1. INTRODUCTION Non -Discharge
This WWTP Pond and Lagoon Closure Plan has been prepared by WithersRavenel, Inc. of Ca ,'fit fo71the
former Performance Fibers facility in Moncure NC, in accordance with guidelines specified by the NC
Division of Water Resources Guidelines for the Closure of Permitted Wastewater Ponds and Lagoons, June
12, 2012. This plan has been prepared for the purpose of obtaining approval from the NC DWR to proceed
with WWTP Closure operations at the subject facility.
The WWTP is located on a property that has been granted a Brownfields Property Agreement (the
"Agreement") by the North Carolina Department of Environmental Quality (DEQ) Division of Waste
Management. The Agreement is referenced as Performance Fibers with identification number #19047-
015-019. The corresponding Notice of Brownfields Property was filed on September 12, 2017 at the
Chatham County Register of Deeds office. The NBP is recorded under Book 1946 and Page 96-162 and
the associated plat is filed under Book 2017 and Page 300-302. Phase II Environmental Site Assessment
(ESA) activities completed prior to the current owners purchase of the property and subsequent to the
closure of the manufacturing operations on the property by the prior owner identified areas of subsurface
contamination including soil, groundwater and soil vapor impacts on the property. Impacted sediment
was also identified in the floor of a number of the wastewater treatment system impoundments.
Stormwater sampling conducted at outfalls covered under a prior NPDES General Permit for industrial
stormwater discharges and wastewater sampling associated with this permit, however, has not identified
impacts to discharges at the permitted outfalls.
It is the intent of this Plan to outline proposed steps to dewater, remove contaminated sediment or sludge
from the floor of each impoundment named in the WWTP permit, complete post sediment or sludge
removal sampling of the final subgrade and to decommission each impoundment by a combination of
breaching the dikes or filling the impoundments to allow normal sheet flow of stormwater which contacts
the closed impoundment areas. The Plan does not include any proposed remedial measures beyond the
stated closure objectives of contaminated soil or groundwater beneath any impoundment or feature of
the WWTP as such contamination is part of the overall site conditions considered by NCDEQ as part of the
issuance of the Brownfields Property Agreement.

1 1 SITE LOCATION AND DESCRIPTION
The facility is located at 338 Pea Ridge Road in New Hill, Chatham County, NC. The total acreage of the
facility property is approximately 421.65 acres. The property and WWTP is currently owned by Moncure
Holdings West, LLC, 282 Century Place, Louisville, CO. The permitee for this facility is Moncure Holdings
Utilities, LLC, Louisville, CO.
The facility is located in the Cape Fear River Basin, and drains to Shaddock Creek (Stream Index# 16-43;
Surface Water Classification WS -IV). A location map for this facility is included in Figure 1 of this report.
12. SITE HISTORY
Construction activities for the former polyester fiber manufacturing plant which occupied the site was
completed in the late 1960s. The manufacturing plant opened in 1971. The plant manufactured industrial
strength polyester fiber from polyethene terephthalate or PET. The former manufacturing process
involved the polymerization of terephthalate and ethylene glycol with an antimony catalyst. The onsite
WWTP handled the industrial process water and domestic wastewater associated with both the
manufacturing process and support of the workforce at the plant Manufacturing operations were
discontinued in 2014 and demolition of the plant was initiated by the former owner between 2014 and
the end of 2016. Currently no manufacturing or chemical process operations remain at the site.
1.3. PERMITTING
In addition to the NPDES wastewater permit, the facility has operated in the past under DEQ permits
issued through Division of Air Quality, Division of Waste Management, Division of Water Resources Public
Water Supply, and Division of Energy. Mining and Land Quality (NPDES Industrial Stormwater). All
previous permits have been rescinded, and the only remaining active permit at the facility is the subject
NPDES Wastewater permit.
2. CLOSURE OF PERMITTED PONDS AND LAGOONS
NPDES Permit NC0001899 allowed for the discharge of 0.244 MGD of combined treated process and
domestic wastewater, and treated V'JTP backwash wastewater to Outfall 001, from a wastewater
treatment system that includes the following components:
/ Sanitary bar screen, grinder, and lift statin;
/ Process wastewater lift station;
/ One (1) 1,200 -gallon mixing/neutralization chamber with automatic pH control;
/ One (1) 650,000 -gallon aeration basin with mechanical aerators;
/ Coagulant addition system;
/ One (1) 18,500 -gallon clarifier;
/ One (1) 1,000-ft2 sludge drying bed;
/ Chlorine contact chamber (no chlorination);
/ Conventional water treatment plant with chemical addition systems;
/ One (1) 20,0000 -gallon clarifier;
/ Two (2) alum settling ponds, One (1) 300,000 -gallons and One (1) 500,000 -gallons;

