PROJECT SUMMARY: Dare County is proposing to re -nourish -10 miles of Nags Head beachfront from Bonnet Street to the National Park Service beach ramp on the south end of the town. The project will include the placement of -4,000,000 cubic yards of sand obtained from two offshore borrows reference as 3A (-1.5 - 2.5 miles offshore) 4 (-1 -1.5 miles offshore). PROJECT SETTING The proposed beach nourishment project is in the Town of Nags Head corporate limits in Dare County and will include 10 miles of ocean beach and nearshore the Bonnett Street Beach Access situated along Virginia Dare Trail (NC 12) and terminating on the north side of the National Park Service's Beach Ramp at Cape Hatteras National Seashore, off S. Old Oregon Inlet Road (SR 1243). Oceanfront lots within the Town of Nags Head contain a mix of residential uses that include over 575 single family dwellings (both vacation rental and full-time residences), and over 115 hotels, motels cottage courts and condominiums. The ocean beach is accessed by 43 public beach access sites, and has three oceanfront fishing piers (Nags Head Fishing Pier, Jennette's Fishing Pier and the Outer Banks Fishing Pier). There are four ocean outfalls within the project area at mile posts 11.812.2, 12.7, and 21.4. Wildlife known to inhabit the beaches and nearshore of Nags Head include, but are not limited to, Horseshoe Crabs (Limulus polyphemus), Ghost Crabs (Ocypode spp.), Mole Crabs (Emerita talpoida), a variety of sea turtles, shore birds, fish, jelly fish, shellfish, and aquatic mammals. Vegetation found on the landward side of the beach may include, but not limited to the following: American Beach Grass (Ammophila breviligulata), Sea Oats (Uniola paniculata), Salt Meadow Hay (Sparfina patens), Sea Shore Mallow (Kostelezykya virginica), Blanket Flower (gallarelia pulchella), Dwarf Palmetto (Subal minor), Sea Rocket (Cakile edentula), Seashore Elder (Iva imbricate), Bitter Panicum (Panicum amarum), and a variety of ornamentals planted by property owners. Within the placement area above MHW there is no vegetation. There are no coastal wetlands or U. S. Army Corps of Engineer's Section 404 wetlands within the project area. Erosion rates along the project alignment vary from 1.4' to 7.2' per year, with Setback Factors between 2' and 75. The width of the beach varies considerably with seasonal accretion and erosion events. Sandbags, beach bulldozing and bringing in sand form an outside source were methods of erosion control on an as -needed basis Town of Nags Head Beach Nourishment Field Report Page 3 to protect threatened structures by private property owners prior to the nourishment project in 2011. Following the beach nourishment project, the Town of Nags Head implemented a prohibition on the use of sandbags as an erosion control structure on the ocean beach. In 2010, it was determined that there were 66 properties with sandbag alignments. Today it is estimated that -27 properties that still have sandbag alignments. Permitting history for beach nourishment in the Tow of Nags Head is as follows: 2010: April 29, 2010, CAMA Major Permit #45-10 was issued to the Town of Nags Head to place -4.6 million cubic yards of sand on and adjacent to the beaches in Nags Head from Blackmon Street to McCall Street. 2011: On May 9, 2011, CAMA Major Permit #45-10 was amended to include the extension of five ocean outfall pipes seaward of the proposed fill area. 2011: November 10, 2011, CAMA Major Permit #45-10 was modified to allow the raising, widening and steepening of the slope of the approved berms along the ocean. 2012: February 6, 2012, CAMA Major Permit #45-10 was refined to allow the construction of a temporary trestle to extend the outfall pipis. 2014: March 17, 2014, CAMA Major Permit #45-10 was modified to allow the removal of sand as needed that migrated landward onto and under dwellings, drives, decks, pools and accessory buildings. The modification allowed the relocation of the sand back onto the beach. Annual beach surveys by the applicant's consultant show that the project performed better that original predicted, withstanding three major hurricanes (Irene, Sandy and Matthew), and retained -93 percent of the nourished sand as of June of 2016. Borrow Area 3A is 340 acres and situated within the USACE S1 Borrow Site and located between 1.5 to 2.5 miles offshore of south Nags Head beach along Mile Post 21. Barrow Area 4 is 150 acres and is located 1.0 and 1.5 miles offshore along Mile Post 15. The combined sites have an estimated 6,000,000 cubic yards of sand at an excavation depth of 8' including a 1' over dredge allowance. Water depths within the proposed Borrow Sites are between -35' to -65'. Development Proposal The Town of Nags Head proposes beach renourishment for the year 2018 along 10 miles of shoreline similar to that undertaken in 2011 under CAMA Major Permit #45-10, and within the same approximate alignment. The project limits start at the Bonnett Street Beach Access between