Project Description: The NCDOT proposes to replace on the same alignment Bridge No. 11 on NC 308
(Mackey's Road) over Kendrick Creek in Washington County. Bridge No. 11 was built in 1949, and is
considered to structurally deiicient and functionally obsolete. The Area of Potential Effects (APE) for the
project will be centered on the bridge and measure 50 feet to either side of the centerline and about 500
feet from either end of the bridge. Overall, the APE will encompass about 120,275 square feet (2.76
acres), inclusive of the existing roadway and structure to be replaced.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
This project was originally received on Friday, February 19, 2016. In order to proceed with the review,
additional information was requested and later received on Wednesday, February 24, 2016. A map
review and site file search was conducted at the Office of State Archaeology (OSA) on Friday, February
19, 2016. No archaeological surveys have been conducted along this particular stretch of NC 308
(Mackey's Road [old SR 1300]); however, an archaeological survey was conducted for the Mackeys
Ferry Landing Tract, a subdivision off of NC 308 (see Poplin and Jones 1991 [Biblio# 2928]). In
addition, two (2) archaeological sites have been recorded within one-half (1/2) mile of the proposed
project. Digital copies of HPO's maps (Roper North Quadrangle) as well as the HPOWEB GIS Service
(http://gis.ncdcr.gov/hpoweb/) were last reviewed on Tuesday, March 2, 2016. There are no known
historic architectural resources located within or adjacent to the APE for which intact archaeological
deposits would be anticipated within the footprint of the proposed project. In addition, topographic maps,
historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and
inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement
within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other
erosive-type disturbances within and surrounding the archaeological APE.
Brief Explanation of why the available information provides a reliable basis for reasonablypredicting
that there are no unidentified historic properties in the APE:
This is a State-funded project that will require a Federal permit. Permanent and/or temporary utility and
drainage easements will not be required. At this time, we are in compliance with NC GS 121-12a, since
there are no eligible (i.e. National Register-listed) archaeological resources located within the project's
Area of Potential Effects (APE) that would require our attention. Based on the size of the APE, activities
should not take place beyond the NCDOT's existing 100-foot ROW. From an environmental perspective,
the APE falls within the northeastern Lower Coastal Plain region of North Carolina, and is composed

primarily of one (1) soil type: Dorovan muck (Do), a nearly level, very poorly drained soil type found on
the floodplains of Albemarle Sound and of major streams and their tributaries. The very poorly drained
soils have created wetland/swamp-like conditions along Kendrick Creek on both sides of NC 308
(Mackey's Road). Archaeological resources, both prehistoric and historic, would not be anticipated
within such an environmental setting. The Office of State Archaeology (OSA) has reviewed five (5)
projects within the vicinity of Bridge No. 11 for environmental compliance, ranging from boat ramp
construction (ER 85-7442), marina expansion (ER 95-9218), snagging and clearing Kendrick Creek (ER
91-0800), a subdivision (ER 91-7817), and a sand pit (ER OS-1581). Three of the iive projects were
essentially cleared by OSA based on their location within wetland areas (i.e. boat ramp, marina, and the
creek). Archaeological surveys, or at least a field inspection, were conducted for the subdivision and the
proposed sand pit because of their topographical situations, overlooking the confluence of Kendrick
Creek and Albemarle Sound. The inspection of the sand pit included a section of Altavista fine sandy
loam, 0-2% slopes (AaA); a small portion of this soil type is located within the APE. No archaeological
resources were recorded as a result of OSA's inspection (see Abbott 2005 [Biblio# 5582]). Although two
(2) archaeological sites were documented within the Mackeys Ferry Landing Tract, one consisted of a
diffuse scatter of historic and modern domestic refuse in a drainage ditch whereas the other was an
historic cemetery (1844-1857) with six marked gaves. Neither resource was considered eligible for the
National Register of Historic Places (NRHP), though the cemetery is afforded additional protection per
applicable State statutes (NCGS 65 or NCGS 70-3). With that in mind, please take note of the proposed
projecYs proximity to the Davenport Cemetery (i.e. west end of the APE). Staging areas and the storage
of equipment should not occur within the limits of the cemetery. Based on similar topographic and
hydrological situations for nearby projects previously cleared by OSA (see above), there is a very low
probability for prehistoric and/or historic archaeological sites to be present within the APE. Therefore, it
is believed that the current APE, as depicted, is unlikely to contain intact and significant archaeological
resources. No archaeological survey is required for this project. If design plans change or are made
available prior to construction, then additional consultation regarding archaeology will be required. At
this time, no further archaeological work is recommended. If archaeological materials are uncovered
during project activities, then such resources will be dealt with according to the procedures set forth for
"unanticipated discoveries," to include notification of NCDOT's Archaeology Group.
