Description of projects area and activity: This authorization is for the discharge of clean fill material associated with the removal of an existing brid�e, and the extension of an existing 66-inch metal culvert pipe with a 72-inch concrete culvert qipe. The proiect includes qermanent impacts to 1351inear feet (0.02 acre) of stream channel for culvert extension and dissipator pool installation as well as 0.01 acre of wetlands for roadwav fill, and temporarv impacts to 251inear feet (0.01 acre) of stream channel and 0.1 acre of open water for construction access and dewatering for culvert extension installation and bridge removal, respectivelv. The proiect also involves 0.04 acre of hand clearing in wetlands for roadwav fill installation access. Preliminary Determination X There are waters, including wetlands, on the above described uroiect area, that mav be subiect to Section 404 of the Clean Water Act (CWA)(33 USC § 1344) and/or Section 10 of the Rivers and Harbors Act (RHA) (33 USC � 403). The waters, including wetlands, have been delineated, and the delineation has been verified bv the Corps to be sufficiently accurate and reliable. Therefore this preliminarv iurisdiction determination mav be used in the permit evaluation qrocess, includinL determininE compensatorv mitiLailon. For purposes of computation of impacts, compensatorV miti�ation repuirements, and other resource qrotection measures, a qermit decision made on the basis of a qreliminarv JD will treat all waters and wetlands that would be affected in anv wav bv the qermitted activitv on the site as if thev are iurisdictional waters of the U.S. This qreliminarv determination is not an aqpealable action under the Regulatorv Program Administrative Appeal Process (Reference 33 CFR Part 331). Basis For Determination: The nroiect area exhibits water bodies with indicators of ordinarv high water marks and wetland criteria as defined in the aqplicable regional supqlement to the 1987 wetland delineation manual. The water bodies on the site are listed in the attached table. This determination is based on a field verification bv David E. Bailev (USACE) on 10/27/2016. Remarks: The water bodies in the Proiect Area are approximated on Permit Drawin� Sheets 1-10 included in vour submitted application and attached information dated and received via email2/1/2017. E. The delineation/determination may not be valid for the wetland conservation provisions of the Food Security Act of 1985.
