PROJECT SUMMARY: The applicant proposes to construct eleven buildings providing 21 -residential units and one commercial unit and associated paved vehicular and pedestrian accessways. Atlantic View c/o LMG, Inc. Page 2 9. PROJECT DESCRIPTION: The project site is located at 19 E Salisbury Street, in the Town of Wrightsville Beach, New Hanover County. To locate the project site from Eastwood Road, travel approximately 3 miles south and continue across the drawbridge on US -74 E/US-76E/Wrightsville Avenue for 0.5 miles. Take a slight left onto W Salisbury Street. Continue for 1.3 miles until you cross Lumina Avenue and 19 E Salisbury will be on the left hand side, just behind Johnny Mercer's oceanfront pier. The project site is bordered on the north by Seagull Street and on the south by E Salisbury Street. The site consists of one 1.1 acre parcel with an elevation of approximately 6' above normal high water. Vegetation on the dune area of the project site consists of native beach vegetation including Yucca (Yucca spp.), Sea Oats (Uniola paniculata), Red Cedar (Juniperus virginiana), Saltmeadow Cordgrass (Spartina patens), Pennywort (Hydrocotyle bonariensis), and Seaside Goldenrod (Solidago sempervirens). Beyond the dune line the parcel has some remnant concrete pads, debris, and patches of lawn grasses. The site is currently undeveloped; however, there was a building on the parcel in early 2016 that was demolished in a fire. That building has been completely removed. The previous owner obtained a CAMA Major Permit (103-08), State Stormwater Permit (SW8 070802), LQS Permit No. NewHa-2008-052 for redevelopment of the property, but never initiated construction. The proposed project received a Conditional Use Permit from the Town of Wrightsville Beach. The waters of the Atlantic Ocean are classified as SB by the NC Division of Water Resources (DWR). The NC Division of Marine Fisheries (DMF) has not designated this area of the Atlantic Ocean as Primary Nursery Area and the waters adjacent to the proposed project are closed to the harvesting of shellfish. The project site IS located within an area of Wrightsville Beach that undergoes regular beach renourishment. The erosion rate for this area is 2' per year, creating a total Ocean Erodible Area AEC of 180'. PROPOSED PROJECT: The applicant proposes to construct eleven buildings providing 21 -residential units and one commercial unit and associated paved vehicular and pedestrian accessways. The applicant proposes to construct paved pedestrian accessways along Seagull St and E Salisbury Street to access each unit. There would be an elevated wooden accessway built off the existing concrete ramp that leads to Johnny Mercer's Pier that would be used to access Building K which would contain the one commercial unit. Along Seagull Street there would be two vehicular entry points to provide access to the parking on the ground level under each building. Buildings A through F would be located along Seagull Street and buildings G through K would be located along E Salisbury Street. Building K would have a heated square footage of 3,320 ft2 and, in addition to the one commercial unit, would contain one residential unit. The footprint of building K would measure 2,065 ft2. Buildings A through J would each have heated square footage of 3,099 ft2 and building footprints of 1,681 ft2 and each building would contain two residential units. The buildings would be a maximum of 40' in height. The proposed stormwater features would be constructed along E Salisbury Street and Seagull Street and additional infiltration areas would be located behind buildings G and H and buildings J and K. This area of Wrightsville Beach utilizes a pre -nourishment or "static" vegetation line since 1980. The Town of Wrightsville Beach has obtained and renewed the Static Line Exemption designation as per 15A NCAC 07J .1200. All the buildings would be located landward of the 60' setback from the first line of stable natural vegetation (see Sheet 2 of 3). Atlantic View c/o LMG, Inc. Page 3 As proposed, the entirety of buildings E, F, J and K and portions of buildings D and I, along with their associated accessways, would be the only structures located within the 180' Ocean Erodible Area of Environmental Concern. The application states that a State Stormwater Permit application has been submitted to the N.C. Division of Energy, Mineral and Land Resources (NCDEMLR). The application also states that a Letter of Approval from DEMLR — Land Quality Section (Project ID NewHa-2018-015) has been obtained for the Sedimentation and Erosion Control Plan. The application states that sewer and water supply services would be provided by the local municipality. 10. ANTICIPATED IMPACTS: The construction of the buildings would result in the disturbance of approximately 1.1 acres (47,916 ft2) of high ground, which appears to be partially redevelopment within the Ocean Erodible AEC. The application states that sewer and water supply services would be provided by the local municipality. The application states that a State Stormwater Permit application has been submitted to the N.C. Division of Energy, Mineral and Land Resources (NCDEMLR). The application also states that a Letter of Approval from DEMLR — Land Quality Section (Project ID NewHa-2018-015) has been obtained for the Sedimentation and Erosion Control Plan. DCM MP -1 Section 6.0 Additional Information 3.1 Section 6. a. Project Narrative 3.1.1 Introduction and Project Location The applicant, 19 E. Salisbury, LLC, purchased the property in May 2017 with the intent to complete the development at the vacant site. The property is located at 19 East Salisbury Street in Wrightsville Beach, New Hanover County (See Appendix A). 3.1.2 Existing Conditions The property is currently undeveloped vacant land with the exception of perimeter fencing and a paved parking lot for the former Sea Gull Motel (Appendix A, Sheet 1). The site had originally been approved for a mixed use development but has remained vacant for 10 years. 3.1.3 Proposed Action The applicant proposed to construct 11 buildings, 10 that have a 1,681-sf footprint and contain 2 residential units and 1 building with a 2,065-sf footprint that contains 1 residential unit and 1 commercial unit. Building K (Appendix A, Sheet 2) will have an elevated wooden accessway that connects from the commercial unit to the existing concrete ramp to Johnny Mercer's Pier. Associated stormwater controls, paved access, walkways, gates, fencing, parking and utilities will be constructed or installed. See Appendix A for details. A State Stormwater Management Permit was submitted to the Division of Energy, Mineral and Land Resources (DEMLR) in October 2017. The DEMLR Land Quality Section has issued a Letter of Approval (Project ID NEWHA- 2018-015) for the subject erosion and sedimentation control plan. The Town of Wrightsville Beach approved the Conditional Use Site Plan at the 11/9/17 Board of Alderman meeting.