► One (1) 1,000,000 -gallon polishing pond;
/ Effluent composite sampler; and
/ Effluent meter.
Additionally, the permit allows for discharge of stormwater, condensate, and overflow from two 1,200K
Gal fire ponds to Outfall 002.
A facility layout site map is included in Figure 2 of this report. A process schematic diagram of the WWTP
operation is included in Figure 3 of this report.
2 1. COMPONENTS FOR CLOSURE
It is the intent of Moncure Holdings West, LLC to close the WWTP in entirety, and remove the mechanical
and structural components of the WWTP, including piping, lift stations, drainage inlets, etc. In most cases,
mechanical devices (pumps, etc.) will be removed, the inlets and outfalls plugged permanently with
concrete, and smaller concrete lined wet wells backfilled with clean fill material.
This plan details closure specifically of the following components:
/ One (1) 1,200 -gallon mixing/neutralization chamber with automatic pH control;
/ One (1) 650,000 -gallon aeration basin with mechanical aerators;
► One (1) 650,000- gallon spill collection basin*
► One (1) 18,500 -gallon clarifier;
/ One (1) 1,000-ft2 sludge drying bed;
/ One (1) 20,0000 -gallon clarifier;
/ Two (2) alum settling ponds, One (1) 300,000 -gallons and One (1) 500,000 -gallons;
► One (1) 1,000,000 -gallon polishing pond;
*Note: the 650K gal Spill Collection Basin is not included in the NPDES Permitted components, but is
addressed in this closure plan
The following components listed in the permit are not specifically addressed in this plan:
► Sanitary bar screen, grinder, and lift station;
► Process wastewater lift station;
/ Coagulant addition system;
/ Chlorine contact chamber (no chlorination);
/ Conventional water treatment plant with chemical addition systems;
/ Effluent composite sampler; and
/ Effluent meter.
2.2 PRE -CLOSURE ACTIVITIES
2.21 Influent Disconnection
Currently, the WWTP is receiving influent from the following sources:
• Wastewater lift stations, which accommodate restroom facilities remaining in operation, for the
two part-time employees who work at the facility;

• Stormwater which enters the lift stations through certain yard inlets and floor drains of
demolished buildings; and
• Stormwater which is collected in the stormwater retention channel, directed to the stormwater
retention pond, and is then routed to the Spill Collection Basin.
Influent from the lift station will be discontinued by disassembling the pumping system, physically
breaking the influent and outflow piping, sealing the pipe ends with concrete, and filling the subgrade
structures with clean fill material. Influent from the facility drainage system which once was collected by
the stormwater retention channel and pond will be discontinued by extending the outfalls at the ditch to
the existing fire ponds. Influent from the stormwater retention channel, the stormwater retention pond,
and Spill Collection Basin is discussed below.
2 2 2 Stormwater Retention Channel, Stormwater Retention Pond, and Spill Collection
Basin
The Stormwater Retention Channel and Stormwater Retention Pond were constructed to allow
containment should a spill of process water or chemical occur at the facility. The outfall of the pond is
designed to discharge to Outfall #002. Such stormwater discharge to Outfall #002 has been discontinued
since a surface spill of industrial process water at the facility in 2014. Since that time stormwater has been
pumped from the stormwater retention pond to the Spill Collection Basin of the WWTP. As neither the
retention channel or pond is needed for this potential spill containment function this plan proposes to
dewater each structure with effluent pumped to the WWTP and fill each structure with clean earth fill to
eliminate stormwater discharges that would contact the existing floor or sidewalls of the structure to
Outfall #002. This will eliminate a major source of influent to the WWTP in the stormwater which enters
the ditch or pond.
Note: The Stormwater Retention Channel and Stormwater Retention Pond have been previously sampled
for VOCs, SOCs, and Metals in accordance with Brownfield requirements. Results of analysis are
presented in the Appendix of this report.
Closure details for the Spill Collection Basin are included in Section 3.8 of this report.
3. COMPONENT CLOSURE DETAILS
This section contains closure operation details for each wastewater pond/lagoon included in the
wastewater treatment system, as identified in Section 2.1 of this report.
3 1 1,200 GAL MIXING/NEUTRALIZATION CHAMBER
The 1.2K gallon Mixing/Neutralization chamber is a concrete -constructed component which receives
influent wastewater from the lift stations and the Spill Control Basin. Water from this component will be
drained to the aeration basin. The chamber will be dismantled, and subsurface grade will be filled with
clean backfill material.
This chamber is constructed of concrete, and does not intercept the water table. As such, no sampling is
proposed beneath this chamber.

