project is to replace and expand an existing sewer line. A NWP-12 is requested to complete the proposed

Environmental Quality, Division of Water Resources, requesting written approval solely for Buffer Rules.

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The Project Site is approximately 2.6 -acres consisting of an existing 2,300 -linear foot by 50 -foot wide utility right-of-way
which encompasses a 12 -inch sewer line. The right-of-way begins at Freeway Dr./Business 29 and runs northwest to
the UNIFI Manufacturing Inc. textile plant located at 2920 Vance Street Extension. The site has slightly varying
topography with a small elevation change from north to south. The site drains to the southeast with Little Troublesome
Creek flowing into the Haw River. See USGS Topo Map.

The project site encompasses approximately 1,107 If of Perennial Little Troublesome Creek.

The purpose of the proposed project is to replace approximately 2.300 -feet of an existing 12 -inch diameter sewer line with 18 -
inch sewer line to allow for an increase in capacity and function necessary to facilitate an expansion to the existing UNIFI Inc.
facility in Reidsville. NC.
3e. Describe the overall project in detail, including the type of equipment to be used:
The City of Reidsville proposes the construction of an approximately 2,300 linear foot 18 -inch sewer line and associated
infrastructure. The proposed 18 -inch sewer line will be installed approximately 4 to 6 feet to the west and paralleling an
existing 12 -inch sewer line (see Plan Sheets).
Work will be completed starting along Freeway Dr./Business 29 and run northwest primarily through an existing right-of-
way, parallel to the west of the existing sewer line and continue northwest to the UNIFI Manufacturing Inc. textile plant
located at 2920 Vance Street Extension (see Location Map). The proposed sewer line will cross Little Troublesome
Creek (Proposed Crossing #1 — Impact S1 — 37LF) to the west of Freeway Drive. The stream crossing impacts will be
temporary as an open trench directional dig, and stream diversion. The work will be completed in the dry using
temporary pipe or pump around diversion (see Plan Sheet C-501). The proposed line will also cross through two
riparian wetland areas (Wetland A and Wetland B) in this location. The crossing of Wetland A will result in approx.
0.002 -acres of temporary impacts (Impact W1) due to trenching and side casting of materials. The crossing of Wetland
B will result in 0.05 -acres of temporary impacts (Impact W2) due to trenching and side casting of materials. Approx.
0.03 -acres of the impacts to Wetland B will convert forested wetland to herbaceous wetland as the vegetation will be
removed and the area maintained as permanent right-of-way (see Impact Map). The proposed sewer line will then
cross Little Troublesome Creek a second time (Proposed Crossing #2 — Impact S2 — 40LF). These stream crossing
impacts will again be temporary as open trench directional dig and stream diversion measures. The work will be
completed in the dry using temporary pipe or pump around diversion. The proposed sewer line will then reach
Proposed Crossing #3 which will impact a non -jurisdictional drainage (UT -Little Troublesome Creek) (see Impact Map).
The remainder of the project area consists of upland before terminating at Vance Street Extension.
Excavated wetland material will be side cast and used as backfill in Wetlands A and B, and wetland areas will be
returned to original contours and stabilized with an erosion control and native NC wetland seed mix. Impacted stream
crossing areas will be stabilized using coir matting, and erosion control and native NC riparian seed mix. Stream banks
and bed will be returned to their original elevations and contours.
General construction equipment will be used including excavators, track -hoes, and dump trucks.

Impact Justification and Mitigation

Avoidance and Minimization

Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Identified wetland areas and jurisdictional stream corridors shall be avoided to the maximum extent possible by shifting
the alignment and narrowing the construction corridor in this area. Construction shall take place within existing right of
way when possible. Stream channel crossings shall be designed as to be near -perpendicular, or as near as possible
when limited by site constraints.
b.
Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Streams and wetlands will be protected during sewer line construction using silt fence, excavated material will be placed
on the far side of the construction corridor to avoid siltation. Site conditions will be fully stabilized following work including
re-establishing vegetation using native plant seed mix and/or erosion control seed mix. Disturbed streambanks will be
returned to original contours and stabilized using erosion control matting and native plant seed mix. Standard erosion
control measures will be employed to prevent sediment pollution of adjacent waters. No sediment and erosion control
measures shall be placed in the stream channel except for measures associated with stream diversion measures. A
temporary pipe or pump -around diversion will be used on all stream crossings so that all work will occur in the dry.

