Thank you for your time and guidance as we attempt to move forward planning for Havelock Bypass.
As we discussed, we must be proactive and aggressive in order to get this project back to a reasonable
schedule. I believe we have a plan forward.
Unfortunately I received a call as I traveled back ta lohnston County. The 12/14 date I gave you for EIS
draft has now shifted to 01/15.
Hope a good, warmer weekend for all.

Downey said he has been working with the cifiy af Havelack and Craven County Economic
Development Director Timothy Downs over the last few monfihs.
"Something we have found in recruiting business and industry is that when you get that
opportunity to show off Eastern North Caralina and New Bern, they want the site pretty much
ready to go," he said. "They are not in the business of speculating whether they can get what
it takes to make the site ready for use. They'll just move on.
"I know there is quite a bit of renewed effort to recruit new employers, industry, not only
to Craven County, but to Havelock. But you have to listen to a lot of no's before you get one
yes. We want to be ready."
Downey said his company's engineers are daing baundary surveys, identifying environmentally
sensitive areas, doing soil testing and attempting to come up with a high level plan for
possible end uses and locations that work because af the transportation corridors.
Existing rail and plans for the U.S. 70 Havelack bypass with access to Lake Road appear to
make this site ideal, he said. Utilities expansion planned by the city and county are also
significant.

"Weyerhaeuser wants to partner with that entity as well as the city of Havelock to do

de�eloping about 1 percent of it over the last three decades. The first community developed
in this area was Pamlico Plantation. Greenbrier, with about S00 homes and a golf course, and
Taberna, with more than 8@9 homes and a golf course, followed in New Bern. Smaller, but still
substantial developments include Evans Mill and Homeplace.
Downey said while most of the work now is not visible and the plan may change significantly
before there is brick and mortar, he was willing ta talk aboufi the project because "I think
it will be interesting to people of Craven County that Weyerhaeuser has stepped out again to
spur economic development."
