Project Description 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The Project Site is approximately 2.6 -acres consisting of an existing 2,300 -linear foot by 50 -foot wide utility right-of-way which encompasses a 12 -inch sewer line. The right-of-way begins at Freeway Dr./Business 29 and runs northwest to the UNIFI Manufacturing Inc. textile plant located at 2920 Vance Street Extension. The site has slightly varying topography with a small elevation change from north to south. The site drains to the southeast with Little Troublesome Creek flowing into the Haw River. See USGS Topo Map. 3b. List the total estimated acreage of all existing wetlands on the property: 0.19 Acres 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: The project site encompasses approximately 1,107 If of Perennial Little Troublesome Creek. 3d. Explain the purpose of the proposed project: The purpose of the proposed project is to replace approximately 2.300 -feet of an existing 12 -inch diameter sewer line with 18 - inch sewer line to allow for an increase in capacity and function necessary to facilitate an expansion to the existing UNIFI Inc. facility in Reidsville. NC. 3e. Describe the overall project in detail, including the type of equipment to be used: The City of Reidsville proposes the construction of an approximately 2,300 linear foot 18 -inch sewer line and associated infrastructure. The proposed 18 -inch sewer line will be installed approximately 4 to 6 feet to the west and paralleling an existing 12 -inch sewer line (see Plan Sheets). Work will be completed starting along Freeway Dr./Business 29 and run northwest primarily through an existing right-of- way, parallel to the west of the existing sewer line and continue northwest to the UNIFI Manufacturing Inc. textile plant located at 2920 Vance Street Extension (see Location Map). The proposed sewer line will cross Little Troublesome Creek (Proposed Crossing #1 — Impact S1 — 37LF) to the west of Freeway Drive. The stream crossing impacts will be temporary as an open trench directional dig, and stream diversion. The work will be completed in the dry using temporary pipe or pump around diversion (see Plan Sheet C-501). The proposed line will also cross through two riparian wetland areas (Wetland A and Wetland B) in this location. The crossing of Wetland A will result in approx. 0.002 -acres of temporary impacts (Impact W1) due to trenching and side casting of materials. The crossing of Wetland B will result in 0.05 -acres of temporary impacts (Impact W2) due to trenching and side casting of materials. Approx. 0.03 -acres of the impacts to Wetland B will convert forested wetland to herbaceous wetland as the vegetation will be removed and the area maintained as permanent right-of-way (see Impact Map). The proposed sewer line will then cross Little Troublesome Creek a second time (Proposed Crossing #2 — Impact S2 — 40LF). These stream crossing impacts will again be temporary as open trench directional dig and stream diversion measures. The work will be completed in the dry using temporary pipe or pump around diversion. The proposed sewer line will then reach Proposed Crossing #3 which will impact a non -jurisdictional drainage (UT -Little Troublesome Creek) (see Impact Map). The remainder of the project area consists of upland before terminating at Vance Street Extension. Excavated wetland material will be side cast and used as backfill in Wetlands A and B, and wetland areas will be returned to original contours and stabilized with an erosion control and native NC wetland seed mix. Impacted stream crossing areas will be stabilized using coir matting, and erosion control and native NC riparian seed mix. Stream banks and bed will be returned to their original elevations and contours. General construction equipment will be used including excavators, track -hoes, and dump trucks. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Identified wetland areas and jurisdictional stream corridors shall be avoided to the maximum extent possible by shifting the alignment and narrowing the construction corridor in this area. Construction shall take place within existing right of way when possible. Stream channel crossings shall be designed as to be near -perpendicular, or as near as possible when limited by site constraints. b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Streams and wetlands will be protected during sewer line construction using silt fence, excavated material will be placed on the far side of the construction corridor to avoid siltation. Site conditions will be fully stabilized following work including re-establishing vegetation using native plant seed mix and/or erosion control seed mix. Disturbed streambanks will be returned to original contours and stabilized using erosion control matting and native plant seed mix. Standard erosion control measures will be employed to prevent sediment pollution of adjacent waters. No sediment and erosion control measures shall be placed in the stream channel except for measures associated with stream diversion measures. A temporary pipe or pump -around diversion will be used on all stream crossings so that all work will occur in the dry. 2. Please remember that obligations tinder section 7 consultation must be reconsidered if: (1) new information reveals impacts of this identified action that may affect listed species or critical habitat in a manner not previously considered; (2) this action is subsequently modified in a manner that was not considered in this review; or, (3) a new species is listed or critical habitat determined that may be affected by the identified action, However, the Service is concerned about the potential impacts the proposed action might have on aquatic species. Aquatic resources are highly susceptible to sedimentation.