GENERAL EROSION CONTROL NOTES

1. FINISH GRADE TOLERANCES SHALL BE AS NOTED IN THE SPECIFICATIONS. THE ENGINEER MAY
MAKE GRADE CHANGES AS REQUIRED IN THE FIELD WITHOUT EFFECTING THE UNIT BID PRICE
FOR UNCLASSIFIED EXCAVATION.
2. UNLESS OTHERWISE STATED, ALL FILL AREAS SHALL BE CONSTRUCTED IN LAYERS OF 8" MAXIMUM
THICKNESS, WITH WATER ADDED OR SOIL CONDITIONED TO THE OPTIMUM MOISTURE CONTENT AS
DETERMINED BY THE ENGINEER AND COMPACTED WITH A SHEEP'S FOOT ROLLER TO A COMPACTION
EQUAL TO OR GREATER THAN 95% (100% IN THE TOP 2' OF THE SUB GRADE BELOW ROADWAYS AND
PARKING LOTS) OF THE DENSITY OBTAINED BY COMPACTING A SAMPLE OF THE MATERIAL IN
ACCORDANCE WITH THE STANDARD PROCTOR METHOD OF MOISTURE -DENSITY RELATIONSHIP TEST,
ASTM D698 OR AASHTO-99 UNLESS SPECIFIED IN OTHER SPECIFICATIONS.
3. ENTIRE AREA TO BE GRADED SHALL BE CLEARED AND GRUBBED. NO FILL SHALL BE PLACED ON
ANY AREA NOT CLEARED AND GRUBBED.
4. ALL SOIL EROSION CONTROL MEASURES REQUIRED BY THE GRADING PLAN SHALL BE PERFORMED
PRIOR TO GRADING, CLEARING OR GRUBBING. ALL EROSION CONTROL DEVICES SUCH AS SILT
FENCES, ETC., SHALL BE MAINTAINED IN WORKABLE CONDITION FOR THE LIFE OF THE PROJECT
AND SHALL BE REMOVED AT THE COMPLETION OF THE PROJECT ONLY ON THE ENGINEER'S
APPROVAL PAYMENT SHALL BE CONSIDERED INCIDENTAL TO CLEARING AND GRUBBING. IF DURING
THE LIFE OF THE PROJECT, A STORM CAUSES SOIL EROSION WHICH CHANGES FINISH GRADES OR
CREATES "GULLIES" AND "WASHED AREAS", THESE SHALL BE REPAIRED AT NO EXTRA COST, AND
ALL SILT WASHED OFF OF THE PROJECT SITE ONTO ADJACENT PROPERTY SHALL BE REMOVED AS
DIRECTED BY THE ENGINEER AT NO EXTRA COST. THE CONTRACTOR SHALL ADHERE TO ANY
APPROVED EROSION CONTROL PLANS WHETHER INDICATED IN THE CONSTRUCTION PLANS OR UNDER
SEPARATE COVER.
5. DISPOSABLE MATERIAL
A. CLEARING AND GRUBBING WASTES SHALL BE REMOVED FROM THE SITE AND PROPERLY
DISPOSED OF BY THE CONTRACTOR AT HIS EXPENSE, UNLESS SPECIFIED OTHERWISE.
B. SOLID WASTES TO BE REMOVED, SUCH AS SIDEWALKS, CURBS, PAVEMENT, ETC., MUST BE
PLACED IN SPECIFIC DISPOSAL AREAS DELINEATED ON THE PLANS OR REMOVED FROM THE
SITE AS REQUIRED BY THE SPECIFICATIONS. THIS MATERIAL SHALL HAVE A MINIMUM COVER
OF 2'. THE CONTRACTOR SHALL MAINTAIN SPECIFIED COMPACTION REQUIREMENTS IN THESE
AREAS. WHEN DISPOSAL SITES ARE NOT PROVIDED, THE CONTRACTOR SHALL REMOVE THIS
WASTE FROM THE SITE AND PROPERLY DISPOSE OF IT AT HIS EXPENSE.
C. ABANDONED UTILITIES SUCH AS CULVERTS, WATER PIPE, HYDRANTS, CASTINGS, PIPE
APPURTENANCES, UTILITY POLES, ETC., SHALL BE THE PROPERTY OF THE SPECIFIC UTILITY
AGENCY, OR COMPANY HAVING JURISDICTION. BEFORE THE CONTRACTOR CAN REMOVE,
DESTROY, SALVAGE, REUSE, SELL OR STORE FOR HIS OWN USE ANY ABANDONED UTILITY,