Mile Posts 11 and 12 and terminates at the northern boundary of Cape Hatteras National Seashore at Mile Post 21.4. This is a second nourishment project for the Town of Nags Head for the purpose of restoring sand losses from storm events, to strengthen storm protection, provide a wider recreational beach along a heavily developed shoreline in a resort community, integrate a dune management plan into the renourishment design, and maintain eligibility for future FEMA community assistance funds. The placement of sand would widen the beach and offshore bar to attenuate wave action before reaching adjacent structures. The proposed project includes the placement of 4,000,000 cubic yards of beach compatible sand (>t 90% sand) along 10 miles of ocean beach and nearshore of the Atlantic Ocean. A. Project Length: 52,800' (10 miles) Project Width: 396' Total Area of Placement: 20,908,80 sf or 480 acres Town of Nags Head Field Investigation Report Page 6 addition, to the fencing native vegetation will be planted along the entire project area. Exact locations of sand fencing and vegetation will be determined following the placement of the sand (but may not vary from the information stated in the application documents. A dune management plan will be implemented as noted on Sheet 23 of the submitted plans. The consultant (CS&E) has provided supporting documentation (in digital form) including geophysical and hydrographic surveys, vibracore samples and photos, cross section profiles of the receiving beach with 98 samples within the project area, and an archaeological survey. According to the consultant's sediment analysis of the receiving beach, sand within Borrow 3A and 4 is within the allowable limits for placement. Anticipated Impacts 1) Dredging during the moths of April through September will increase the possibility of adversely impacting endangered sea turtles. 2) The placement of 4 million cubic yards of sand fill may impact four existing ocean outfalls located within the Town. 3) The placement of sand along the surf zone will have a temporary adverse effect benthic organisms. 4) Placement of sand will result in the filling of — 310 acres seaward of MHW and 170 acres landward of MHW, for a total fill area of—480acres. 5) The proposed 24 hour -per day operations will disrupt property owners and visitor adjacent to the work area during the peak rental season in Nags Head. 6) During the project, it is anticipated that noise levels will increase above surrounding background (ambient) levels at the dredge site(s) and on the beach from heavy equipment. 7) Fill will be placed up to structures on the seaward of the crest of frontal dunes and the Static line. No sand will be place on the landward side of the structures. 8) "Marine dredging produces broadband, continuous, low frequency sound that can be detected over considerable distances and may trigger avoidance reactions in marine mammals (Thomsen et al., 2009) and other organisms". 9) Water bottom disturbance created by the dredge within the borrow sites "can negatively affect the physiology and feeding behavior of visually orienting fish via increased turbidity", this impact can be reduced by the use of a cutter suction dredge. 10) The placement of sand along the surf zone and dredging of sand at the borrow sites will have a temporary adverse effect on infaunal (burrowing) communities. It is anticipated that these communities will be recolonized from adjacent communities. 11) Threatened and endangered species are known to occur in or near project area, and may be impacted by the beach nourishment project. 12) According to Rumbold, Davis and Parretta's book "Estimating the Effect of Beach Nourishment on Caretta caretta (loggerhead sea turtle) Nesting," Collective results from their studies show that beach nourishment significantly diminished loggerhead sea turtle nesting during the first season following the project. Temporary impacts by increased turbidity could result in a decrease in dissolved oxygen during dredging and during the placement of sand on the beach and near shore. 13) It is anticipated the proposed project would have only minor impacts to the marine water column at the borrow areas. 14) The negative temporary effects to benthic organisms could occur during dredging at the offshore borrow sites and during the placement of sand along the oceanfront shoreline. 15) Proposed sand fencing will encourage dune formation that can increase storm protection on a temporary basis. Town of Nags Head Field Investigation Report Page 7 16) The placement of sand on the existing beach and near shore will widen the beach and provide additional protection from storm activity on a temporary basis. 17) Fill of 310 acres of near shore/open water below MHW. 18) Fill of 170 acres of ocean beach above MHW. 19) Excavation of 4 million cubic yards of sandy water bottom from offshore in Borrows 3A and 4. 20) Beach nourishment is temporary in nature and will require future re -nourishment to maintain.
