No: N/A Funding.• � State ❑ Federal Federal Permit Required? � Yes ❑ No Permit Type: NWP 3 or NWP 14 Project Description: The NCDOT proposes to replace Bridge No. 86 on SR 1651 (Snow Hill Church Road) over Snow Creek in Stokes County. Bridge No. 86 was built in 1977, and is considered to be structurally deficient andfunctionally obsolete; therefore, it has been selected to be replaced under the State Funded Bridge Replacement Program-Design-Build Year 4 Express Design-Build. There may be minor ditch-line impacts, and an off-site detour is to be used during construction. The Area of Potential Effects (APE) will measure approximately 75 feet to either side of the centerline of the roadway/bridge and 300 feet from either end of the bridge. Based on these measurements and the size of the existing bridge, the APE measures approximately 102,424 square feet or about 2.35 acres, inclusive of the existing roadway and the existing structure to be replaced. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: � There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. ❑ No subsurface archaeological investigations are required for this project. � Subsurface investigations did not reveal the presence of any archaeological resources. ❑ Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. ❑ All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. � There are no National Register Eligible or Listed ARCHAEOLOGICAL SITES present or affected by this project. (Attach any notes or documents as needec� "NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAEOLOGICAL SITES PRESENT OR AFFECTED " form for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 1 of 10 Project Tracking No.: 14-11-0004 RECOMMENDATION An archaeological survey and evaluation of the proposed replacement of Bridge No. 86 on SR 1651 (Snow Hill Church Road) over Snow Creek in Stokes County was conducted on February 5, 2015, by Terri Russ and Laura Griesmer of Environmental Services, Inc. (ESI). As a result of the investigations, no archaeological sites were located within the project's APE. No further archaeological investigations are needed for this project. I concur with this recommendation as the proposed bridge replacement project will not impact significant archaeological resources. If the project expands and impacts subsurface areas beyond the defined APE, further archaeological consultations will be necessary. As defined by the NCDOT, the survey area (Area of Potential Effects [APE]) for archaeology measures approximately 300 feet (91.44 m) from either end of Bridge No. 86. The corridor is approximately 150 feet (45.72 m) wide, extending 75 feet (22.86 m) on each side of SR 1651 from its present centerline. Background Summary A map review and site file search conducted by NCDOT on 25 November 2014 revealed that no previously recorded archaeological sites have been identified within a one-half mile radius of the APE. A search of the North Carolina State Historic Preservation Office online database (HPOWEB GIS Service) revealed no previously recorded historic architectural resources within the APE that have the potential to yield intact archaeological deposits. Topogaphic maps, aerial photography, United States Department of Agriculture (USDA) soil survey maps, and historic maps were examined for information on natural or cultural factors that might have affected site locations or preservation. Earlier maps of the vicinity, including the 1940 soils map (dated 1934) and 1936 Stokes County North Carolina State Highway and Public Works Commission road map show the original alignment for Snow Hill Church Road north of its current location. According to NCDOT records, the road was realigned to its current location in the early to mid-1970s. The rexnnants of the former bridge and roadbed can still be seen. No structures in the vicinity of the APE are depicted on any of these maps. Environmental Setting The APE consists of a mixture of wooded areas and agricultural fields. The topography of the APE ranges from steep slopes to the relatively flat floodplain of Snow Creek. Bridge No. 86 and Snow Hill Church Road cross Snow Creek from the southwest to the northeast. Snow Creek flows south into the Dan River. Map units (soil series) are named for the major soil or soils within the unit, but may have minor inclusions of other soils (NRCS 2014). The entirety of the APE is currently mapped as Dan River and Comus soils, occasionally flooded (DaA; 0-4% slopes), a well-drained, nearly level soil series (NRCS 2014). The 1995 NRCS soil survey for Stokes County identifies the project area as containing Riverview and Toccoa soils (RtA; 0�%; occasionally flooded); however, the soil characteristics appear to be the same. The current archaeological investigation included pedestrian (visual) inspection and shovel testing within the APE. Photographs of the project area are shown as Figures 3-8. A systematic visual inspection of the APE was undertaken to search for surface artifacts, above-ground resources, or other signs of cultural activity. According to NCDOT records, SR 1651 (Snow Hill Church Road) was realigned in the 1970s. Visual inspection of the northwestern quadrant of the APE confirmed the previous road and bridge location and associated disturbance. The remnants of the former bridge crossing can be seen on both sides of Snow Creek, north of the current bridge location (see Figure 6). Due to the previous disturbance, no shovel testing was conducted in the northwestern quadrant of the APE. The northeastern quadrant of the APE appears to be relatively undisturbed by the earlier road alignment. This portion of the APE consists of a flat to gently sloping field, currently covered in patchy grass. Surface visibility in this portion of the project area was fair. The southwestern quadrant of the APE consists of a recently tilled agricultural field. Surface visibility in this portion of the project area was excellent. A systematic pedestrian inspection of the portion of the field within the APE was undertaken; no artifacts or other surface signs of past cultural activity were noted. The southeastern quadrant of the APE consists largely of an artificially elevated roadbed and steep embankment. Four shovel tests (STs 46�9) were excavated in the southwestern quadrant of the APE (see Figure 2 for shovel test locations). ST 46, excavated in a wooded area adjacent to an unpaved access road, encountered 10 centimeters of very dark grayish brown silty loam over 15 centimeters of dark yellowish brown silty loam. Red silty clay loam and large cobbles were encountered at 35 centimeters below surface. Soils in ST 47 consisted of 20 centimeters of reddish brown sandy loam over reddish brown compact clay loam. ST 48 contained similar soils, with 25 centimeters of reddish brown sandy loam over light reddish brown wet clay loam. ST 49, excavated at the eastern edge of the field adjacent to Snow Creek, yielded 65 centimeters of brown sandy loam over reddish brown silty clay loam. Three shovel tests (STs 50-52) were excavated in the northeastern quadrant of the APE. ST 50, excavated adjacent to Snow Creek, encountered 25 centimeters of disturbed reddish brown sandy loam with gravel and asphalt (likely debris from demolition of the former road alignment). Reddish brown silty sand was encountered from 25 to 85 centimeters below surface. ST 51 encountered poorly drained soils, with 20 centimeters of disturbed grayish brown sandy loam over mottled yellowish brown silty clay loam. Water was encountered at 30 centimeters below surface and the shovel test was terminated. ST 51, located 30 meters upslope from ST 50, consisted of five centimeters of dark grayish brown silty loam over strong brown silty clay. While the southeastern quadrant of the APE consists largely of an artificially elevated roadbed and steep embankment, two shovel tests (STs 53 and 54) were excavated at the base of the slope near the APE boundary to investigate soil conditions. ST 53 encountered eroded soils (strong brown silty clay just below the root mat). ST 54 consisted of 25 centimeters of brown sandy loam over dark yellowish brown sand to 65 centimeters below surface (likely slope wash from the adjacent embankment). A rock impasse was encountered at this point and the shovel test was ternunated. Shovel tests measured 30 centimeters in diameter and were excavated to sterile subsoil, natural obstructions (rock), or the water table. All soils were excavated by natural levels (soil strata) and screened through a 0.25-inch hardware mesh. No artifacts were recovered from any of the shovel tests. Based on the results of the background research and field investigations, no archaeological resources are located within the APE for Bridge No. 86 in Stokes County. It is recommended that this project be allowed to proceed without concern for impacts to signiiicant cultural resources.