HE MUST PRESENT TO THE OWNER WRITTEN PERMISSION FROM THE UTILITY INVOLVED.
D. ON SITE BURNING IS AN ACCEPTABLE METHOD OF DISPOSING OF FLAMMABLE WASTES. WHEN
BURNING IS ANTICIPATED, THE CONTRACTOR SHALL BE RESPONSIBLE FOR OBTAINING ALL
NECESSARY PERMITS AND MEETING GOVERNING CODES. THE CONTRACTOR SHALL NOTIFY
THE ENGINEER OR HIS REPRESENTATIVE AS TO THE SPECIFIC LOCATION OF BURNING.
AFTER BURNING IS COMPLETED, PURE ASH MAY BE DISPOSED OF BY MIXING WITH FILL
DIRT. ALL MATERIAL NOT TOTALLY BURNED SHALL BE DISPOSED OF AS SPECIFIED IN "B"
ABOVE. THE CONTRACTOR SHALL NOT HOLD UP WORK PROGRESS FOR THE PURPOSE OF
WAITING FOR A "BURNING DAY".
6. IN THE EVENT EXCESSIVE GROUNDWATER OR SPRINGS ARE ENCOUNTERED WITHIN THE LIMITS OF
CONSTRUCTION, THE CONTRACTOR SHALL INSTALL NECESSARY UNDER DRAINS AND STONE
AS DIRECTED BY THE ENGINEER. ALL WORK SHALL BE PAID BASED UPON UNIT BIDS,
UNLESS SPECIFIED OTHERWISE.
7. THE CONTRACTOR IS RESPONSIBLE FOR THE COORDINATION OF ADJUSTMENT OF ALL UTILITY
SURFACE ACCESSES WHETHER HE PERFORMS THE WORK OR A UTILITY COMPANY PERFORMS THE WORK.
8. THE CONTRACTOR SHALL CONTROL ALL "DUST" BY PERIODIC WATERING AND SHALL PROVIDE ACCESS
AT ALL TIMES FOR PROPERTY OWNERS WITHIN THE PROJECT AREA AND FOR EMERGENCY VEHICLES.
ALL OPEN DITCHES AND HAZARDOUS AREAS SHALL BE CLEARLY MARKED IN ACCORDANCE WITH THE
SPECIFICATIONS.
9. ALL AREAS WHERE THERE IS EXPOSED DIRT SHALL BE SEEDED, FERTILIZED AND MULCHED
ACCORDING TO THE SPECIFICATIONS. THE FINISHED SURFACE SHALL BE TO GRADE AND SMOOTH,
FREE OF ALL ROCKS LARGER THAN 3", EQUIPMENT TRACKS, DIRT CLODS, BUMPS, RIDGES AND
GOUGES PRIOR TO SEEDING; THE SURFACE SHALL BE LOOSENED TO A DEPTH OF t4"-6" TO
ACCEPT SEED. THE CONTRACTOR SHALL NOT PROCEED WITH SEEDING OPERATIONS WITHOUT FIRST
OBTAINING THE ENGINEER'S APPROVAL OF THE GRADED SURFACE. ALL SEEDING SHALL BE
PERFORMED BY A MECHANICAL "HYDRO -SEEDER". HAND SEEDING SHALL BE AUTHORIZED ON AN AREA
BY AREA APPROVAL BY THE ENGINEER.
10. WHERE SPECIFIED, STORM DRAIN PIPE SHALL BE CORRUGATED METAL PIPE (CMP) CONFORMING TO
AASHTO M-36, WITH RE -ROLLED ENDS TO ACCOMMODATE CORRUGATED COUPLING BANDS. 18" PIPE
SHALL BE 16 GAUGE, 24" AND 30" PIPE SHALL BE 14 GAUGE AND 36" PIPE AND OVER SHALL BE
12 GAUGE AS SPECIFIED ON THE PLANS, PIPE AND COUPLING BANDS SHALL CONFORM TO NCDOT 1032-3
FOR PLAIN PIPE OR 1032-4 (A) FOR BITUMINOUS COATED AND PARTIALLY PAVED PIPE. DIMPLE BANDS
SHALL NOT BE USED.
WHERE SPECIFIED, STORM DRAIN PIPE SHALL BE REINFORCED CONCRETE PIPE (RCP) CONFORMING TO
AASHTO M-170, AS CONTAINED IN NCDOT STANDARD SPECIFICATION 1032-9 FOR WALL "B" TYPE.
WHERE SPECIFIED, ALL STORM DRAIN PIPE SHALL BE HIGH DENSITY POLYETHYLENE (HDPE). SMOOTH

