Box 97772 Raleigh, NC 27624 Project Name: Metropolitan I (formerly "Northwood Center I") DWQ EXP # 02-0089v2 Wake County On May 2, 2002, the Division of Water Quality (DWQ) issued an Approval of Neuse River Riparian Buffer Protection Rules MINOR VARIANCE with ADDITIONAL CONDITIONS to you to construct the proposed "Northwood Center I, II, & III" now known as "Metropolitan I, II & III" in Wake County. In order to meet Condition 1 (Stormwater Management Condition) of the Minor Variance for phase I of this project, the 401 Oversight/Express Permitting Unit of the DWQ received your request on February 2, 2009 for acceptance into the Express Review Program. This letter advises you that your project will be accepted into the Express Review Program once the following items are received: a. The application fee of $1000.00 made payable to the North Carolina Division of Water Quality [Stormwater management plan with 1-2 drainage areas]; b. Three (3) complete and collated copies of the most current Express Review Stormwater Management Plan Application available at http://h2o.enr.state.nc.us/ncwetlands/documents/ExpRevS WMAppV2.pdf c. Three (3) copies of all supporting information pertaining to this project including i. Design calculation sheets for all proposed Stormwater BMPs sized for both on-site and off-site drainage, if any; ii. Most current BMP Supplement for each proposed BMP including Design Summary and Required Items Check List (available at http://h2o.enr.state.ne.us/su/binp forms.htm) along with all required items; iii. A signed and notarized Operation & Maintenance Agreement for each BMP; d. Three (3) copies of full size plans (with detailed construction information) shall include the following: i. Entire project boundary for phases I, II & III with existing contours; ii. Site layout (Plan) of Phase I including final grading plan and delineated drainage areas; iii. Plan views and cross sectional details of all BMPs and associated structures with elevations; V. Construction sequence and planting schedule for the proposed BMPs; e. One (1) data CD of full size plans in TIFF Group 4 format (black and white, not grayscale or color). If the plans are too large to store in TIFF format, they can be stored in PDF. f. A detailed mitigation plan detailing how you intend to satisfy the buffer mitigation (for phase I) approved in the Minor Variance of May 2, 2002. You may opt to make payment into the Riparian Buffer Restoration Fund administered by the NC Ecosystem Enhancement Program (EEP) in which case an EEP acceptance letter will suffice. Please be advised that all Stormwater BMPs must be designed in accordance with the most recent version of the NC Division of Water Quality Stormwater Best Management Practices Manual. Additionally, a pre-application meeting is required prior to the submittal of your completed application package. Please call to schedule a pre-application meeting after your riparian buffer impacts have been completely delineated and have secured credits availability letter from the EEP. The clock for this project will not start until receipt of the completed application package, the required fee and a buffer impact mitigation plan. If the impacts are greater than indicated on the Initial Interest Form and/or the services are different, you may be required to remit an additional fee.
