18. Nature of Activity (Description of project include all features)
The proposed project is to restore sand losses that have occurred since the 2011 beach nourishment project. It calls for a maximum
quantity of 4 million cubic yards (cy) of beach-quality sand to be dredged from offshore borrow areas and placed along the previously
nourishment 10-mile shoreline. Fill densities vary from north to south with the average fill density of75 cy per linear foot, and the
project is anticipated to commence in the summer of 2018. Two offshore borrow areas, located 1.0-2.5 miles offshore of Nags Head
within state waters, are proposed in be used in the proposed project. They encompass —490 acres and contain over 6 million cy of sand if
the maximum-allowed excavation depth is 8 ft (plus 1 ft over dredge) below the existing grade. The applicant also proposes a dune
management plan including installing sand-fencing and planting vegetation following the proposed renourishment, and conducting sand
relocation by land-based mechanical equipment if sand migrates landward resulting in encroachment onto existing structures.
19. Project Purpose (Describe the reason or purpose of the project, see instructions)
Following successful completion of the 2011 nourishment project, Nags Head monitored performance and developed strategies for
short-tens and long-term beach maintenance and preservation with the goal of improving protection to all properties and expanding the
recreational beach. The short-term plan is renourishment as proposed herein, and the long-term (30-year) plan would further widen the
beach based on project performance and the goals of the community. The main purpose and goals of the proposed renourishment are: (1)
restore sand losses due to chronic erosion and Hurricane Matthew (Oct 2016); (2) provide higher level of storm protection; (3) provide
wider recreational beach and create habitats for wild life; (4) address high erosion rates at the south end of Nags Head; (5) integrate a
dune management plan into the renourishment design; and (6) maintain Nags Head's eligibility for furore FEMA community assistance
funds.

The dredge discharge points will be controlled during construction to minimize the direct discharge of material into the surf zone.
Temporary dikes, spillways, and channelization on the beach will be built at the contractor's discretion during construction. Suck diking
is to aid in controlling the seaward flow of material at discharge points.