ARE STABILIZED FOR THAT 1000' SECTION. UPON STABILIZATION OF THAT SECTION ANOTHER 1000' SECTION CAN

ALL STREAM CROSSINGS AND PERENNIAL STREAMS WILL BE ALIGNED WITH THE NATURAL STREAM PATTERNS ABOVE
AND BELOW THE PROPOSED ROAD. ARCH CULVERTS WILL BE USED AND FOOTERS WILL BE CONSTRUCTED IN
UNDISTURBED BANKS AWAY FROM THE STREAM FLOW.
PROCEED WITH GRADING, CLEARING AND GRUBBING. NOTE: NO OFF SITE DISPOSAL OF MATERIAL IS ALLOWED
UNLESS THE DISPOSAL SITE HAS AN APPROVED EROSION CONTROL PLAN.

FEDERAL NPDES STORMWATER PHASE II REQUIREMENTS SHALL BE MET BY THE
CONTRACTOR FOR ALL CONSTRUCTION SITES LARGER THAN 1 ACRE. THESE REQUIREMENTS
ARE SUMMARIZED AS FOLLOWS:
1. - IMPLEMENT THE APPROVED EROSION AND SEDIMENTATION CONTROL PLAN AND
KEEP A COPY OF THE PLAN ON SITE. DEVIATION FROM THE APPROVED EROSION
AND SEDIMENTATION CONTROL PLAN WILL BE CONSIDERED A VIOLATION OF THE
FEDERAL NPDES GENERAL PERMIT.
2. - PREVENT SPILLING OF FUELS. LUBRICANTS, COOLANTS, HYDRAULIC FLUIDS, AND
ANY OTHER PETROLEUM PRODUCTS ONTO THE GROUND OR INTO SURFACE WATERS.
DISPOSE OF SPENT FUELS APPROPRIATELY.
3. - USE HERBICIDES, PESTICIDES, AND FERTILIZER IN A MANNER CONSISTENT WITH THE
FEDERAL INSECTICIDE, FUNGICIDE AND RODENTICIDE ACT AND IN ACCORDANCE WITH
LABEL RESTRICTIONS.
4. - CONTROL MANAGEMENT AND DISPOSAL OF UTTER AND SANITARY WASTE FROM
THE SITE SO THAT NO ADVERSE IMPACTS TO WATER QUALITY OCCUR.
5. - INSPECT ALL EROSION AND SEDIMENTATION CONTROL FACILITIES EVERY SEVEN
CALENDAR DAYS (TWICE IN SEVEN CALENDAR DAYS FOR STORMWATER DISCHARGES
TO STREAMS ON THE LATEST EPA -APPROVED 303(d) UST) AND WITHIN 24 HOURS
OF ANY STORM EVENT OF MORE THAN 0.5 INCH OF RAIN IN A 24-HOUR PERIOD.
MAINTAIN A RAIN GAUGE ON SITE AND KEEP A RECORD OF THE RAINFALL
AMOUNTS AND DATES.
6. - OBSERVE STORMWATER RUNOFF DISCHARGES AND LOOK FOR CLARITY, FLOATING
SOLIDS, SUSPENDED OILS, OIL SHEEN AND OTHER OBVIOUS INDICATORS OF
POLLUTION AND EVALUATE THE EFFECTIVENESS OF THE EROSION AND
SEDIMENTATION CONTROL MEASURES. IF SEDIMENTATION IS LEAVING THE DISTURBED
AREA, TAKE IMMEDIATE ACTION TO CONTROL THE DISCHARGE.
7. - KEEP A RECORD OF INSPECTIONS. RECORD ANY VISIBLE SEDIMENTATION FOUND
OUTSIDE THE DISTURBED LIMIT AND RECORD MEASURES TAKEN TO CLEAN UP THE
SEDIMENT. MAKE THESE RECORDS AVAILABLE TO THE DIVISION OF WATER QUALITY
OR ITS AUTHORIZED AGENT UPON REQUEST.
8. - MAINTAIN EROSION AND SEDIMENT CONTROL MEASURES TO KEEP THEM OPERATING
AT OPTIMUM EFFICIENCY.
CONTACT THE ENGINEER FOR A COPY OF THE GENERAL PERMIT TO DISCHARGE
STORMWATER UNDER THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM.
VIOLATIONS OF THE NPDES STORMWATER RULES CONSTITUTE A VIOLATION OF THE
FEDERAL CLEAN WATER ACT AND ARE SUBJECT TO CIVIL PENALTIES OF UP TO
$27,000 PER DAY. UNDER STATE LAW, A DAILY CIVIL PENALTY OF $10,000 PER

