The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has reviewed the
Monitoring Report for the above-referenced mitigation project. Our comments are as follows:
The wetland creation area continued to meet vegetation and hydrology success criteria during 2008. The
monitoring report noted that some of the trees planted during 2006 were exhibiting drought stress. Hopefully,
improvement will be observed if the upcoming growing season provides more "normal" climatic conditions. If,
however, the stress transitions into high mortality of planted trees, remedial action should be taken quickly with
the long-term health of the targeted ecosystem in mind.
Quantitative monitoring of herbaceous vegetation planted on the littoral shelves is not required. However, we
would appreciate the inclusion of brief visual observation and reporting on the presence and general health of
hydrophytic vegetation in those areas during the next monitoring period.
We look forward to the next report detailing development of the mitigation site during the 2009 growing season.
