County: Chatham, Lee Document: State E A/ F O N S I Funding: � State ❑ Federal � Yes ❑ No Permit Type: nw3 or nw14 Project Description: NCDOT proposes to rehabilitate or replace Bridge No. 0019 on NC 42 (Carbonton Road) over the Deep River at the Chatham and Lee County border. While this is a state funded project, it will require a USACE permit. Therefore, this is a federal undertaking and Section 106 of the National Historic Preservation Act applies for archaeological review. NCDOT Division staff provided useful information regarding the project, including preliminary plans from which an archaeological Area of Potential Effects (APE) is clear. For purposes of this review, the APE is about 1000 feet long starting just east of the Aberdeen Carolina & Western Railroad then over the river down 42. The width is about 120 feet wide roughly centered on the bridge and will include construction easements and new ROW. A replace-in-place design on the same alignment is expected. An offsite detour is available, so no on-site, temporary bridge impacts are expected. Much of the APE has already been modiiied by the construction of the existing NC 42 and bridge, and later, for staging of the removal of the Carbonton dam about a decade ago (c. 2006). The brick and concrete Sand Hill Power Co. Hydroelectric powerhouse still stands, at least the exterior walls, on the Deep River banks about 100 feet north of the APE. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: USGS mapping (Goldston) and aerial photography was studied (see Figures 1 and 2). The surrounding topography is dominated by the Deep River, Bridge No. 0019 and NC 42. The Carbonton Dam was, until around 2006, part of the setting, though it has since been removed. The associated, multi-storied powerhouse rests on the Deep River banks, about 100 feet northeast of the APE. Virtual drive-by was available using Google and Bing maps. Google Earth Pro and Chatham and Lee County GIS websites also contained abundant aerial photography and, with Google Earth, associated still pictures from differing angles and times showing the bridge, powerhouse and dam. Some of aerials and images (see Figures 2 and 3) show the project location at the time of the dam removal, a substantial earthmoving and construction project. The photography, still and aerial with push piles, staging and heavy equipment, show that the bulk of the APE has been heavily altered. No obvious cemeteries were observed during the virtual drive by, and the USGS mapping shows no cemetery in proximity to the project. GIS-based cemetery data maintained by NCDOT archaeologist, Paul J. Mohler, also shows no cemetery nearby. Historic maps, deeds and plat maps were examined, confirming the current relationship between the river, bridge, NC 42, railroad and powerhouse is long standing. Of note, utilities, notably electric, are present as easements along the margins of the APE. "No ARCHAEOLOCY SURVEYREQCIIRED "form for the Amended Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 6 Project Tracking No.: 17-07-0026 The Office of State Archaeology was visited in August, 2017 to review archaeological mapping and to reference any known archaeological surveys and sites. No archaeological Environmental Reviews were shown at the project location on mapping, however, a reference to HPO's ER 04-2232 was later noted. OSA shows USGS mapping with site 31Ch903** recording the Carbonton Lock and Dam which was researched as part of The Cape Fear River Atlas (W.E. Trout, III). The rocks associated with an earlier crib dam are a short distance downstream from the concrete dam which was built in the 1920s but removed around 2006. The site is outside of the current APE and will not be affected. There is no archaeological site form for the now removed, twentieth century dam or the 1930s powerhouse. The twentieth century dam and powerhouse remains adjacent to the APE are noted on HPOWeb. The Sand Hill Power Company Hydroelectric, LE0106 was placed on the Study List in 1992 and apparently determined eligible for the NRHP in 2005. As part of mitigation of the Deep River Restoration Project, it was photodocumented and drawn prior to proposed demolision, however it wasn't removed. On the other hand, a big component of the Deep River Restoration Project was the removal of the concrete dam around 2006. No longer present, it is noted on HPOWeb as CH0677, determined eligible under Criterion A for industry and Criterion C for architecture and engineering (HPO letter, dated February 1, 2005 - ER 04- 2232). The entire parcel is the NRHP boundary, according to the evaluation (Brown/LJRS December 2004). NCDOT Architectural Historian, Shelby Reap, notes the presence of the historic property stating "the rehabilitation of the Chatham County Bidge 19 will not have any effect on the powerhouse structure" on the Historic Architecture and Landscapes No Histaric Properties Present of Affected Form dated August 9, 2017. For this undertaking, the proposed bridge rehabilitation or replacement of the existing transportation facility, Bridge No. 0019, the project footprint is expected to be limited though some new ROW and easements are required for an expanded width. The majority of the existing APE has been modified for the current roadway, bridge and utilities. Further, the parcels east of the Deep River have been majorly disturbed recently when they were used as access and staging areas for the demolision of the dam spaning the Deep River. The confined, well defined APE likely contains disturbed soils present mainly as mixed fill. Encountering newly discovered archaeological sites, especially any that may be intact and significant, is unlikely. The project should be considered compliant with Section 106. No archaeological survey is recommended for this undertaking as currently proposed. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The scale and nature of the project is limited to the rehabilitation or replacement of an existing bridge at the same location with an expanded footprint. Previous construction for the bridge, road and utilities, and also recent massive earthmoving as part of a dam removal, has majorly disturbed the APE soils. NCDOT staff concluded that there would be no affect on the powerhouse, part of the NRHP property adj acent to the current roadway and partially overlapping the APE where ROW and easement expansions are expected. Archaeological surveys would be unlikely to identify any new resources that would be significant and intact sites eligible for listing on the NRHP. This federally permitted undertaking should be considered compliant with Section 106. Should the scale or location of the replacement structure and approach change significantly, please inform the Archaeology Group for further consideration.