NCDEQ GENERAL CONDITIONS
1. FOR ALL UTILITY LINES CONSTRUCTED WITHIN WETLANDS, AN ANIT–SEEP COLLAR SHALL BE PLACED AT THE DOWNSTREAM (UTILITY LINE GRADIENT) WETLAND BOUNDARY AND EVERY 150 FEET
UP THE GRADIENT UNTIL THE UTILITY EXITS THE WETLAND. ANTI–SEEP COLLARS MAY BE CONSTRUCTED WITH CLASS B CONCRETE, COMPACTED CLAY, PVC PIPE, OR METAL COLLARS. WETLAND
.CROSSINGS THAT ARE DIRECTIONALLY DRILLED, AND PERPENDICULAR WETLAND CROSSINGS THAT ARE OPEN CUT AND LESS THAN 150 FEET LONG DO NOT REQUIRE ANTI–SEEP COLLARS.
2. THE MIXING OF TOPSOIL AND SUBSOILS WITHIN THE WETLANDS ALONG UTILITY CORRIDORS SHALL BE MINIMIZED TO THE GREATEST EXTENT PRACTICAL. DURING EXCAVATION, THE SOILS SHALL
BE PLACED ON FABRIC TO MINIMIZE IMPACTS WHENEVER POSSIBLE. TOPSOIL EXCAVATED FROM UTILITY TRENCHES WILL BE PILED SEPARATELY FROM SUBSOILS AND WILL BE BACKFILLED INTO
THE TRENCH ONLY AFTER THE SUBSOILS HAVE BEEN PLACED AND COMPACTED.
3. SEDIMENT AND EROSION CONTROL MEASURES SHALL NOT BE PLACED IN WETLANDS OR WATERS EXCEPT WITHIN THE FOOTPRINT OF PERMITTED TEMPORARY OR PERMANENT IMPACTS.
4. EROSION CONTROL MATTING THAT INCORPORATES PLASTIC MESH AND/OR PLASTIC TWINE SHALL NOT BE USED ALONG STREAMBANKS OR WITHIN WETLANDS.
5. ALL WORK IN OR ADJACENT TO STREAMS SHALL BE CONDUCTED SO THAT THE FLOWING STREAM DOES NOT COME IN CONTACT WITH THE DISTURBED AREA.
6. PERMANENT CULVERTS SHALL BE DESIGNED AND INSTALLED IN SUCH A MANNER THAT THE ORIGINAL STREAM PROFILES ARE NOT ALTERED AND ALLOW FOR AQUATIC LIFE MOVEMENT DURING
LOW FLOWS.
7. ALL TEMPORARY FILL AND CULVERTS SHALL BE REMOVED AND THE IMPACTED AREA SHALL BE RETURNED TO NATURAL CONDITIONS WITHIN 60 CALENDAR DAYS AFTER THE TEMPORARY
IMPACT IS NO LONGER NECESSARY. THE IMPACTED AREAS SHALL BE RESTORED TO ORIGINAL GRADE, INCLUDING EACH STREAM'S ORIGINAL CROSS–SECTIONAL DIMENSIONS, PLANFORM
PATTERN, AND LONGITUDINAL BED PROFILE. ALL TEMPORARILY IMPACTED SITES SHALL BE RESTORED AND STABILIZED WITH NATIVE VEGETATION.
8. ANY RIP–RAP REQUIRED FOR PROPER CULVERT PLACEMENT, STREAM STABILIZATION, OR RESTORATION OF TEMPORARILY DISTURBED AREAS SHALL BE RESTRICTED TO THE AREA DIRECTLY