3 2 65OK GAL AERATION BASIN
This component is an unlined basin which provides secondary treatment for the WWTP. The basin is an
estimated 5 feet below grade with a compacted clay liner, and does not intercept the water table. The
wastewater in this basin will be processed as normal through the clarifier, and discharged under the
current permit through Outfall 001.
Once the influent is disconnected and the basin de -watered, the sludge remaining in this basin will be
sampled per sampling protocol outlined in Section 4.0 of this report. Note: This sludge has been previously
sampled for VOCs, SOCs, and Metals in accordance with Brownfield requirements. Results of analysis are
presented in the Appendix of this report.
The sludge will be removed and disposed of off-site per Item D of the DWR lagoon closure checklist. Final
disposal of the sludge will be at a permitted Subtitle D landfill.
The berms of the basin will be breached, and the basin partially filled with clean backfill. Final grade is
presented in the Lagoon Breaching Plan included in Figure 5 of this report.
Estimated amount of sludge for disposal: ±579 ft'
3 3 18 5K GAL CLARIFIER
The 18.5K Gal Clarifier is a concrete -constructed component which receives treated wastewater from the
aeration basin. Water from this clarifier will be discharged in accordance with the permit through Outfall
001. Remaining sludge in the clarifier will be wasted to the Sludge Drying Bed for disposal (see Section
3.4 below), and the clarifier will be dismantled. The subsurface pit will be filled with clean backfill and
graded to natural grade.
This clarifier is constructed of concrete, and does not intercept the water table. As such, no sampling is
proposed beneath this component.
3 4 1K SQFT SLUDGE DRYING BED
The sludge drying bed is a basin, with a compacted gravel bottom allowing drainage to be collected and
returned to the aeration basin. Influent to the bed is from sludge wasting from the 18.5K gal clarifier. The
sludge in the drying bed will be sampled and analyzed per sampling protocol outlined in Section 4.0 of this
report.
The sludge will be removed and disposed of off-site at a permitted Subtitle D landfill.
Following sludge removal and disposal, this component will be disassembled, and samples collected from
natural material beneath the bed per sampling protocol outlined in Section 4.0 of this report.
Estimated amount of sludge for disposal: ±1,000 ft3
3.5 20K GAL CLARIFIER
The 20K Gal Clarifier is a metal -constructed above -grade component which receives treated water from
the Water Treatment Plant. Water and sludge from this clarifier will be drained to the alum ponds. The

clarifier will be dismantled, remaining sludge in the clarifier will be transferred to the alum ponds for final
disposal (see Section 3 6)
This component is a standup metal structure, entirely above grade, and mounted on a concrete pad. As
such, no sampling is proposed beneath this component.
3 6 TWO ALUM SETTLING PONDS 300K GAL AND 500K GAL
The alum ponds are concrete -constructed basins, with compacted gravel bottoms allowing drainage to be
routed to the polishing pond. Influent to these ponds is sludge wasting from the 20K gal clarifier used
with the WTP. The alum sludge in these ponds will be sampled and analyzed per sampling protocol
outlined in Section 4.0 of this report.
Disposal of the sludge will be to an offsite permitted Subtitle D landfill.
Following alum sludge removal and disposal, these components will be disassembled, and samples
collected from natural material beneath the bed per sampling protocol outlined in Section 4.0 of this
report.
The berms of these ponds will be breached, and the basins partially filled with clean backfill. Final grade
is presented in the Lagoon Breaching Plan included in Figure 5 of this report.
Estimated volume of sludge for disposal (total from both ponds): 2,255.7 ft3
3 7 1,000K GALLON POLISHING POND
This pond is an unlined basin which provides secondary and tertiary treatment. The basin is an estimated
5 feet below grade, and does not intercept the water table. Influent to this basin is comprised of decant
water from the alum ponds and effluent from the 18.5K gal clarifier. The wastewater in this basin will be
discharged under the current permit through Outfall 001.
Once the influent is disconnected and the basin de -watered, the sludge remaining in this pond will be
sampled per sampling protocol outlined in Section 4.0 of this report. Note This sludge has been previously
sampled for VOCs, SOCs, and Metals in accordance with Brownfield requirements. Results of analysis are
presented in the Appendix of this report.
The berms of these ponds will be breached, and the basins partially filled with clean backfill. Final grade
is presented in the Lagoon Breaching Plan included in Figure 5 of this report.
Estimated amount of sludge for disposal: ±1,552 ft3
3 8 650K GAL SPILL COLLECTION BASIN (INFLUENT SOURCE
Note- This basin is not Included in the NPDES Permitted components.
This holding pond is an unlined basin which provides equalization of influent collected from the
Stormwater Retention Pond, with outlet to the Mixing/Neutralization chamber for routing into the
aeration basin The basin is an estimated 5 feet deep, and does not intercept the water table.

