 per site, based upon the economic tier of
`he county. Also at that time you will receive the initial Project Questionnaire (the McCallum Sweeney
�P) requesting the remaining information needed about the site and the region. Note that, as in the
past, Duke and our consultants will treat this questionnaire and your response as much like a real project
as is feasible. Please note that counties will be evaluated on the comuleteness and qualitv of t6eir
submittals. and on the site visits, so include all attachments and make your response as complete as
passible (however, we realize that some items will not be complete because these are potential sites, not
"ready" sites).
Please notify me as soon as possible if you have a site that you would like to have considered for this
year's programs.