Dear Mr. Swaim:
This letter is to inform you that a list of all federally -protected endangered and threatened species
with known occurrences in North Carolina is now available on the U.S. Fish and Wildlife
Service's (Service) web page at http://www.fws.gov/raleigh. Therefore, if you have projects that
occur within the Raleigh Field Office's area of responsibility (see attached county list), you no
longer need to contact the Raleigh Field Office for a list of federally -protected species.
Our web page contains a complete and frequently updated list of all endangered and threatened
species protected by the provisions of the Endangered Species Act of 1973, as amended (16
U.S.C. 1531 et seq.)(Act), and a list of federal species of concernt that are known to occur in
each county in North Carolina,
Section 7 of the Act requires that all federal agencies (or their designated non-federal
representative), in consultation with the Service, insure that any action federally authorized,
funded, or carried out by such agencies is not likely to jeopardize the continued existence of any
federally -listed endangered or threatened species. A biological assessment or evaluation may be
prepared to fulfill that regturemPnt._aad r; deterrnining vv,.ether addition 1 consultation .ill. the
Service is necessary. In addition to the federally -protected species list, information on the
species' life histories and habitats and information on completing a biological assessment or
evaluation and can be found on our web page at http://www.fws.gov/raleigh. Please check the
web site often for updated information or changes.
t The term "federal species of concern" refers to those species vvhiclti the Service believes might be in need of
concentrated conservation actions. Federal species of concern receive no legal protection and tlieir designation does
not necessarily imply that the species will eventually be proposed for listing as a federally endangered or threatened
species. However, we recommend that all practicable measures be taken to avoid or minimize adverse impacts to
federal species of concern.
If your project contains suitable habitat for any of the federally -listed species known to be
present within the county where your project occurs, the proposed action has the potential to
adversely affect those species. As such, we recommend that surveys be conducted to determine
the species' presence or absence within the project area. The use of North Carolina Natural
Heritage program data should not be substituted for actual field surveys.
If you determine that the proposed action may affect (i.e., likely to adversely affect or not likely
to adversely affect) a federally -protected species, you should notify this office with your
determination, the results of your surveys, survey methodologies, and an analysis of the effects
of the action on listed species, including consideration of direct, indirect, and cumulative effects,
before conducting any activities that might affect the species. If you determine that the proposed
action will have no effect (i.e., no beneficial or adverse, direct or indirect effect) on federally
listed species, then you are not required to contact our office for concurrence (unless an
Environmental Impact Statement is prepared). However, you should maintain a complete record
of the assessment, including steps leading to your determination of effect, the qualified personnel
conducting the assessment, habitat conditions, site photographs, and any other related articles.
With regard to the above -referenced project, we offer the following remarks. Our comments are
submitted pursuant to, and in accordance with, provisions of the Endangered Species Act.
Based on the information provided and other information available, it appears that the proposed
action is not likely to adversely affect any federally -listed endangered or threatened species, their
formally designated critical habitat, or species currently proposed for listing under the Act at
these sites. We believe that the requirements of section 7(a)(2) of the Act have been satisfied for
your project. Please remember that obligations tinder section 7 consultation must be
reconsidered if: (1) new information reveals impacts of this identified action that may affect
listed species or critical habitat in a manner not previously considered; (2) this action is
subsequently modified in a manner that was not considered in this review; or, (3) a new species
is listed or critical habitat determined that may be affected by the identified action,
However, the Service is concerned about the potential impacts the proposed action might have
on aquatic species. Aquatic resources are highly susceptible to sedimentation. Therefore, we
recommend that all practicable measures be taken to avoid adverse impacts to aquatic species,
including implementing directional boring methods and stringent sediment and erosion control
measures. An erosion and sedimentation control plan should be submitted to and approved by
the North Carolina Division of Land Resources, Land Quality Section prior to construction.
Erosion and sedimentation controls should be installed and maintained between the construction
site and any nearby down -gradient surface waters. In addition, we recommend maintaining
natural, vegetated buffers on all streams and creeks adjacent to the project site.
The North Carolina Wildlife Resources Commission has developed a Guidance Memorandum (a
copy can be found on our website at (http://www.fws.gov/raleigh) to address and mitigate
secondary and cumulative impacts to aquatic and terrestrial wildlife resources and water quality.
We recommend that you consider this document in the development of your projects and in
completing an initiation package for consultation (if necessary).
