DCM greatly appreciates the additional time that has been expended by NCDOT to provide corrected wetland boundaries, updated figures, and revised impact calculations. DCM also greatly appreciates the alignment modification at Wetland WP to reduce CAMA Wetland impacts by 0.1 acres, and the alignment modification at Wetland WT to reduce CAMA Wetland impacts by 0.1 acres. The updated figures appear to be accurate, with one exception. It appears as though Wetland WT may not be labelled correctly. Please contact DCM Transportation Field Representative Greg Daisey prior to the Concurrence Point 4B meeting to determine if a correction is needed. DCM is ready to sign the Concurrence Point 4A form. If possible, I would like to request that the following revisions be made to the Concurrence Point 4A form prior to signing to document the results of the NEPA/404 Merger Team discussions to date. I don't think the following proposed revisions conflict with any project decisions, but please let me know if you have any questions or concerns. DCM requests that the following statements be added to the Concurrence Point 4A form: •"The parking area and access path that are within the NCDOT Right-of-Way adjacent to the Colington Creek bridge shall be retained and shall remain open for public use after the project is complete. During construction, NCDOT will attempt to keep the parking area and access path open for public use as much as possible." •"There will be no impacts to the NCDOT Colington Cut and Colington Creek mitigation sites based on the actual slope stakes." DCM requests that the following edit be made to the Concurrence Point 4A form: •"The use of reduced shoulder widths to further reduce wetland impacts will be investigated during final design on the approaches to the existing bridge structures, in areas with CAMA AEC's, and alon� tan�ents with o� od sight distance." DCM acknowledges that the current impact calculations are based upon preliminary design slope stake limits plus an additiona125 feet, and therefore the impact calculations will decrease further as the final design is prepared. DCM looks forward to continuing conversations with the NEPA/404 Merger Team during final design regarding additional avoidance and minimization of impacts to wetlands and waters of the State, especially in areas of submerged aquatic vegetation and CAMA Wetlands. Such measures may include locations where the roadway horizontal alignment can be further refined, the roadway cross-section can be reduced, and steeper fill slopes can be practically and safely implemented through the use of rock plating, riprap, geogrid reinforced slope, retaining walls, or other measures. When preparing the hydraulic design, DCM requests that NCDOT maintain any existing and potential navigational usage and public trust access throughout the project area, including at the roadway crossings of these surface waters: PC/PD, PO/PP, and PJ/PK.
