Your application was not complete since inadequate information was provided to determine whether or not compliance with Neuse Buffer Rules and 401 Water Quality Certification rules can be achieved. This information is needed by DWQ in order for us to decide whether this project is approvable. It is apparent to us that the plan was designed by individuals unfamiliar with stream restoration (as defined in General Water Quality Certification no. 3257); therefore the design will, basically, have to begin anew. Specifically, the following information at, a minimum, must be provided in order for this Office to make a determination: Many of the numbers and definitions associated with the reference reach are not clear. Please provide all of the raw reference reach data and calculations used to assess the reference reach. Also, please provide the references used to define the variables in the Morphological Measurement Table. c2~ Staff from this Office and the Raleigh Regional Office plan to visit the Reference reach with staff form ECS to evaluate the reference reach. However, in the mean time, please provide your definition of ~ankfull.-- Your definition of belt width does not correspond with any definition belt width of which this Office is aware. Please provide your reference used as well as all of the raw data for the cross sectional, and profile measurements of the reference reach. Belt width data does not appear to be correct even based on your definition. Please provide the correct belt width with appropriate justification. (The reference reach data and proposed reach data do not correspond to the plan or your response in the August 18, 2000 letter. ,(Placing class B rip rap in the bed of a stream is not considered to be a stream restoration technique unless the sediment transport data and expected sediment size corresponds class B rip rap. Please ,' provide a complete sediment transport analysis to justify the use of class B rip rap as stream bed /substrate. j Please provide calculations, raw pebble count data, and other specific information (including eferences) used to in your sediment transport and shear stress analysis. ~tem no. 11 in the Morphological Measurements table is listed as not applicable. Please provide an explanation. Also, the pool to pool spacing does not seem appropriate. Please explain the reason for the roposed spacing in detail. The proposed location of the stream does not correspond to the topographic contours provided. Also, the road crossing does not appear to be perpendicular and would likely require mitigation with the current design. Temporary stabilization of all disturbed areas to be performed within 72 hours of final grade. 2. The aquatic planting window is from April 1 to June 15. 3.