The wastewater in this basin will be processed as normal through the aeration basin, and discharged under
the current permit. Once the influent is disconnected via filling of the Stormwater Retention Channel and
Stormwater Retention Pond and the basin de -watered, the sludge remaining in this basin will be sampled
per sampling protocol outlined in Section 4.0 of this report. Note: This sludge has been previously sampled
for VOCs, SOCs, and Metals in accordance with Brownfield requirements. Results of analysis are
presented in the Appendix of this report.
The sludge will be removed and disposed of off-site per Item D of checklist. Final disposal of the sludge
will be at a permitted Subtitle D landfill.
The berms of the basin will be breached, and the basin partially filled with clean backfill. Final grade is
presented in the Lagoon Breaching Plan included in Figure 5 of this report.
Estimated amount of sludge for disposal: ±330.7 ft3
4. SAMPLING PROTOCOL
All sludge and soil samples will be collected through composite sampling technique, and analyzed through
a DWR-certified laboratory.
Please note: extensive sampling and analysis has been conducted prior to this closure plan as part of the
Brownfields Recordation process. This information is included in the Appendix to this report.
Sludge samples will be collected post -dewatering activity from the Aeration Basin, the Spill Collection
Basin, the Alum Sludge Beds the Polishing Pond, and the Sludge Drying Bed. Sediment samples will be
collected from native materials underlying these components at depths from 1 to 3 feet.
Analytical parameters include Pathogen and Vector Attraction Reduction, residual Metals, nutrients, total
solids and pH. Other parameters required for disposal will be analyzed per disposal facility requirements
(Le TCLP, Corrosivity, etc.).
The proposed sampling locations, number of samples, and required analysis are presented in Figure 5 of
this report.
5. CLOSURE SCHEDULE
5.1. STORMWATER RETENTION CHANNEL AND STORMWATER RETENTION POND
The Stormwater Retention Channel and Stormwater Retention Pond will dewatered and filled initially,
disconnecting influent to the Spill Collection Basin.
Lift stations will be disconnected and closed. Stormwater drainage lines will be filled, disconnecting
influent from the aeration basin.
The 20K gallon WTP clarifier will be drained, wasted, and disconnected from the alum settling ponds.
At this stage, there will be no more influent into the WWTP.

5.2 ALUM PONDS
The alum ponds will be dewatered to the polishing ponds, and alum pond closure initiated.
5 3 POLISHING POND
The Polishing Pond is permitted for final discharge to the contact chamber, continuing to Outfall 001.
Discharge from the Polishing Pond will continue under the permit as the alum ponds are de -watered.
Following de -watering of the alum ponds, there will be no more influent into the Polishing Pond.
Discharge from the Polishing Pond will continue as long as water can be conveyed to the contact chamber.
Remaining water in the Polishing Pond will be pumped to the aeration basin, and Polishing Pond closure
initiated.
5.4. AERATION BASIN AND SPILL COLLECTION BASIN
The Spill Collection Basin will be dewatered into the Mixing/Neutralization Chamber and routed to the
Aeration Basin. Dewatering will continue as long as water can be conveyed to the Mixing Neutralization
Chamber. Remaining water in the Spill Collection Pond will then be collected and pumped into the
Aeration Basin, and closure of the Mixing/Neutralization Chamber and Spill Collection Basin initiated.
Following dewatering of the Spill Collection Basin, the Aeration Basin will be dewatered as normal into
the 18.5K Gal Clarifier. Wasting from the clarifier will continue into the Sludge Drying Bed. Dewatering
of the Aeration Basin will continue as long as water can be conveyed to the Clarifier. Remaining water will
be collected and pumped into the Clarifier. Aeration Basin closure will then be initiated.
5.5. SLUDGE BED
The Sludge Drying Bed will remain in operation for the duration of the dewatering of the Aeration Basin.
Upon initiation of closure of the Aeration Basin, sludge remaining in the clarifier will be pumped to the
Sludge Drying Bed.
Residual water in the Sludge Drying Bed will be collected and disposed of through Pump and Haul to a
permitted disposal facility, and closure of the Sludge Drying Bed initiated.
5.6 18 5 CLARIFIER
Remaining wastewater in the clarifier will be discharge as normal under the permit through Outfall 001.
Following dewatering, closure of the 18K Gal Clarifier will be initiated.
At this stage, the WWTP will no longer be processing wastewater, and demolition of the remaining
components will be completed.
5.7. DEMOLITION AND FINAL GRADING
Following the completion of closure operations of the WWTP components, mechanical equipment will be
disassembled and removed, concrete structures will be demolished, berms will be breached and graded,
and the final grading operations completed, including filling of components with clean backfill.

All clearing and grading operations will be conducted under an approved Erosion and Sediment Control
Plan. Borrow areas for clean backfill have been identified within the boundaries of the property and will
be identified in the future Erosion and Sediment Control Plan and an Environmental Management Plan
for the NC Brownfields Program.
The proposed conceptual elevations of the WWTP impoundments to allow stormwater to gravity drain
from the closed impoundments is shown in Figure 5.
