REGAN Secretary LINDA CULPEPPER Interim Director Subject: Request for Additional Information Duke Energy Carolinas — Buck: Application for Permit to Construct a Water Supply Well Rowan County Dear Ms. Grohol: This letter is written to request further information related to the application for permit to construct a water supply system with a design capacity of 100,000 gallons per day (gpd) or greater at the Buck Steam Station located in Rowan County. The recently submitted permit application was received by the Division of Water Resources (DWR) Mooresville Regional Office (MRO) via email on December 12, 2017. Pursuant to Title 15A of the North Carolina Administration Code (NCAC) Subchapter 2C Well Construction (2C) Standards .0105(g)(5), DWR is requesting additional information as it is necessary before taking final action on your application. I SA NCAC 02C .0107(a)(4) requires a well or well system with a designed capacity of 100,000 gpd or greater to be located a sufficient distances from known or anticipated sources of groundwater contamination to prevent violation of applicable groundwater quality standards, resulting from movement of contaminants, in response to the operation of the well or well system at the proposed rate and schedule of pumping. The water supply wells are proposed in close proximity to the ash basin (approximately -570 feet). At this time, information available to DWR does not suggest the groundwater in the vicinity of the proposed water supply well has been contaminated and concentrations that have been observed are generally within established background concentrations. However, there is insufficient data to conclude operation of this water supply well will not result in movement of contaminants from the ash basin. Therefore, DWR requests Duke Energy Carolinas provide the following information: • Assessment (i.e., aquifer testing, modeling, etc.) of the effects of pumping at the proposed rate and schedule on potential radius of influence, groundwater flow, and potential contaminant migration from the ash basin. • A report detailing assessment activities, results, and findings should be submitted to the Division for review. • This report should be submitted under seal and signature of certifying licensed professional (P.E. or P.G.). Duke Energy Carolinas must demonstrate with reasonable certainty that operation of the proposed water supply well potential radius of influence will not extend immediately adjacent or beneath the ash basin -"` Nothing Compares" State of North Carolina I Environmental Quality 1611 Mail Service Center I Raleigh, North Carolina 27699-16111919-707-9000 and will not result in movement of contaminants from the ash basin. If this cannot be adequately demonstrated, the permit application may be considered incomplete thus not approvable by the Division. Your response is requested no later than February 16, 2018.
