Impacts of 110 linear feet are requested for stream impacts for installation of a culvert; 10 linear feet for placement of a riprap apron, and 5 linear feet of temporary impacts for a coffer dam and pump to establish work -in -the -dry conditions. The project is located on an assemblage of parcels that extend south from the cul-de-sac at AquaChem Drive, to the Piedmont and Northern railway that borders the southern project boundaries. There is an estimated total of +/- 1,354 linear feet of jurisdictional surface waters on-site. The project is located within the Catawba River basin. We are also requesting a 401 WQC from NC DWR for the above referenced impacts. A copy of this application package has been sent to NC DWR for review. Project Purpose The purpose of the proposed project is to construct a road crossing to connect the southeastern area of an existing container depot storage facility with an adjoining parcel to the west (under contract for purchase), to expand existing operations. The crossing is needed to provide ingress and egress between the two project areas to accommodate expansion of existing operations within a fenced and secured container depot for steamship lines and chassis providers proximate to NS and CSX ramps, as well as the major interstates I-85, I-77, and I-485 Project Description Current project impacts are limited to a single road crossing requested to provide access to high ground and a point of ingress/egress between existing storage depot operations with the southwestern parcel under contract for purchase, where expansion of operations is planned. Project will be constructed under an approved sediment and erosion control plan to protect aquatic resources. Avoidance and Minimization Prior to initial site design, a detailed wetland delineation (enclosed) was requested by the applicant in order to minimize impacts to jurisdictional wetlands and waters to the maximum extent practicable. Modifications to original engineering designs reduced proposed stream impacts by decreasing the span of the proposed road crossing, which requires less fill slope. The gravel driveway that connects to the road crossing on the southwestern parcel was rerouted to allow for the modified design. Because the existing parcel assemblage is abutted by residential lots to the east and west, and by the Northern and Piedmont railway to the south, avoiding impacts to jurisdictional features on-site was impossible. The project will be constructed under an approved sediment and erosion control plan to ensure that construction techniques provide maximum protection of aquatic resources. Compensatory Mitigation Since requested impacts are less than threshold amounts (120 LF permanent, 5 LF temporary), and project is located outside of the extended service area (HUC is 03050101), additional compensatory mitigation beyond the on-site avoidance and minimization and stormwater controls is not proposed. Crossing location was chosen based on existing slope contours to allow for shortest span possible, with width as narrow as is possible. 1 b.
